Meeting Authorization
REQUEST: The Police Department wishes to advise the City Commission of a
comparison of crime statistics for 2005 — 2009. This agenda item will be followed
by a presentation under awards and presentations agenda 302.
SYNOPSIS: To inform the City Commission of the overall crime statistics
comparisons from the year 2005 to 2009 and activities of the Winter Springs
Police Department followed by a short presentation.
CONSIDERATIONS: The population of the City has grown to approximately
35,000+ through 2009. During the past several years, the City has experienced
a growth in population, businesses, and traffic volume, as well as transient traffic
traveling our roadways. All of these factors, including the downturn in the
economy have caused an increase in police service activities. These factors are
depicted in the graph below.

In 2009, the police department implemented several strategies to combat the
increase after review of this continual increase and growth. Examples of some
of these strategies that have taken place are:
• Coordination of services between the Police, other city services, service
providers, and the City Manager's office.
• Crime prevention through community awareness, Neighborhood Watch,
Citizens on Patrol, "Lock It or Lose It" program, E -Alert, and E- Citizen
Program.
• Internal coordination and exchange of information.
• Problem solving projects designed to change behavior or correct
conditions that result in crime, disorder, and calls for police service.
• Code Enforcement efforts using community awareness, proactive
response to property maintenance issues.
• Selected Street Crime unit and operations.
• Vigorous investigations of crime and arrest/prosecution of offenders.
The police department is still committed to Community - Involved Policing.
Officers get out of their vehicles and walk within their zones and seek the public
interaction on a regular basis during a tour of duty. These interactions often
focus on identifying and responding to crime and disorder problems that impact
the lives of all people in our community. In addition, the steps we have taken
have reduced several areas of police activity by being more proactive instead of
reactive. Below is an example of these efforts;

The Winter Springs Police Department reports crime according to the FBI's
Uniform Crime Reporting (UCR) Program to the State of Florida and the FBI. The
UCR program is a national system of uniform crime statistics that uses
standardized offense definitions for offense classifications known as Part 1
Crimes. The Part 1 offense classifications include violent crimes and property
crimes. Based on the information provided in this report, we can compare the
crime rate in Winter Springs to other cities. Winter Springs continues to be one
of the safest cities to live and work.

The averages above reflect a 5 year period from 2005 to 2009. Comparing this
average to our 6 month statistics for 2010 would indicate an overall decrease is
possible for this year.
The Police Department has made a significant number of arrests and cases
closed in these areas during the year and will closely continue to monitor this
latest trend.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS: No communication efforts beyond the
advertising of the Commission regular agenda placed on the City web site and
provided at the Citizen Advisory Committee.
RECOMMENDATION: The City Commission is being asked to review and
accept the information in this agenda item.
