REQUEST:
The City Clerk requests the City Commission consider for approval a revised
application for Advisory Board and Committee Members.
SYNOPSIS:
The City Commission has a number of Advisory Boards and Committees. Any
interested citizens that wish to serve on any of the City's Advisory Boards and
Committees are required to complete an Advisory Board and Committee
application. In October 2001, the City Commission approved the Advisory
Board and Committee application that is currently in use. Staff requested that
modifications be made to the Advisory Board and Committee application,
including revising the list of City Boards and Committees to include the Bicycle
and Pedestrian Advisory Committee and the Parks and Recreation Advisory
Committee.
CONSIDERATIONS:
The Advisory Board and Committee application that is currently in use was
initially approved by the City Commission at the October 29, 2001 City
Commission Special Meeting. With the approval of Ordinance Number 2001 -49
in October 2001, was the requirement that the City Commission approve a
standard application that shall be completed by any Winter Springs resident
wishing to serve on any of the City's Advisory Boards and Committees.
Over the last few months, City Staff has suggested some modifications be made
to the City's Advisory Board and Committee application. The current Advisory
Board and Committee application has been revised by the Office of the City
Attorney and is included with this Agenda Item.

All completed Advisory Board and Committee applications have been and will
be kept on file in the Office of the City Clerk.
Upon receipt by the Office of the City Clerk, completed Advisory Board and
Committee applications will be reviewed by the City Clerk and will then be
forwarded to the Mayor and City Commission for their consideration.
FISCAL IMPACT:
No funding requirements are tied to the approval of this Agenda Item.
COMMUNICATION EFFORTS:
Staff and the City Clerk have corresponded with the Office of the City Attorney,
and the City Manager on this Agenda Item. Copies and /or access to this Agenda
Item have been provided to the Mayor and City Commission, City Manager, City
Attorney, City Clerk, Department Directors; placed in Press Packets; placed in
the Lobby City Commission Meeting Binder; and will be available on the City's
Website, LaserFiche, and the City's Server.
RECOMMENDATION:
The City Clerk requests that the City Commission approve the attached revised
Advisory Board and Committee application as submitted.

CITY OF WINTER SPRINGS FLORIDA — ADVISORY BOARDS AND COMMITTEES, AND
CODE ENFORCEMENT BOARD
Beautification of Winter Springs Board: This five (5) member advisory board is empowered
and directed to consider and study the entire field of beautification in the City. Regular meetings
are held quarterly on the first Tuesday of January, April, July, and October.
Bicycle and Pedestrian Advisory Committee: This five (5) member advisory committee will
further the development of an interconnected network of trails, sidewalks, and bikeways within
the City and will advise and make recommendations on matters relating to non - motorized
transportation. Regular meetings will be quarterly on dates to be determined.
Board of Trustees: This five (5) member advisory board administers the City's pension plan
pursuant to the provisions adopted by the City Commission. Regular meetings are held
quarterly on the second Tuesday of February, May, August, and November.
Code Enforcement Board: This board holds hearings complete with testimony with discussion
on findings of fact based on evidence of record and conclusions of law and issues orders
affording the proper relief consistent with powers granted herein. The Code Enforcement Board
is comprised of five (5) regular members. Regular meetings are held on the third Tuesday of
each month.
Districting Commission: This five (5) member advisory commission files a report containing a
recommended plan for establishment or adjustment of the district boundaries. By City
Ordinance this advisory commission meets every three (3) years. The next Districting
Commission will be selected in late 2012 or early 2013. Regular meetings are held when
agreed upon.
Oak Forest Wall and Beautification District Advisory Committee: This five (5) member
advisory committee reviews and discusses issues related to the foregoing and other directly
related matters of interest to the owners of property within the Oak Forest Community. Regular
meetings are held quarterly on the second Thursday of January, April, July, and October.
Parks and Recreation Advisory Committee: This nine (9) member advisory committee
promotes and makes recommendations on the planning, design, construction, and utilization of
City parks and related special events, fundraising, and recreation programs. Regular meetings
will be held quarterly; dates to be determined.
Planning and Zoning Board /Local Planning Agency: This five (5) member advisory board
recommends to the City Commission the boundaries of the various original zoning districts and
appropriate regulations to be enforced therein and any proposed amendments along with
dealing with traffic circulation elements and the Comprehensive Plan. The Board also makes
recommendations to the City Commission on variances, waivers, conditional uses, and
administrative appeals. Regular meetings are held on the first Wednesday of each month.
Tuscawilla Lighting and Beautification District Advisory Committee: This five (5) member
advisory committee reviews and discusses issues related to the foregoing and other directly
related matters of interest to the owners of property within the Tuscawilla Community. Regular
meetings are held quarterly on the third Wednesday of January, April, July, and October.
Other Ad Hoc Committees as may be established from time to time.
