CALL TO ORDER
The Regular Meeting of Wednesday, April 21, 2010 of the Tuscawilla Lighting and
Beautification District Advisory Committee was called to Order by Chairperson Mary
Brook at 7:00 p.m. in the Commission Chambers of the Municipal Building (City Hall,
1126 East State Road 434, Winter Springs, Florida 32708).

PUBLIC INPUT
Ms. Brenda Hayes Brown, 211 Nandina Terrace, Winter Springs, Florida: spoke about
the difficulty of seeing on- coming traffic because of the trees at the corner of Winter
Springs Boulevard and Gazelle Trail. Ms. Brown suggested some trimming that can be
done to the bushes around the trees to help with this problem.
Chairperson Brook stated, "We will look at that."

Division
Discussion Of The Tuscawilla Lighting And Beautification District Maintenance
Assessment Rate For Fiscal Year 2010/2011.
Mr. Steven Richart, Urban Beautification Services Division Manager, Community
Development Department presented this Agenda Item and mentioned his Division is
reviewing the Assessment Rate for the next Budget Year.
Mr. Richart commented, "I have this programmed to move forward with this at the same
rate as we have now; the one hundred twenty dollars ($120.00) per E.R.U. (Equivalent
Resident Unit) and that shows a reduction to our Fund Balance of almost forty two
thousand [dollars] ($42,000.00)." Mr. Richart stated, "I am very comfortable with going
forward at the current rate and leaving it where it is, but that is your decision."
Discussion.
Mr. Richart noted, "Our next Meeting will be in July so we will be well into the Budget
process by then. You can either make that decision now or in July. It would help me to
have direction going forward — how to program our Budget; knowing if we are going to
raise it or not." Discussion.
"I MOTION TO KEEP THE RATE THE WAY IT IS RIGHT NOW AND TO
APPROVE THE BUDGET." MOTION BY ADVISORY COMMITTEE MEMBER
GONGAGE. SECONDED BY VICE CHAIRPERSON BAKER. DISCUSSION.
WITH FURTHER DISCUSSION MR. RICHART REMARKED, "SOME OF
THESE LINE ITEMS WILL BE TWEAKED AS WE GO ALONG. THERE IS
SOME INSURANCE — THAT IS NOT ACCURATE YET; THEY ARE STILL
CALCULATING; IT WILL CHANGE BY A FEW DOLLARS."
VICE CHAIRPERSON BAKER INQUIRED, "SPEAKING OF THE INSURANCE,
WHAT DOES THAT COVER ?" MR. RICHART REPLIED, "IT COVERS ALL
THE HARDSCAPES, THE FOUNTAINS. THE CITY HAS A MASTER POLICY
AND WE GET A SECTION OF IT. THERE IS A MASTER POLICY THAT
COVERS LIABILITY." COMMITTEE MEMBER GONGAGE THEN ASKED,
"WHAT IS THE DEDUCTIBLE ?"

MR. RICHART STATED, "I BELIEVE THAT IT IS TWENTY FIVE
THOUSAND (DOLLARS) $25,000.00 ON MOST — AND FIFTEEN HUNDRED
[DOLLARS] ($1,500.00) OR TWENTY -FIVE HUNDRED [DOLLARS] ($2,500.00)
— I WILL HAVE TO LOOK. IF THAT IS WHAT YOU WOULD LIKE, I CAN DO
THAT." VICE CHAIRPERSON BAKER REMARKED, "I WOULD LIKE TO
SEE THE BREAK OUT." THERE WERE NO OBJECTIONS FROM THE
COMMITTEE MEMBERS.

Review Of Budget.
Mr. Richart introduced this Agenda Item and reviewed the Budget.

Division
Review Of Maintenance Items And Progress Report.
This Agenda Item was presented by Mr. Richart, who then noted, "The remaining twelve
thousand five hundred [dollars] ($12,500.00) was paid by the Tuscawilla Country Club
group. We have it — it's available to finish out the plantings."
Further discussion.
Continuing, Mr. Richart noted, "We are in the middle of a water conservation audit; and
we are in the process of upgrading some medians to use much less water."
Chairperson Brook stated, "We have looked at drought tolerate plants; we have looked at
new plant material and we have tried to really come up with a lot of things that might
help us; space our plants further apart to go in a little bit to keep the cars from hitting
them. We just keep looking for things to improve it."

With further comments, Chairperson Brook noted, "I think the sprinklers — I have walked
that area and there is less run - off." Mr. Richart stated, "When we get the new irrigation
timer put in and all that done, and we upgrade the medians, we can actually run more
sprinklers at one time because we have more pressure and more water because we are
using less."

Update On The Landscaping Replacement Project.
Mr. Richart introduced this Agenda Item.
Chairperson Brook inquired, "Have they set a date yet for the flag ceremony ?"
Committee Member Lidya Gongage replied, "Memorial Day weekend."
With further discussion, Chairperson Brook commented, "Maybe we can get that area
finished before they have it." Mr. Richart responded, "Yes, if we can get the Bids in and
approve them; we can move on it."

Division
Update On The Irrigation Retro -Fit Project.
This Agenda Item was presented by Mr. Richart who noted that on March 31, 2010, there
was a Meeting to work out some issues which needed to be addressed with LSP Nursery,
Inc., and the City Staff and all the other interested parties involved with the Project. With
further discussion, Mr. Richart noted, "We have to move the timer from Bear Creek
Nature Parking Lot to the Lift Station because Progress Energy (Florida, Inc.), would not
bring power there off of a pole." Mr. Richart added, "We are going to take it off the Lift
Station; saving us six grand [thousand dollars] ($6,000.00)." Continuing, Mr. Richart
commented, "It works out better and in my opinion, it is a better location."
With further discussion, Mr. Richart remarked, "You may not know it but there are a lot
of underdrains next to the road on Winter Springs Boulevard and if they do not operate
properly, the road will deteriorate because of the drainage; we had to make sure that they
will be careful with that. They [LSP Nursery, Inc.] have done their locates; they are
picking up their Permits and they are supposed to start on Monday." Mr. Richart added,
"I would say that it is going to take a month or six (6) weeks to get it done."

Chairperson Brook inquired, "But you do have a Bond ?" Mr. Richart responded, "We
have a check for that and we will deposit it if we need to. But they started complaining
about the cost of the Permit and some other things."

605. Community Development Department — Urban Beautification Services
Division
Discussion Of Committee Inspection Reports.
Mr. Richart introduced this Agenda Item and remarked, "The Inspection Reports that we
talked about if you still want to assist with doing these inspections every month, I have a
nice map; have five (5) sections, if you want to do it."
Discussion ensued regarding the sections on the map that indicate where the Committee
Members may assist with the inspections. Chairperson Brook agreed to Section II.
Advisory Committee Member Gongage decided on Section IV. Vice Chairperson Baker
had reservations about pursuing the inspection reports. Advisory Committee Member
Luci Coker stated that she will await Mr. Donald Gilmore's decision and then commit to
a Section.

Further discussion ensued regarding the inspections.
On another subject, Mr. Richart asked, "Did you want me to give you a copy of the
Purchase Order from NBS [Local Government Solutions] about — Oak Forest ?" Vice
Chairperson Baker replied, "You can do it if you want to." There were no objections
from the rest of the Committee Members. Mr. Richart commented, "I want you to see
how it is written and you will see why it came up that way."
Mr. Richart inquired, "Is there anything my Division can do to serve you better? Please
let me know. We want to make sure that we are doing the best we can do for the City and
for the Residents. If there is anything you think of, email or tell me here; or if we are
doing something good, let us know that too."
Advisory Committee Member Gongage inquired, "My question is, I do not know how
much power we have when it comes to houses and things that are happening in
Tuscawilla. Do we have any say ?" Advisory Committee Member Coker suggested,
"You call Code Enforcement."
Further discussion ensued regarding Code Violations for yards and /or homes.

Ms. Brenda Hayes Brown addressed the Committee again and commented on wall and
monument markers.
Mr. Richart commented that the Glen Eagle Subdivision may be replacing their St.
Augustine grass between the wall and the street with Bahia grass and may ask the City to
take over the mowing.
Lastly, Ms. Brenda Hayes Brown commented on the 2010 Winter Springs Festival of the
Arts.

Chairperson Brook adjourned the Regular Meeting at 8:02 p.m.
