CALL TO ORDER
The Town Hall Meeting of Monday, July 19, 2010 of the City Commission was called to Order by Deputy Mayor
Rick Brown at 7:03 p.m. in the Commission Chambers of the Municipal Building (City Hall, 1126 East State
Road 434, Winter Springs, Florida 32708).

The Pledge of Allegiance followed a moment of silence.
Deputy Mayor Brown welcomed everyone and commented on tonight's timeline.
Mr. James Hansberger, 111 Cherry Creek Circle, Winter Springs, Florida: commented on the proposed Atlantic
Housing project; thanked those who attended a recent Homeowner's Association meeting in his community; and
suggested that if the proposed Atlantic Housing project went through, that additional services and costs related to
the City's Police Department would possibly increase.
Brief comments.
City Manager Kevin L. Smith on behalf of City Staff, thanked everyone for attending this Town Hall Meeting;
spoke about e- Alerts, where the City's proposed Budget was on the City's Website, and gave a brief overview
about taxes, the Budget, and staffing.
Commissioner Jean Hovey was recognized in honor of her Birthday.
Deputy Mayor Brown called a brief recess at 7:19 p.m.
The Town Hall Meeting reconvened at 7:22 p.m.
Manager Smith also mentioned that Budget Workshops will be held at a later time and encouraged everyone to
attend.
Deputy Mayor Brown opened "Public Input".
Ms. Cheryl Rollins, 106 Covington Street, Oviedo, Florida: commented on the merits of the City's Therapy Pool
and the Senior Center and explained how these facilities had helped her immensely along with many other people;
and encouraged the City Commission to fully fund both facilities.
Mr. Trey Etheridge, 117 View Point Place, Winter Springs, Florida :: complimented the City on Central Winds
Park, and mentioned that Parks and Recreation services help area youth. Mr. Etheridge hoped that the City
Commission would continue to support the Parks and Recreation Department.

Mr. Chris Mullins, 828 Blairmont Lane, Lake Mary, Florida: representing "WSBL" Mr. Mullins spoke of the
merits of youth playing sports; agreed with Mr. Etheridge's comments; and also asked the City Commission to
maintain Parks and Recreation Department funding.
Mr. Hue Menzies, 6964 Aloma Avenue, Winter Park, Florida: representing "Central Florida Kraze Krush ", Mr.
Menzies noted that they play at Central Winds Park, and said that more fields are needed, and asked for the Ig.,
community to support such teams.
Ms. Shanda Batchelor, 200 Torcaso Court, Winter Springs, Florida.: as the founder and Program Manager for �G7
Winter Springs Performing Arts, Ms. Batchelor commented on how important community Events are, and asked
the City Commission to continue to support City Events. ••
Mr. John Drehoff, 105 Atrium Court, Winter Springs, Florida: as a Coach, Mr. Drehoff remarked about the
importance of youth, sports, and noted how vital Central Winds Park is to the community.
Mr. Arsenio Calle, 110 Arrowhead Court, Winter Springs, Florida: congratulated Manager Smith for this year's
balanced Budget and hoped the City Commission would recognize him for this effort; and commented on
property values, and taxes. Mr. Calle added that he thought the City was moving in the right direction and said
"Good Job" for the balanced Budget and not raising taxes.
Ms. Pamela Carroll, 865 Dyson Drive, Winter Springs, Florida.: spoke on the merits of Special Events and hoped
the City Commission would add money to this year's Budget for community Events.

Mr. Ron Ligthart, 1036 Winding Waters Circle, Winter Springs Florida: noted he agreed with Ms. Carroll's
comments; and remarked about education and bicycling, the City's Pension Plan, and suggested that the City
Commission consider funding other options than just sports.
Ms. Janet Megow, 100 -17 Moree Loop, Winter Springs, Florida: remarked about the benefits of the environment
and hoped the City would continue beautification efforts in Winter Springs.
Deputy Mayor Brown thanked those in attendance for being at this Town Hall Meeting and commented that
citizen input is very valuable to the City Commission.
Commissioner Sally McGinnis also thanked everyone for their comments; and spoke about supporting Senior
Citizens, beautification, taxes, services and staffing, and mentioned that she supports community Events.
Commissioner Joanne M. Krebs additionally thanked everyone for their comments; noted her interest in adult
playground equipment, and said that Parks are for more than just sports. Related to a previous comment about
keeping up with other cities, Commissioner Krebs stated, "I don't want to keep up with other cities,
Commissioners - I want to lead. And I really hope we as a Commission and we as a City can lead, and not just
keep up."
Commissioner Gary Bonner noted that he was in agreement with what his fellow Commissioners had said, and
suggested that citizens review proposed Capital expenditures as noted on page 20 of the Budget as he would
appreciate input from citizens on such expenditures.
Manager Smith said to the City Commission, "Monday night at your Regular Meeting, we'll be presenting an
Agenda Item for you to consider the tentative Millage Rates that I spoke about earlier and also, if it's okay with
you all, we'll be asking you to set some Workshop dates for your coming deliberations on this document."

Next, Manager Smith commented briefly on the Millage Rate.
Ms. Pamela Carroll, 865 Dyson Drive, Winter Springs, Florida.: further remarked about a previous survey which
asked citizens if they supported community Events, and that the results showed support; thus Ms. Carroll hoped
that Special Events be considered along with sports.
Mayor John F. Bush referenced Mr. Ligthart's comments, and then commented on Economic Development and 1::=
stated, "We can't put this all on the shoulders of Kevin (Smith) to say let's find the money out of the Budget
without raising taxes, if we are really going to do anything with Economic Development; and it is just something I
think we need to think about between now and Monday night."
