REQUEST: The Community Development Department, Urban Beautification Division, is
requesting authorization for a revision of the existing Neighborhood Street Sign
and Light Improvement Agreement with The Highlands Homeowner's
Association, Inc., to include two (2) additional decorative street lights.
SYNOPSIS: This agenda item is needed for the City Commission to approve the addition of two (2)
street lights to the existing Neighborhood Street Sign and Light Improvement
Agreement (NSSLIA) for The Highlands Homeowner's Association, Inc. (HHA),
which was approved on January 11, 2010 as part of Commission Item C -200. The
proposed revision will be at no cost to the City.
CONSIDERATIONS:
On January 11, 2010, the City Commission approved Agenda Item C -200, authorizing
the City to enter into a NSSLIA with HHA for the upgrading of sixty -two (62) street lights
located along Sheoah Boulevard within The Highlands Subdivision. The new decorative
street lights would replace inadequate median lights that have been in the development as part
of the original construction.
On June 23, 2010, HHA sent a letter to the City requesting that two (2) additional
lights be upgraded, which would bring the total number of decorative street lights under their
NSSLIA to sixty -four (64). The additional street lights are being requested by The Highlands
Board of Directors for enhanced safety and beautification of the Sheoah Boulevard and
Shepard Road intersection.
FISCAL IMPACT:
Funding for this project will be provided by The Highlands Homeowner's
Association, Inc. with no additional cost to the City as the two (2) upgraded street lights will
be direct replacements for existing street lights within the City's inventory.

COMMUNICATION EFFORTS:
The HHA Board of Directors has requested that a revision of the NSSLIA be
endorsed by city staff and presented to the Commission for approval. This Agenda Item has
been distributed to the Mayor and City Commission, City Manager, City Attorney, and
Department Directors; placed in press packets; placed in the lobby binder; and is available on
the City's Website, LaserFiche, and the City's Server
RECOMMENDATION:
The Community Development Department, Urban Beautification Division,
recommends a revision of the existing NSSLIA for HHA, which was approved by the City
Commission on January 11, 2010 (Agenda Item C -200), to include two (2) additional
upgraded street lights, making a new total of sixty -four (64) decorative street lights in the
program. It is also recommended that the City Commission authorize the City Manager and
the City Attorney to prepare and execute any and all applicable documents related to this
issue.

Dear Steven:
As discussed with you, the Highlands HOA has approved two additional street
lights to our current project that increases the project to a total of 64 lights.
Since Progress Energy replaced the concrete pole with the new lighting at the
entrance at 434 and Sheoah in error, neither the city nor the Highlands is liable
for any expense, i.e. new pole and construction costs.
The other additional light is to be located at the 4 way stop at Shepard and
Sheoah Circle.
Please keep in mind, even with these additions; we are still short two lights with
the original proposal. I don't want Progress Energy to forget.
