Dear Property Owner(s) of 408 West La Vista Drive,
The City of Winter Springs is contacting you regarding the residential property you recently
acquired at 408 West La Vista Drive. Before the property was sold to you, it was included in the
City's Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP)
Residential Flood Mitigation Project via Elevation.
The property has been included in the referenced home elevation project for several years because
it was identified as a flood -prone home that experienced interior flooding during Hurricane Ian
(September 2022). The proposed mitigation work involves elevating the home to reduce its
vulnerability to future flooding and improve its resilience during severe weather events.
The project has been approved for federal funding, with FEMA providing 75 percent of eligible
project costs, and the implementation phase is expected to begin soon. The remaining 25 percent
local match may be eligible for funding through FloridaCommerce's Community Development
Block Grant —Disaster Recovery Hazard Mitigation Grant Match Program (CDBG-DR HMGMP). If
approved, this match funding could allow the State to cover 100 percent of eligible costs associated
with elevating the home, subject to program eligibility, funding availability, and final approval.
Because ownership of the property has changed, the City must confirm whether you are interested
in continuing to participate in the elevation project. City staff and the City's grant consultant,
Pegasus Engineering, are available to discuss the proposed scope of work, funding structure,
property -owner responsibilities, and documentation required to participate.
