Specimen Tree Removal and Tree Mitigation: 1560 Winter Springs Blvd. East Water
Reclamation Facility Project Construction
SUMMARY
C onstruc$on of the new East Water Reclama$on Facility located at 1560 W inter S prings
B lvd. will require the removal of several trees, including specimen trees. T herefore, I n
accordance with S ec$on 5-8 of the C ity of W inter Springs C ode of O rdinances, the City is
reques$ng City C ommission approval for the removal of 20 specimen trees at 1560
Winter Springs Blvd.
O f the 623 trees inventoried onsite, 533 were iden$fied to be larger than 4-inch
diameter at breast height (D B H) and in good or fair condi$on. A total of 48 trees onsite
are to be preserved. Replacement of the specimen trees will be accomplished with four
(4), 10-inch L ive O ak trees on the East W R F site and the remaining sixteen (16), 10-inch
Live Oak trees at Sam Smith Park, which is the same parcel of land.
A ddi$onally, 235, 15-gallon Walters Viburnum will be planted along the East Water
Reclama$on Facility perimeter fence to provide visual screening and limited sound
a<enua$on. The remaining trees to be removed will be mi$gated by paying into the
Tree F und in accordance with Sec$on 5-9, Table 1 of the C ity of Winter S prings C ode of
Ordinances.

FUNDING SOURCE
A ll mi$ga$on costs and tree bank contribu$ons have been allocated within the
G uaranteed Maximum P rice agreement between the C ity of W inter Springs and
Wharton Smith which was previously approved as A genda I tem 501 on M arch 23rd,
2026 by the City Commission.

RECOMMENDATION
C ity staff is recommending the City Commission approve the removal of 20 specimen
trees to facilitate the construc$on of the new East Water Reclama$on Facility.
A ddi$onally, S taff recommends authorizing the City M anager and C ity A<orney to
prepare and execute any and all applicable documents consistent with the agenda item.

4. Location of Tree on Property (please show on a site plan attached to this application).
The applicant bears the burden of proving that extraordinary circumstances exist to warrant specimen tree
removal. Specimen tree removal is not permitted absent extraordinary circumstances.
The City of Winter Springs Code of Ordinances Section 5-8(b) sets forth a series of actions and conditions
which must be met prior to specimen tree removal. Supporting documentation must be attached to this
application showing how the conditions in Section 5(b) have been met. This application is not complete
without all supporting documentation.
5. Describe the efforts made to design proposed or existing improvements, including but not limited to
the structure, driveway and utilities, to accommodate the natural growth of the specimen/historic tree. Attach
multiple alternate development plans demonstrate that reasonable efforts to preserve the specimen/historic
tree have been made.

6. Describe the efforts made to design proposed or existing improvements, including but not limited
to, the structure, driveway, and utilities, to accommodate the existing specimen tree with modifications by root
pruning or tree pruning that would not cause significant harm to the tree, as determined by an arborist certified by
the International Society of Arboriculture, and preserve its well-being. Attach an opinion of a certified arborist
and/or multiple alternate development plans demonstrate that reasonable efforts to modify the specimen
tree have been made.

Pursuant to Section 5-8(b)(4) of the City Code, the alternate development plans attached shall depict site
constraints and design limitations due to the specimen/historic tree(s). The alternate development plans shall
also depict possible adjustments of building orientations and other proposed improvements; requests for
variances and waivers that could be made to accommodate the specimen tree(s); reduction of developable
area; and such other design alternatives for the site. The applicant bears the burden of proving it has

exhausted feasible development plans to preserve existing specimen tree(s) in order to justify the removal of
any existing specimen tree.
7. Describe the efforts made to relocate the specimen tree on-site to a location that can accommodate
the natural growth of the specimen/historic tree without significant harm to the tree. Attach documentation from
an arborist certified by the International Society of Arboriculture, which conforms to industry standards,
and which includes an opinion regarding whether the specimen tree may be relocated on-site to a location
that can accommodate the natural growth of the tree without significant harm to the tree.

8. Describe the replacement tree(s) proposed for the specimen/historic tree proposed to be removed. The city
may require up to twice the amount of canopy replacement trees or tree bank contribution required for replacement of each
DBH protected tree in the category of sixteen (16) inches up to twenty-four (24) inches, as provided in the City Code.

All documentary evidence which the applicant intends to present to the City Commission must be attached
to this application. The applicant has a continuing duty to update the list of witnesses, description of
evidence, and documentary evidence, throughout the application process. Additional witnesses or evidence
may not be admitted at the City Commission hearing on this application if such witnesses or evidence are
not submitted at least seven (7) days prior to the City Commission hearing.

Subject: Specimen Tree Removal – East Water Reclamation Facility
Dear City of Winter Springs Commission:
Construction for the replacement of the City’s East Water Reclamation Facility (WRF) requires removal of some
specimen trees on the City’s existing parcel at 1560 Winter Springs Boulevard, Winter Springs, Florida. A survey
of the trees on the parcel was conducted by Pale Blue Dot Consulting, LLC dated May 11, 2026. A total of
20 specimen trees were identified in the survey including the following:
Gordonia lasianthus/Loblolly Bay: 1 in fair condition.
Quercus laurifolia/Laurel Oak: 3 in poor condition, 8 in fair condition, and 1 in good condition.
Quercus nigra/Water Oak: 1 in fair condition.
Quercus virginiana/Live Oak: 3 in fair condition and 3 in good condition.
Removal of these specimen trees is required for management of stormwater and avoidance of wetland impacts
on the site required due to the construction of the new East WRF. Removal of a total of 17 specimen trees of fair
or good condition is proposed.
This letter serves as formal request for the City Commission’s approval of the proposed specimen tree removal as
required by Section 5-8 of the City of Winter Springs Code of Ordinances. Of the 623 trees inventoried onsite,
533 were identified to be larger than 4-inch diameter at breast height (DBH) and in good or fair condition. A total
of 48 trees onsite are to be preserved. Replacement of the specimen trees will be accomplished with four 10-inch
Live Oak trees on the East WRF site and the remaining required 10-inch Live Oak trees at Sam Smith Park, which

the East WRF. The remaining trees to be removed will be mitigated by paying into the tree fund per Section 5-9,
Table 1 of the City of Winter Springs Code of Ordinances.

Winter Springs East Wastewater Treatment Facility

Pale Blue Dot Consulting, LLC (Pale Blue Dot) was contracted to conduct arborist services for the
proposed City of Winter Springs’ new Wastewater Treatment Facility (WWTF) project on behalf
of Environmental Science Associates (ESA). Arborist services for this project included a tree
inventory survey, tree mitigation, and tree protection plan, which will support a tree removal
permit application for the City’s wastewater treatment plant. The WWTF property is located at
1560 Winter Springs Blvd., Winter Springs, FL 32708 and consists of Parcel ID 31-20-31-5BB-
0000-009A (on 50.66-acres) according to the Seminole County Property Appraiser. The specific
project area includes six polygons: a 2.92-acre WWTF, a 0.29-acre swale, and four
laydown/staging yards measuring 0.02, 0.04, 0.45, and 1.00 acres, respectively (Aerial Map, Photo
Document).
This report has been prepared to ensure compliance with the City’s tree protection and preservation
requirements as set forth in Chapter 5 – Tree Protection and Preservation, of the City’s Land
Development Code. All activities described herein were conducted in accordance with the
permitting procedures, tree protection standards, mitigation requirements, and enforcement
provisions established by the ordinance, including being conducted and approved by an ISA
Certified Arborist.
1.0 METHODOLOGY
A tree inventory within the project limits had been conducted prior to this contract. The inventory
identified all regulated, protected, and specimen trees as defined by the City’s ordinance, including
species, diameter at breast height (DBH), and location.
Per Winter Springs tree protection standards, Protected Trees are defined as any tree with a DBH
of 4 inches or greater. All trees shown on Tree Inventory and Tree Health Status maps meet or
exceed Protected Tree criteria. Specimen Trees are trees equal to or greater than 24 inches DBH
(Winter Springs Land Development Code, Chapter 5). Trees smaller than 4” DBH, as well as palms
and native shrub species, were not recorded or measured as part of the formal inventory.
Pale Blue Dot staff relocated each tree and updated species (scientific and common name), if
incorrect, and general health condition (“Good”, “Fair”, “Poor”, or “Dead”) adapted from Tree
Appraisal and the Value of Trees Forestry and Natural Resources (Purcell, 2019). Although this

health condition rating was developed for landscape trees, it remains applicable to natural systems,
despite many of the human-related impacts affecting tree health (improper pruning, improper
fertilization or irrigation, soil compaction, nursery/planting pot issues, etc.) are often absent from
natural systems. Additionally, due to time and budgeting constraints, health condition ratings of
“excellent” and “very poor” were removed, with trees with ratings of “excellent” being included
in the “good” category” and “very poor” being included in the “poor” or “dead/dying” category.
Invasive/exotic tree species (per Florida Invasive Species Council (FISC)) were given the health
condition “Inv” to indicate their invasive species status and were not included in tree mitigation or
protection.
2.0 RESULTS
2.1 Wastewater Treatment Facility and Swale
On 11 March 2026, a tree inventory survey was conducted to record tree species and health status
within the project boundary. The inventory was conducted under the supervision of Ryan
Countess, ISA Certified Arborist (Pale Blue Dot Consulting, LLC). All trees recorded are, at
minimum, of Protected Tree status (>4” DBH) and are included in Appendix A (Tree Inventory
Map, Tree Health Map).
2.1.1 Protected Trees
456 individual trees, including fifteen native tree species, were recorded within the project
area with Protected Tree status (or greater) during the inventory (Table 1; Tree Survey
Map). Six trees were found to be less than 4” DBH and thus too small to include in tree
mitigation; six trees were identified as camphor tree (Camphora officinarum), an invasive

2.2 Laydown Yard and Staging Area
On 4 May 2026, a tree inventory survey was conducted to record tree species and health status
within the planned laydown yard and staging areas. The inventory was conducted under the
supervision of Ryan Countess, ISA Certified Arborist (Pale Blue Dot Consulting, LLC). All trees
recorded are, at minimum, of Protected Tree status (>4” DBH) and are included in Appendix B
(Tree Inventory Map, Tree Health Map).
2.2.1 Protected Trees
167 individual trees, including fourteen native tree species, were recorded within the
project area with Protected Tree status (or greater) during the inventory (Table 3; Tree
Survey Map). Trees less than 4” DBH and invasive species were not recorded during this

3.0 TREE MITIGATION
Based on the two surveys, 596 protected trees (430 WWTF/Swale and 166 Laydown/Staging) are
within the project boundary and slated to be removed for the construction of the Winter Springs
East Wastewater Treatment Facility. The tree replacement standards for Winter Springs, according
to the City’s Land Development Code, are described in Table 5:

A detailed tree mitigation/replacement plan is not included with this report. A tree
mitigation/replacement plan may be devised to plant replacement trees within the footprint of the
new water treatment plant or existing City property (parks, rights of way, within other city
properties, etc.) to offset the total cost of tree bank contribution.
4.0 TREE PROTECTION PLAN
Tree Protection Zones (TPZs) shall be established for all trees identified for preservation. The tree
protection zone (TPZ) represents the minimum area around a tree that should remain undisturbed
to protect root structure, stability, and long-term health. In accordance with Winter Springs Land
Development Code Chapter 5, the tree protection zone shall extend from the trunk of the tree to
the dripline (canopy edge).
Encroachment into the TPZ shall be avoided. Where encroachment is determined to be
unavoidable, a detailed arboricultural assessment should be prepared to evaluate potential impacts
and to prescribe appropriate mitigation measures. Such measures may include root pruning,
installation of root barriers, aeration systems, or other techniques designed to reduce stress and
maintain tree stability and vigor.
Per Winter Springs Land Development Code Chapter 5, it is unlawful to remove, damage, or
otherwise impact any Protected or Specimen Tree without first obtaining the appropriate Tree
Removal Permit. Land clearing, grubbing, or development activities may not commence until all
required permits are issued and posted on-site.

Prior to the commencement of any site disturbance activities, physical protective barriers shall be
installed around all preserved trees at the limits of the TPZ. These barriers shall be constructed of
durable materials and installed in a manner sufficient to prevent unauthorized access, equipment
operation, or material storage within the protected area. Barrier placement shall be subject to field
verification and approval, where required.
Protective signage shall be affixed to the barriers at regular intervals and shall clearly indicate that
the enclosed area is a tree protection zone where entry, storage, and disturbance are prohibited
(Winter Springs LDC Chapter 5 – Tree Protection and Preservation, Appendix C – Tree Protection
Area Signage). All protective measures shall remain in place and be maintained in good condition
for the duration of construction activities.
Tree protection measures should include:
• Avoiding grading, trenching, or soil compaction within the TPZ.
• Marking protected and specimen trees by a highly visible band where feasible and
practicable from a safety perspective.
• Installing high-visibility fencing around the TPZ boundary prior to any tree removal or
land-clearing activities associated with site development.
• Prohibiting storage of equipment, fill, or materials within protected areas.
• Directing runoff away from CRZ areas to prevent erosion or flooding stress.
• Pruning, if necessary, to be performed by a qualified arborist in accordance with ANSI
A300 standards.
• Installing 2-3” of mulch around necessary tree CRZs if heavy equipment must be driven or
stored within CRZs.
These measures help preserve tree health and ensure compliance with local and state tree protection
requirements. Should these protections measures be followed, the proposed structures and site
improvements will not result in death or damage to the subject trees.
