TITLE
Michael Blake Blvd Reclaimed Water Main Extension – Construction Services
SUMMARY
The City of W inter S prings currently supplies neighborhoods and commercial
developments along M ichael Blake B oulevard with potable water to be used as
irriga"on. T he M ichael B lake B oulevard Reclaim Water M ain E xtension P roject will
provide reclaimed water to users along M ichael B lake Boulevard, which will allow the
City the ability to convert users from potable water to reclaimed water.
The project includes the installa"on of approximately 1,100 linear feet of reclaimed
water main along Tuskawilla Road to Fanning Drive, and approximately 3,000 linear feet
from Tuskawilla Road to S R 434 along M ichael Blake B lvd. K imley-Horn will provide
B idding and Award S ervices and C onstruc"on P hase S ervices and C er"fica"ons during
the an"cipated 6 months construc"on period from A ugust 2026 through F ebruary 2027.
The scope includes, but is not limited to, providing electronic documents for the R F P
solicita"ons and responses to bidder inquiries, shop drawing review, permi6ng
cer"fica"on coordina"on, site observa"ons during construc"on, and construc"on
schedule management. T he authoriza"on for K imley-H orn to provide these
construc"on-related services will assist the U "lity D epartment in successful
implementation and completion of this project.
FUNDING SOURCE
The funding source for the project scope of work will be provided from the Water &
S ewer Fund G /L 412-36-0000-560650, C onstruc"on in P rogress. K imley-H orn will
provide these services to the C ity under the terms of R F P #01-21 T P C ivil E ngineering
C on"nuing S ervices A greement that will be reinstated retroac"vely for the limited
purpose of approving, performing, and completing this Task Order.
RECOMMENDATION
Staff requests City Commission approval of Professional Construction Phase Services
provide by Kimley-Horn for the Michael Blake Boulevard Reclaimed Water Main
Extension Project in the amount of $146,496.00.

Kimley-Horn and Associates, Inc. (“Kimley-Horn” or “Consultant”) is pleased to submit this letter scope
(the “Scope”) to the City of Winter Springs, FL (“City”) for providing construction services for the Michael
Blake Boulevard Reclaimed Water Main Extension (MBB RWM) Construction Contract. This Scope is
for a work release under RFP #01-21 Civil Engineering Continuing Service Contract.
Project Understanding
The City of Winter Springs currently supplies neighborhoods and commercial developments along
Michael Blake Boulevard with potable water to be used as irrigation. The MBB RWM extension will
provide reclaimed water to users along Michael Blake Boulevard, which will allow the City the ability to
convert users from potable water to reclaimed water. The City intends to extend the reclaimed water
main approximately 1,100 linear feet along Tuskawilla Road to Fanning Drive, and approximately 3,000
linear feet from Tuskawilla Road to SR 434 along Michael Blake Blvd. It is understood that the new 8-
inch reclaimed water main will be installed via Horizontal Directional Drilling (HDD) and open trenching,
if applicable. In general, Kimley-Horn’s services under this project involve provision of the construction
services related to the improvements described herein. Specific descriptions of the various phases and
tasks are presented below.

presented below.
Scope of Services
Task 1 – Bidding and Award Services
Kimley-Horn will provide the following electronic documents for the RFP solicitations:
o Drawings and Specifications in PDF format
o Drawings in AutoCAD format
o Specifications in Word format
o Signed & Sealed drawings in PDF format
o Opinion of Probable Construction Cost in PDF format
Kimley-Horn will attend a pre-bid conference.
Kimley-Horn will provide written responses to any questions from bidders and prepare and issue
addenda as required to interpret, clarify or expand the Bidding Documents .
Kimley-Horn will provide revised plans related to any questions from bidders as a part of the addendum
for clarity for the Bidding Documents.
Kimley-Horn will assist the City in evaluating bids, bidders, and provide a letter of recommendation for
the award of the construction contract.

Task 2 – Construction Phase Services and Certifications
A. Administration and Project Management: Provide up to 10 hours per week (on average) during the
6 months of active construction, August 2026 through February 2027 for Project Manager and
Project Engineer coordination and management assistance this includes the following items.
a. Review submitted Construction schedule
b. Review Construction Plan with limits of construction, impacted landscaping, impacted
driveways and/or sidewalks, restoration plans, etc.
c. Coordinate with project team for progress meetings
B. Pre-Construction Conference with Contractor: Kimley-Horn will attend and lead a Pre-Construction
Conference with the Contractor prior to commencement of Work at the Site. Kimley-Horn will
prepare a Notice to Proceed for issuance by the City.
C. Pre-Construction Conference with Community: Kimley-Horn will attend and lead a Pre-Construction
Conference with the neighboring communities prior to commencement of Work at the Site. Kimley-
Horn will present the limits of work and proposed drill plan as well as field any questions from the
public.
D. Progress Meetings and Observation of Construction: Kimley-Horn will provide site visits and
progress meetings during construction activities approximately 4 hours, once per month of active
construction. Such visits and site observations by Kimley-Horn are not intended to be exhaustive
or to extend to every aspect of Contractor’s work in progress. Observations are to be limited to spot
checking, selective measurement, and similar methods of general observation of the Work based
on our exercise of professional judgment. Based on information obtained during such visits and
such observations, we will evaluate whether Contractor’s work is proceeding in accordance with
the Contract Documents, and provide specific notifications to the City based on progress of the
Work.
E. Site visits: Additional site visits for the following critical activities have been included for an average
of 4 hours per site visit.
a. Attend one initial pressure test for the project to establish pressure testing procedures and
reporting documentation assistance.
b. Additional observation for connection/switch to reclaimed supply for affected residents.
c. Additional observations for street crossings.
d. Additional site visit in response to one field change order.
F. Requests for Information (Clarifications and Interpretations): Kimley-Horn will respond to
reasonable and appropriate Contractor requests for information, and issue necessary clarifications
and interpretations of the Contract Documents to the City as appropriate to the orderly completion
of Contractor’s work. Any orders authorizing variations from the Contract Documents will be made
by the City.
G. Change Orders: Kimley-Horn will review and make recommendations related to Change Order
requests submitted or proposed by the Contractor.
H. Shop Drawings Substitutes and “or-equals”: Kimley-Horn will review and approve or take other
appropriate action in respect to Shop Drawings, Substitutes and “or-equals”, and other data which
the Contractor is required to submit. Our reviews will be focused on the submittal’s conformance
with the information given in the Contract Documents. Such review, approvals, or other action will
not extend to means, methods, techniques, equipment choice and usage, sequences, schedules,
procedures of construction, or to related safety precautions and programs.

I. Substantial Completion: Kimley-Horn will, promptly after notice from Contractor that it considers
the entire Work ready for its intended use, in company with City and Contractor, conduct a site visit
to determine if the Work is substantially complete. Work will be considered substantially complete
following satisfactory completion of all items with the exception of those identified on a final punch
list developed during the substantial completion site visit and project observation.
J. Permitting Certification Coordination: Kimley-Horn will prepare the permits and close-out
documents for the affected regulatory agencies, complete one inspection with each agency
representative per permit certification, and provide written confirmation to the City for their records.
The expected permit certifications are:
a. Review MOT Plan provided by Contractor
K. Final Completion Walkthrough: Kimley-Horn will conduct a final site visit to determine if the
completed work is performed in accordance with the Contract Documents and the final punch list
has been completed.
L. Project Documentation and Record Drawings: Kimley-Horn will prepare, track and monitor logs for
shop drawings, RFIs, change order requests, project deviations, spare parts list, and project
images. The logs will be updated weekly and distributed to the City and Contractor for
documentation of the construction activities, approvals, and requests by the Contractor.
Kimley-Horn will review construction records (red-lined drawings) monthly, Operations and
Maintenance manuals, and “as-built” drawings provided by the Contractor at the completion of the
project. Kimley-Horn will prepare final record drawings for the City’s use as the pipeline is cleared
for certification and transition to service. At the completion of the project, Kimley-Horn will produce
a final set of signed and sealed record drawings for the City.
M. Construction Closeout Coordination: Kimley-Horn will assist with the construction closeout
documents for contract closeout. Assistance with contract document closeout includes: final pay
request, final releases of liens, certificates of insurance, specified equipment warranties and bonds,
warranty bond, Contractors affidavit of payment of debts and claims, Contractor’s affidavit of
release of liens, consent of surety to final payment, video recordings, and as-built drawings.
N. Kimley-Horn will coordinate with State Appropriations for issues regarding funding contributions,
quarterly status reporting, and attend two (2), 4 hours, FDEP site visits to observe the project.
O. Kimley-Horn will assist in public communication regarding affected residents and businesses
transition from potable to reclaimed irrigation by providing door hangers for residents in Winter
Springs Villages.
Additional Services:
Any other services beyond those specifically stated in Tasks 1 and 2 above, including but not limited to
the following can be included in a separate scope of services or via an amendment to this scope of
services:
• Additional Resident Project Representative, site inspections, and onsite observation of the
construction project
• Geotechnical construction verification services
• Additional permit applications or certifications identified during the project construction and
not listed above
• Construction survey/layout and as-builts services
• Detailed civil drawings or specifications relating to paving, grading, or drainage

enhancements as it is assumed that existing civil/site work components disturbed by
construction will be replaced in kind
• Additional pipe design and construction services outside of the boundary listed within the
scope
• Additional Public Outreach
Method of Compensation
Kimley-Horn will perform these services for the total lump sum fee of $146,496.00 inclusive of office
overhead expenses. A breakdown of the fee by task is as follows:

Lump sum fees will be invoiced monthly based upon the overall percentage of services performed.
Payment will be due within 25 days of your receipt of the invoice and should include the invoice number
and Kimley-Horn project number.
Kimley-Horn, in an effort to expedite invoices and reduce paper waste, submits invoices via email in an
Adobe PDF format. We can also provide a paper copy via regular mail if requested. We request the
City to include the invoice number and Kimley-Horn project number with all payments. Please provide
