SUMMARY
The overall project scope of work for this proposal includes professional services to
supplement the previous work efforts and authorizations summarized below:

O n S eptember 5, 2024, Pegasus E ngineering submi4ed an applica3on to the St. Johns
R iver Water M anagement D istrict (S J R W M D ) for an “I ndividual and C onceptual
A pproval E nvironmental Resource Permit, a S tate 404 P rogram Permit, and
Authorization to Use State-Owned Submerged Lands”.
D istrict staff issued a Request for A ddi3onal Informa3on (R A I ) for A pplica3on N o.
22437-9 on October 3, 2024.
B etween D ecember 27, 2024 and June 19, 2025, the applicant submi4ed five
requests for 90-day time extensions.
A request to officially withdraw the applica3on was submi4ed on S eptember 15, 2025
and approved by D istrict staff on O ctober 6, 2025. T he proposed drainage
improvements between Tuskawilla Road and Wetland Park were revised following
mul3ple coordina3on mee3ngs with S eminole C ounty representa3ves. As part of this
effort, the horizontal alignment was shiGed westward to reduce jurisdic3onal impacts
within Wetland Park. A ddi3onally, design modifica3ons were also dictated by a
S eminole County ordinance prohibi3ng u3li3es from running parallel to mul3-use trails,
limiting the alignment to orthogonal crossings only.

FUNDING SOURCE
This is currently budgeted in Third Generation Sales Tax under City Wide Stormwater
Improvements (Wetlands Park). Pegasus Engineers will provide these engineering
services to the City under the terms of the Agreement for Continuing Civil Engineering
Services – Road and Transportation Facilities, Stormwater Engineering and Flood Control
that will be reinstated retroactively for the limited purpose of approving, performing,
and completing this Task Order.

On September 5, 2024, Pegasus Engineering submitted an application to the St. Johns River
Water Management District (SJRWMD) for an “Individual and Conceptual Approval
Environmental Resource Permit, a State 404 Program Permit, and Authorization to Use State-
Owned Submerged Lands”.
District staff issued a Request for Additional Information (RAI) for Application No.
22437-9 on October 3, 2024.
Between December 27, 2024 and June 19, 2025, the applicant submitted five requests
for 90-day time extensions.
A request to officially withdraw the application was submitted on September 15, 2025
and approved by District staff on October 6, 2025.
The proposed drainage improvements between Tuskawilla Road and Wetland Park were
revised following multiple coordination meetings with Seminole County representatives. As
part of this effort, the horizontal alignment was shifted westward to reduce jurisdictional
impacts within Wetland Park. Additionally, design modifications were also dictated by a
Seminole County ordinance prohibiting utilities from running parallel to multi-use trails, limiting
the alignment to orthogonal crossings only.

Pegasus Engineering, LLC (Consultant), shall provide the engineering services as itemized on the
Manhour and Fee Estimate provided as Exhibit “B”. It should be noted that this change order
includes only new task assignments, expanded task assignments and sub-consultant services
that are intended to supplement the previous authorization.
Referring to the information provided within Exhibit “C”, the scope of work for this change
order will require additional sub-consultant services as discussed below.

1. Although a previous change order included structural engineering and design services
for the proposed sheet pile wall, the current change order expands the scope to include
post-design services.
The conditions and assumptions contained within the scope of work for the original proposal
and the previous change orders are also applicable to the current change order proposal but will
not be reiterated herein. The following conditions and assumptions are noted as additional
qualifications to this change order proposal.
1. This proposal does not include the following professional services. In the event that any of
these services are required in the future, it is assumed that an amendment will be
processed to encompass those additional services.
Permit application fees.
Costs for purchasing wetland mitigation credits.
2. Contingency allowances if included in the fee estimate may or may not provide sufficient
monies to complete the intended work in totality. If the assumed budget is insufficient, it is
assumed that an amendment will be processed to encompass those additional services.
Alternatively, and in lieu of a contract amendment, work will only continue until such time
that the budgeted contingency is exhausted.

Project Name: Wetland Park Outfall Improvements

The terms and conditions of the Agreement for Professional Services, dated April 8, 2025, (hereinafter referred to as
) between Pegasus Engineering, LLC, (h ) and GAI Consultants, Inc.
(GAI ) will govern the performance of the services described in this Change Order Number 001
(hereinafter referred to as CHANGE ORDER ).
Project Description: The Project Owner is proposing drainage improvements along the east side of the Cross Seminole Trail
to re-direct the existing discharge south towards the center of Wetland Park. Drainage improvements are also proposed along
the west side of Michael Blake Boulevard to convey stormwater runoff from the north end of Wetland Park to the existing
south outfall. GAI is providing wetland, listed species, and permitting support to the CLIENT.
Due to changes to the project design, withdrawal of the original permit application, and subsequent re-submittal of permit
applications, additional field work and agency coordination by GAI will be necessary to address regulatory agencies concerns
regarding the project.
GAI Scope of Services: GAI will perform the following services under this CHANGE ORDER.
GAI will conduct an additional field visit to refresh sections of the BDA wetland delineation not previously
reviewed by GAI and regulatory agency staff.
GAI will attempt to set three (3) Seasonal High-Water Elevations within the wetland. The location and elevation of
these points will need to be field-located by the Project Surveyor.
GAI will conduct and additional regulatory site visit with representatives of the St. Johns River Water Management
District (District). Should District staff require the location of flags to be field-adjusted, these new flag points will
need to be field-located by the Project Surveyor.
GAI will respond to District Request for Additional Information and assist the CLIENT with responding to District
RAI questions.
As noted above, changes to the wetland limits and the location and elevation of the SHWE points will need to be
field-located by the Project Surveyor.
Schedule: Pursuant to the provisions of the AGREEMENT between GAI and CLIENT, GAI shall commence work upon
receipt of a copy of this CHANGE ORDER executed by CLIENT. GAI shall endeavor to complete its services under this
CHANGE ORDER within 180 days, subject to excused delays
Compensation: Compensation for services rendered by GAI under this CHANGE ORDER shall be in accordance with the
rates agreed to and incorporated into the AGREEMENT between GAI and CLIENT.

Proposal for Structural Design Services
FBT Project Number 23-58.01
Dear Greg:
Florida Bridge and Transportation, Inc. (FBT) is pleased to submit this proposal to PEGASUS
for engineering services for the above referenced project. The scope of design services for this
work order includes the following:
1) Design and Plan Production: FBT will provide the structural design and plan sheets for
the proposed sheet pile walls per the concept shown in the plan provided by Pegasus. It is
assumed the sheet pile walls will be cantilever walls (not braced or anchored). FBT will
provide design and details for the sheet pile and the concrete coping with railing. The
railing will be a standard railing from FDOT Standard Indexes and no custom
modifications are included. It is assumed the exposed portions of the sheet pile will be
coated with standard coal tar epoxy (black), and special coating systems and colors will
not be required. Wall control drawings will not be provided (wall geometry will be
shown in Pegasus’ plans). The plans and calculations will include one custom design with
details for the “short sheets” which will be required to span across an obstruction such as
a utility or other buried element.
2) Meetings, Specifications and Cost Estimates: FBT will attend one status meeting (if
required) with the City staff and Pegasus. The project specifications will consist of the
FDOT Standard Specifications for Road and Bridge Construction, and supplemental
specifications are not anticipated or included. FBT will provide one estimate of probable
construction cost for the structural items. FBT will assist Pegasus develop a bid schedule
for the structural items.
3) The project deliverables will consist of 100% and signed and sealed “final” plans and
structural calculations. We understand the final deliverables may include 24x36 sheets.
The reprographic cost for FBT’s portion of the project is included in the fee below.
We propose a total lump sum fee of $15,000.00 for all FBT's basic structural engineering
services indicated above. The work will be invoiced monthly on a percent complete basis. If the
work is stopped by PEGASUS or others for any reason before completion, FBT will be
reimbursed for the hours expended up to that point at an average hourly rate of $165 per hour.

The scope and fee indicated above does not include the following services:
• Braced or anchored wall design and details
• Reinforcing steel bar list for the concrete coping
• Design and detailing of custom railing (other than standard FDOT railing)
• Development of site plans, permitting, utility coordination, etc.
• Design or analysis of a coating system or corrosion protection
• Post design services
• Development of As-Built or Construction Record Drawings
• Construction inspection or observation of on-going or completed construction
The items indicated above, or any other services not included in the basic scope of design
services described above, may be provided for an additional fee. A supplemental agreement
must be negotiated prior to the additional work being performed by FBT. Additional services
required for this project may be provided based on an addendum to this agreement. Fees for
additional services will be addressed on a case by case basis.
In order for FBT to perform these services, we will need the following information from others:
• Site layout showing overall geometry with top of wall and existing/proposed grades on
low side of wall
• Survey at the walls including elevations, contours and topo
• Geotechnical field work and design recommendations
This proposal will become invalid if not executed within 90 days. We are prepared to commence
the structural design services upon receipt of written notice to proceed.

Dear Mr. Saunier:
The St. Johns River Water Management District (District) has received your Individual
Environmental Resource Permit application. Upon review of the proposed project, the following
technical information is needed to sufficiently review the application. This information is being
requested under the authority granted to the District by sections 373.413(2) and 373.4131,
Florida Statutes (F.S.), and rules 62-330.054, 62-330.060, 62-330.301 and 62-330.302, Florida
Administrative Code (F.A.C.).
In order to expedite the review of your application, please use the application number
referenced above and respond electronically through e-Permitting at sjrwmd.com/permitting or
submit all requested information to the District.
1. The application fee for a project less than 10 acres with less than 1 acre of work in, on,
or over wetlands or other surface waters is $1190. Please submit the required
application fee online or by check made payable to the St. Johns River Water
Management District. [62-330.071, F.A.C.; 40C-1.603, F.A.C.]
2. It appears a portion of the project is occurring within property owned by the Trustees of
the Internal Improvement Trust Fund (TIITF) of the State of Florida. Please submit
documentation as described under 4.2.3(d), Applicant’s Handbook, Volume I, such as a
recorded deed or easement or a redacted contract that demonstrates the applicant’s real
property interest over all land upon which the proposed activities will be conducted. [62-

3. Thank you for providing on your plans the jurisdictional wetland and other surface water
boundaries and all proposed wetland and other surface water impact areas. In addition,
please include on the plans the total acreage of all unimpacted onsite wetlands that

4. Please provide detailed drawings on the construction plans showing typical cross-
section plans of all areas to be developed adjacent to wetlands (lots, roads, and
stormwater ponds, etc.). Please include in the cross sections the wetland limits, upland
buffers, limits of construction (including the back slope of any proposed fill), property
boundary, dimensions, slopes, existing and proposed elevations, locations of any
proposed fencing and signage, and the location of erosion control measures.
Additionally, please provide cross sections of:
a. CS-06 out to the wetland
b. From the road through MB-06 and out to wetland.

5. Please provide further details regarding the current condition of the temporary impact
areas (CST-01) and how the area will be restored and monitored post-restoration to
ensure the system is not degraded by the proposed impacts (before and after
topographic surveys, vegetative monitoring, replanting of forested systems, etc). Please
note, mitigation may be required for the temporal loss of function to forested systems if
they are proposed for temporary impact. If temporary forested impacts are proposed,
please include the location and acreage on the drawings and revise the UMAM and
mitigation plan to account for these impacts. [62-330.301, 62-330.302, F.A.C. and 10.0
A.H.
6. An applicant must provide reasonable assurances that a regulated activity will not cause
adverse secondary impacts to the water resource. Secondary impacts to wetlands and
surface waters from adjacent development will not be considered adverse if upland
buffers are maintained with a minimum width of 15 feet and an average width of 25 feet.
To qualify under 10.2.7 A.H., the upland buffers must be undisturbed except for drainage
structures and provide a conservation easement or other means of ensuring the buffers
will remain undisturbed during construction and use of the facilities. Mitigation will be
required for all secondary impacts that cannot be avoided.
a. Currently, the work being performed on the northern section of Michael Blake
Blvd appears to be less than 15 feet from the flagged wetland line (at flag W1-38
for example). Once the site visit is complete and a final wetland line has been
approved, please demonstrate the project meets the above criteria or apply
secondary impacts as appropriate.

7. Please demonstrate that the project, as proposed, will not adversely affect the wetlands
to be preserved. Provide the elevation of the wet season water levels within the wetlands
to be preserved and discuss the methodology used to determine those elevations. An
adverse hydrologic impact to the wetlands will be considered a direct impact and must
meet the criteria for elimination and reduction of impacts and mitigation. [62-

8. During the June 11, 2025 site visit, only a portion of the flagged wetland line was

visit to review the remaining flagged wetland boundaries and evaluate the seasonal high
water elevations in the on-site wetlands or other surface waters. Please note that if staff
determines that additional wetlands or other surface waters will be impacted, additional
environmental information may be needed, and the project must meet the review criteria
as described in Section 10.0 of the Applicant’s Handbook (Environmental Criteria). [62-
330.301, F.A.C., 62-330.302, F.A.C.; 10.0 A.H. Vol I]
9. If the wetland or surface boundaries are changed during the site inspection or if new
wetlands are identified, please update the environmental report and the signed and
sealed construction plans to reflect the revised wetland line, the location and acreage of
all wetlands and other surface waters, as well as the location and acreage of all wetland
and other surface water impacts, both direct and secondary. [62-330.060(2), 62-
330.301(1)(d)(f), F.A.C.; Section 10.0 – 10.3, A.H. Vol. I]
10. Mitigation will be required for all direct and secondary wetland impacts. The applicant is
proposing mitigation via the purchase of credits at a mitigation bank. After the wetland
impacts and UMAM scores have been approved, please provide a complete mitigation
plan including the proposed bank, the type of credits proposed, and the number of
credits proposed. Once the mitigation plan is approved, please a provide a letter from
the mitigation banker verifying the number of credits that have been reserved, sold or
transferred to the permit applicant and requesting that the credits be withdrawn from the
bank upon the issuance of the applicant’s District permit. Please do not purchase or
reserve credits before the District approves a mitigation plan. [10.3.1 A.H., Vol. 1 and 62-
330.301 and 62-330.302, F.A.C.] The letter should include:

11. According to Audubon Florida Eagle Watch Nest Map a bald eagle nest (SE096) is
located on site just south of the proposed discharge structures on the Cross Seminole
Trail. Please conduct a survey in accordance with the USFWS Bald Eagle Monitoring
Guidelines to determine the current status of the nest and submit this survey to the
district. Please note that your project may not result in the unauthorized taking of a listed
species and if the nest is occupied/active in the current season, you may be required
modify your activities or the timing of certain activities within 330 ft and 660 feet of the
nest, in accordance with USFWS National Bald Eagle Management Guidelines. Please
demonstrate the project meets the guidelines or provide comments from the appropriate
agencies that there will be no adverse impacts to bald eagles. [10.2.2 and 10.2.7, A.H.
Vol I]
12. Please be advised that a copy of your permit application has been forwarded to the
Florida Fish and Wildlife Conservation Commission (FWC) for review regarding your
project’s potential effects on fish and wildlife, listed species and their habitat. Additional
information or modifications to the plans may be requested following receipt of their
comments. Please note that an applicant must provide reasonable assurances that a
regulated activity will not impact wetland and other surface water functions and cause
adverse impacts to the habitat of fish, wildlife, and listed species or to the abundance

and diversity of fish, wildlife and species having special protection that use upland

13. Calculations Tables 4 and 5 (pgs. 155 & 156/372) do not appear to include peak stage
or discharge data for the “OUTFALL” node. Please provide data for the system outfall in
the tables. [62-330.060, 62-330.301(1)(a)(b)(c), F.A.C.; Part 3 A.H. Vol II]
14. Calculations Table 4 (Pg. 155/372) appears to indicate that the system stages above
critical elevations at several locations in the proposed conditions. Please clarify and
demonstrate that the proposed project will not result in adverse water quantity or quality
impacts. [62-330.060, 62-330.301(1)(a)(b)(c)I, F.A.C.; Part 3 A.H. Vol II]
15. Calculations Table 7 appears to demonstrate that peak discharge from the outfall in the
proposed condition exceeds previously permitted discharge rates for the mean annual
storm event. Please clarify and demonstrate that the proposed project will not result in
adverse water quantity or quality impacts. [62-330.060, 62-330.301(1)(a)(b)(c)I, F.A.C.;
Part 3 A.H. Vol II]
16. Please demonstrate that the project meets the applicable nutrient performance criteria in
Sections 8 and 9, A.H. Vol. I. [62-330.060, 62-330.301I, F.A.C.; Sections 8, 9, A.H. Vol.

Please note, per District rules, you have 90 days to respond to this RAI letter. An automated
courtesy reminder email will be sent to you on day 80 if you have not yet submitted a formal
response to this RAI letter.
Please be aware, suggestions or other direction provided by District staff are offered to assist
applicants in complying with District rules. However, applicants bear the burden of
demonstrating that their application meets the applicable rule requirements. Although District
staff may provide suggestions to applicants that would allow staff to recommend approval of an
application to the District’s Executive Director or 4elegate, the final decision regarding the
approval of a permit application is up to the District’s Executive Director or 4elegate. If an
application is recommended for substantive denial, the application will be scheduled for
consideration by the District’s Governing Board. Applicants are hereby advised the Governing
Board and the Executive Director or 4elegate are not bound by previous statements or
recommendations of District staff regarding an application.
If the applicant desires to dispute the necessity for any information requested on an application
form or in a letter requesting additional information, he or she may, pursuant to section
373.4141, F.S, and section 5.5.3.6, Environmental Resource Permit Applicant’s Handbook
Volume I (ERP A.H. Volume I) request that District staff process the application without the
requested information. If the applicant is then unsatisfied with the District’s decision regarding
issuance or denial of the application, the applicant may request a section 120.569, F.S. hearing
pursuant to chapter 28-106 and rule 40C-1.1007, F.A.C.
Please be advised that under section 5.5.3.5, ERP A.H. Volume I, the applicant has 90 days
from the date the District makes a timely request for additional information to submit that
information to the District. If an applicant requires more than 90 days to respond, it must notify
the District in writing of the circumstances, at which time the application shall remain in active
status for one additional period of up to 90 days. The District will grant additional extensions for

good cause shown by the applicant. A showing that the applicant is making a diligent effort to
obtain the requested additional information, and that the additional time period is both
reasonable and necessary to supply the information will be considered good cause. In such
case, the District will grant a specified amount of additional time.
If the applicant chooses not to, or is unable to, respond to the request for additional information
within the above time frames, the application will be administratively denied. An administrative
denial is not a determination of the merit of an application and does not preclude the applicant
from reapplying at a later time. However, the applicant will not receive a refund of processing
fees submitted, and the District will not apply those processing fees to a subsequently submitted
permit application or notice. If an applicant cannot provide the information within the applicable
time frames, the applicant may wish to withdraw the application in accordance with section
5.5.3.7, ERP A.H. Volume I. Please note, pursuant to Rule 62-330.020(2), F.A.C., no
construction may begin on the proposed project until a permit is issued by the District.
