CITY COMMISSION AGENDA | JUNE 8, 2026 REGULAR MEETING
TITLE
City of Winter Springs Pavement Management Program
SUMMARY
A 10-Year Street Capital Improvement Program was developed as part of the Citywide
Pavement Management Program (PMP) to provide a data-driven plan for maintaining
and improving the City’s roadway network. The program was prepared using pavement
condition data collected throughout the City, including calculation of pavement
condition index values, condition forecasting, and consideration of roadway inventory
information such as road classification, past construction history, traffic, and other
relevant factors. This information was used to identify and prioritize pavement projects
over a 10-year planning period.
The proposed program includes a combination of preventive maintenance and
resurfacing treatments intended to address pavement needs at the appropriate time
and extend the service life of the City’s roadway assets. Based on the completed
projections, this balanced pavement management approach is expected to improve
overall pavement condition over the next 10 years.
FUNDING SOURCE
Funding will be built into the annual budget process to prioritize paving needs.
RECOMMENDATION
