I contacted a local tree trimming company to arrange for trimming and possible removal of oaks trees on my property. The trees in question have grown over and onto my roof. Upon viewing my priority, the tree company representative advised that I would need to contact the City of Winter Springs to secure permission to proceed with the desired trimming and or tree removal. On May 20, 2026, I called the City and spoke with Kelly at the City who provided me with an email and phone number for Kevin (the City arborist). I then emailed and left a voicemail for Kevin (including photos of my trees and a description of my situation). After not receiving a response, I called the City again on May 26, 2026. This time I spoke with the someone in “general customer service” who, in turn, reached out to Kevin (City arborist). Once Kevin responded to the email he stated the email address I was provided was for an account for which he does not have access to (despite his confirmation that said address is for the City’s general arborist email address). Kevins response: “With the tree being on private property you would need a letter describing the work to be performed and the impact on the tree from an independent ISA- certified arborist. Once you receive such a letter, you can forward it to rmaddox@winterspringsfl.org and I will be happy to address the response at that point. Thank you.” So now I needed to contact another company and pay to have its ISA-certified arborist come out and look at my trees. (Shouldn’t this be part of the City arborist’s responsibilities given the City does not want residents to cut down oak trees?) After having an ISA-certified arborist company come out, and receive and approve their quote (June 4, 2026), I was then told the work couldn’t happen until at least July 7, 2026 because of the City’s permitting process. (It seems absolutely ridiculous that it takes the City more than one month to issue the required permit.) In conclusion, if the City has a policy of not wanting trees removed absent City approval, either the City’s arborist needs to be the “first responder”. Or a City-approved tree trimming/removal firm should be authorized to provide the approval needed to affect the desired work. Resident compliance with City regulations demands clarity, consistency, and timely responsiveness. Otherwise, this degenerates into an “act first and ask forgiveness’ later” environment. This time I spoke with the someone in “general customer service” who, in turn, reached out to Kevin (City arborist). Once Kevin responded to the email he stated the email address I was provided was for an account for which he does not have access to (despite his confirmation that said address is for the City’s general arborist email address). Kevins response: “With the tree being on private property you would need a letter describing the work to be performed and the impact on the tree from an independent ISA- certified arborist. Once you receive such a letter, you can forward it to rmaddox@winterspringsfl.org and I will be happy to address the response at that point. Thank you.” So now I needed to contact another company and pay to have its ISA-certified arborist come out and look at my trees. (Shouldn’t this be part of the City arborist’s responsibilities given the City does not want residents to cut down oak trees?) After having an ISA-certified arborist company come out, and receive and approve their quote (June 4, 2026), I was then told the work couldn’t happen until at least July 7, 2026 because of the City’s permitting process. (It seems absolutely ridiculous that it takes the City more than one month to issue the required permit.) In conclusion, if the City has a policy of not wanting trees removed absent City approval, either the City’s arborist needs to be the “first responder”. Or a City- approved tree trimming/removal firm should be authorized to provide the approval needed to affect the desired work. Upon viewing my priority, the tree company representative advised that I would need to contact the City of Winter Springs to secure permission to proceed with the desired trimming and or tree removal. On May 20, 2026, I called the City and spoke with Kelly at the City who provided me with an email and phone number for Kevin (the City arborist). I then emailed and left a voicemail for Kevin (including photos of my trees and a description of my situation). After not receiving a response, I called the City again on May 26, 2026. This time I spoke with the someone in “general customer service” who, in turn, reached out to Kevin (City arborist). Once Kevin responded to the email he stated the email address I was provided was for an account for which he does not have access to (despite his confirmation that said address is for the City’s general arborist email address). Kevins response: “With the tree being on private property you would need a letter describing the work to be performed and the impact on the tree from an independent ISA- certified arborist. Once you receive such a letter, you can forward it to rmaddox@winterspringsfl.org and I will be happy to address the response at that point. Thank you.” So now I needed to contact another company and pay to have its ISA-certified arborist come out and look at my trees. (Shouldn’t this be part of the City arborist’s responsibilities given the City does not want residents to cut down oak trees?) After having an ISA-certified arborist company come out, and receive and approve their quote (June 4, 2026), I was then told the work couldn’t happen until at least July 7, 2026 because of the City’s permitting process. (It seems absolutely ridiculous that it takes the City more than one month to issue the required permit.) In conclusion, if the City has a policy of not wanting trees removed absent City approval, either the City’s arborist needs to be the “first responder”. Or a City-approved tree trimming/removal firm should be authorized to provide the approval needed to affect the desired work. Resident compliance with City regulations demands clarity, consistency, and timely responsiveness. Otherwise, this degenerates into an “act first and ask forgiveness’ later” environment. Many dogs were forced to walk, run, and play in standing water and mud, which is not ideal for either the dogs or their owners. Given that these drainage issues appear to have worsened following the renovation, could the City please evaluate whether there are grading or drainage problems that need to be addressed? How many trees have been replanted to offset those that have been removed? None specifically as offsets currently. Before we get into determining replanting the City prioritization is focused on hazard mitigation. What species of trees are being planted, and where are they being planted? Still being assessed and determined.I believe it is important for both the Commission and the public to understand the decision-making process behind tree removals, the professional assessments that support those decisions,the associated costs, and the City's long-term plan for maintaining and restoring the community's tree canopy. Perhaps it was an oversight. I would like to know where you stand with the issue(s)and if you are willing to speak up and out for seniors. Many depend on the pool for physical reasons…but with missed classes, often no instructors, and mechanical issues it is anything but ideal. The pool has no sweeper and the water is cloudy. Even when Dell managed the pool she would say they didn’t have the money until the next budget was approved. We are tired of excuses…we want to see action. Commissioner Mark Caruso has stepped up and it involved but he needs support. I would hope the Board as a whole would support us. Thank you. I look forward to your response. Board of Commissioners, I have lived in Winter Springs for 10 years and held a membership for the therapy pool. Over these years, many $’s have been spent to put ‘band-aides’ on the mechanical equipment for the pool. Just this new year, the pool has been closed on at least five days, due to mechanical issues. We are short instructors for classes. I am told the city has a requirement for trained instructors. We did not know this until this year. Consequently, in the past when an instructor was not there, someone (not trained) in the class would substitute. That went away with the new manager of the pool. The water is not as warm as it should be for therapy. The doors are open to the outside with a very large fan blowing, hampering the abilityto hear instructor’s directions. Anything but ideal or what we expect. When I mention issues and perhaps suggestions to staff, I am told “we don’t have enough money budgeted…” If the pool continues to be a monthly issue, you soon won’t have members, who are there for therapy, renewing memberships. If it can’t be operated as it should be then close the pool or allow it to close on its own. We have no instructors for our class for all of this week. Our Monday instructor is out for 6 weeks, due to cancer surgery…the other one did not give any excuse, just made us aware there would be no aerobics yesterday and Friday. My suggestion would be to raise the therapy pool fees of Winter Spring residents. Where else can you pay $40 and swim 5 days a week, per year? And it has been that way for the ten years I have lived here. If instructors were paid, it would be an incentive for them to be there and teach. The local fees are way out of place with what non resident memberships. I pay my membership for instruction. Not open swim! I see a lot of updates within our city parks. But nothing for seniors. At least we have running water and a roof over our heads. I ask each of you, as elected officials for the City of Winter Springs, to visit the pool and look into the funding that has been spent in years past for the antiquated or unreliable equipment we have today. And, we continue to have closures and issues where humidity is so high that water drips from the ceiling and the doors have to be opened with large fans running. As a resident, I do not invite people to become members, it is an embarrassment. Please probe the situation, find a solution and put a plan in place for the near future or close the pool. On June 1, 2026 at approximately 1:15 pm near Deer Song WSPD officers stopped my daughter and physically searched her personal backpack, clarinet & case then preformed a physical pat down of her body. The justification provided to a frightened child was that they were "looking for an adult woman having a mental breakdown." No adult woman could physically fit inside a school backpack or an instrument case. This search was performed entirely without my knowledge, parental consent, or subsequent notification & it's been over 24 hours, though they asked my daughter for my name. I have already filed a formal complaint with the Chief of Police and the Lieutenant, and I have submitted an official Chapter 119 public records request for the relevant CAD logs and Body- Worn Camera (BWC) footage. I am notifying you directly because this incident represents a gross overreach of authority, a clear Fourth Amendment violation, and a failure to protect local youth. I expect this matter to be thoroughly investigated and handled with the utmost seriousness. I request a response acknowledging receipt of this notice and will keep your office updated on the findings of the internal affairs investigation. Staff has been actively pursuing repairs to the current system, and a purchase order for $9,500 has now been issued. While the dehumidification system is a critical component of the therapy pool, the repair did not qualify under the emergency purchase criteria outlined in our procurement policy. It has become obvious that many people involved in making decisions do not take into consideration that this isn’t a pool for fun and relaxation. Members of the pool come faithfully for their health and therapy. Perhaps your procurement ‘emergency circumstances’ should be reevaluated when it applies to the well being of seniors. One of these days you will understand. It comes with age. As we continue developing the FY27 budget, I am recommending a full replacement of the dehumidification system at an estimated cost of approximately $140,000. Inclusion of this request in the draft FY27 budget, which will be transmitted to the Commission on July 1, remains contingent upon an overall evaluation of capital needs citywide for FY27 There should be no contingency given the excuses and failure to meet the needs of senior citizens, the most vulnerable people of our city. Inexcusable! This week, both the primary instructor and substitute instructor for one class experienced extenuating circumstances that prevented them from fulfilling their responsibilities. In general, I would characterize this situation as an exception rather than the norm with respect to our volunteer instructors. This is an opinion of your own, not knowing the details and making an assumption based on something that has happened for years. Until recently, we were allowed to have someone in our class teach/lead our classes when the instructor was absent. However; within the last year, we have been told that cannot happen without certification. No substitute can take the place of a MEMBER of the class, who knows the routine and can lead the aerobics, when an instructor is out for the day or week. I will also be reaching out directly to Ms. Moore to provide her with an opportunity to share her concerns and to reassure her that the City remains committed to the continued operation of the Therapy Pool. I have waited to respond to you to see if the city is really aware and has determination to take action and make the pool its flagship.
