HomeMy WebLinkAboutMolina_Permitting and Licensing Manager_JD_2024f PERMITTING & LICENSING MANAGER Department: Community Development Pay Grade: 34 FLSA Status: Full Time- Exempt Position Type: In -Person Position Summary: This position performs administrative and supervisory work for the Community Development Department. This work comprises activities within the customer service areas of Commercial and Residential Plans Coordination, Contractor Licensing, Records and Sub -trades permitting, with oversight of permitting personnel. Duties also involve oversight and enforcement of the City Code as it relates to Business Tax Receipts (BTR); including but not limited to processing license applications for individuals and firms doing business within the City limits, performing on -site inspections for business violations, and collecting business tax receipts. This position provides daily oversight function for Licensing (BTR) personnel. Work is performed with independence under the direction of the Community Development Director. Main Responsibilities: Performs supervisory duties such as instructing, coaching, assigning work, planning, coordinating activities, allocating personnel, and other administrative duties. Plans, delegates, schedules, reviews, and edits all work products produced by section's staff. Serves as technical support for other members of the section and multi -disciplinary team. Evaluates the effectiveness of the division in responding to customer problems and needs and is responsible for improving customer service satisfaction with the section's products and services. Responds to and resolves internal and external concerns, complaints and issues including managing and overseeing the staffing and coordination of participating departments, divisions, and agencies. Maintains and troubleshoots existing technology systems, and plans for, and assigns, application development and system configuration tasks to consultants and third parties as needed. Remains informed about emerging technologies and innovative programs, projects and activities in other communities and organizations; applies this information to the section work programs to continuously improve quality and productivity. Coordinate's section's activities with other department sections to ensure compatibility. Responsible for various personnel matters including hiring, discipline, training and development, performance appraisals and related activities. Regular in -person attendance during City and department business hours, since face-to- face interaction and coordination of work with other employees, outside colleagues, residents or vendors, and all immediate access to documents or other information located only in the workplace is required. Performs other duties as assigned. ESSENTIAL PHYSICAL SKILLS: Ability to access, input and retrieve information from a computer. Minimum Requirements: Bachelor's Degree in Business or Public Administration, or closely related field or an equivalent combination of education or experience preferred. Five (5) years of experience in Commercial and Residential Plans Coordination, Contractor Licensing, Records and Sub - trades permitting in the construction industry or building inspections/plans review, and business tax receipts. Knowledge of planning theories, subdivision laws, site planning, zoning code, and comprehensive planning principles. Knowledge of the applicable building and zoning codes, ordinances, and regulations. Knowledge of City Code as it relates to business tax fees. Expertise in licensing and utility software such as, but not limited to New World, EnerGov (EP&L). 1. Ability to access input and retrieve information from a computer. 2. Licenses, Certifications, or Registrations: 1. Certified Business Tax Official (CBTO) Level II Certificate 2. Valid Florida Driver's License Working Hours and Environment: Works inside in an office environment. Works extensively at computer terminals. The work is performed in an office environment with frequent visits to end user locations. Work with a variety of hand and computer diagnostic tools to identify, repair and solve problems. Tasks involve the ability to exert physical effort in sedentary to occasionally heavy work, which may involve some lifting, reaching, carrying, pushing, and/or pulling of objects and materials weighing between 0-50 pounds.
