HomeMy WebLinkAboutCommunity Development Manager 2025 05 19COMMUNITY DEVELOPMENT MANAGER Department: Community Development Pay Grade: 31 FLSA Status: Exempt Reports To: Community Development Director Position Summary: The Community Development Manager oversees daily operations and provides administrative support for the Community Development Department under the direction of the Community Development Director. This position manages all personnel and activities within the customer service areas of Commercial and Residential Plans Coordination, Contractor Licensing, Records and Sub-trades permitting. This position has direct oversight and enforcement of the City Code as they relate to Business Tax Receipts (BTR), including processing license applications for individuals and businesses within the City limits, performing on-site inspections for business violations, and collecting business tax receipts. This position assigns and monitors operational activities within functional areas, provides technical assistance to staff, reviews reports and other documents, researches and interprets codes, policies and procedures, evaluates staff performance, and resolves complex internal and external customer concerns. This position reinforces the customer service philosophy, evaluates operational programs and projects, and advises on the impact on department and City resources, including budget requirements. This position serves on the Emergency Response team and may be required to work special events, emergencies, or natural disasters when needed. Essential Functions: •Supervises and trains staff; prioritizes and assigns work; conducts performance evaluations; makes recommendations for hiring, termination and disciplinary matters; and ensures staff is trained in the most up-to-date methods, practices and applicable codes and laws. •Plans, delegates, schedules, reviews, edits, and approves work produced by staff. •Serves as point of contact and technical support for departmental software applications and systems. •Evaluates the effectiveness of the division in responding to customer needs and improving customer service satisfaction with the department’s products and services. •Responds to and resolves internal and external concerns, complaints and issues including managing and overseeing the staffing and coordination of participating departments, divisions, and agencies. •Maintains and troubleshoots existing technology systems, and plans for, and assigns, application development and system configuration tasks to consultants and third parties. •Remains informed about emerging technology and innovative programs, projects and activities in other communities and organizations; incorporates this information in City processes/programs. •Performs analysis and collaborates with staff and customers to determine technology and non- technology related goals, priorities and resources for the department. •Assists develop and manage department budget and approves expenditures within guidelines. •Creates and maintains established department policies and operating procedures. •Serves as point person for department accreditations if applicable. Community Development Manager Page 2 of 3 •Prepares a variety of complex reports and/or presentation materials regarding department operations and activities and research and compiles information for meetings. •Develops, monitors, schedules and coordinates accurate interdepartmental communication. •Responds to sensitive requests for information and assistance; provides information regarding applicable rules, policies and regulations; resolves citizen concerns. •Develops and maintains short and long-term plans for functional areas; participates in strategic planning and performance metrics related to assigned areas of responsibility. •Manages the performance of field inspections for violations and/or compliance with City Codes and ordinances, adopted codes, and other applicable laws. •Generates new programs, quality assurance and quality control practices, policies and procedures, to ensure staff is current on new methods, materials and techniques. •Follows citywide safety practices and adheres to the responsibilities concerning safety, accident prevention, and monitoring in accordance with City policies and other laws. •Develops training programs for internal and external use related to functional areas of assignment and department-wide business process improvements. •May represent the city at a variety of meetings, public events, training sessions, on committees, etc. •Regular in-person attendance during City and department business hours, since face-to-face interaction and coordination of work with other employees, outside colleagues, residents or vendors, and all immediate access to documents or other information located only in the workplace is required. •Performs other duties as assigned. Minimum Requirements: Licenses, Certifications, or Registrations: •Must possess and maintain a valid Florida Driver’s license or obtain one within thirty (30) days of hire. •Certified Business Tax Official (CBTO) Level II Certificate Education and Experience: •Bachelor’s degree in business or public administration, or closely related field. •Five (5) years of recent experience in Commercial and Residential Plans Coordination, Contractor Licensing, Records and Sub-trades permitting in the construction industry or building inspections/plans review, and business tax receipts. •An equivalent combination of training and experience which provides the required skills, knowledge, and abilities may be considered. •Three (3) years’ recent experience managing personnel is required. Knowledge, Skills, and Abilities: •Knowledge of planning theories, subdivision laws, site planning, zoning code, and comprehensive planning principles. •Knowledge of the applicable building and zoning codes, ordinances, and regulations. •Knowledge of City Code as it relates to business tax fees. •Expertise in licensing and utility software such as, but not limited to New World, EnerGov (EP&L). •Strong leadership skills with the ability to influence and collaborate with teams across the organization. •Excellent communication skills to effectively convey complex information and technical ideas effectively with diplomacy, both verbally and in writing, to various internal and external stakeholders. •Strong organizational skills to manage complex workflows and prioritize tasks effectively. •Excellent customer service skills. •Excellent problem-solving skills to identify and resolve issues proactively. •Ability to exercise confidentiality and maintain discretion when handling sensitive information. •Knowledge of local, state and federal laws, rules and regulations as applied to the activities and Community Development Manager Page 3 of 3 programs of municipal government. •Ability to analyze and develop policies, procedures, rules, and regulations governing the City. •Thorough knowledge of organizational functions, staffing, budgeting, and operating procedures. •Thorough knowledge of business English, e.g. spelling, grammar, punctuation, and vocabulary. •Thorough knowledge of effective supervisory principles and techniques. •Ability to plan, assign, delegate, and supervise to direct the work of staff. •Ability to establish and maintain effective working relationships with City elected officials, department heads, representatives of other agencies, associates and the public. •Ability to conduct special studies, analyze and interpret findings, and prepare complex reports and effectively present factual reports. •Excellent time management skills with a proven ability to meet deadlines. Work Environment and Physical Abilities: •Works primarily in an office environment during normal business hours, Monday – Friday, but will be required to work outdoors during special events, emergencies, or natural disasters when needed. •Will be required to drive a City vehicle for business needs. •May be required to attend City Commission, Board Meetings, Workshops, etc. conducted outside normal business hours as necessary. •Ability to access, input and retrieve information from a computer. •Ability to communicate both orally and in writing •Ability to lift and carry 25 pounds The work environment and physical demands described here are representative and not intended to be all-inclusive of those an employee encounters while performing the essential functions of this job.
