HomeMy WebLinkAboutRolle_Job DescriptionDIRECTOR OF COMMUNITY DEVELOPMENT Department!, Community Development Pay Grade: 45 FLSA Status: Full Time —,Non Exempt F Position Summary: A professional position in the management and administration of the Community Development Department. The Department administers development services in the general areas of-. Building, Engineering, Planning, Permitting, Zoning, and other related services. The Department administers and enforces the City's Comprehensive Plan, Building Code, Capital Improvements Plan, Economic Development initiatives, and Land Development Code. Work is performed under the general supervision of the Deputy City Manager. Performance is reviewed through observations, reports and results achieved. Essential Responsibilities: 1. Directs comprehensive and current planning activities of the department. 2. Directs the development of planning proposals, including Comprehensive Plan map and text amendments, Land Development Code amendments, zoning map and text amendments, annexation and development plan review requests. 3. Serves as Staff representative to various city boards and committees related to Community Development Department activities. 4. Represents the City at public meetings, conferences, and events, and works with governmental agencies regarding services provided by the Department. 5. Directs and supervises the gathering of information, preparation of formal reports and oral presentations, preparations of federal and state grant and other funding applications, and determines the priority of specific projects in accordance with their necessity and desirability and the time limits set for completion. 6. Writes, reviews, and edits official documents. Acts as technical advisor to other department heads and similar officials on planning and development matters. 7. Performs and manages departmental functions, including personnel, budget and manpower estimates, functional organizational units within the department, and designates personnel to serve such units; performs related work as required. 8. Directs the performance of tasks performed for the department by consultants, contractors, vendors, and other outside service providers. 9. Conducts meetings with applicants, development professionals, and/or citizen groups as warranted. DIRECTOR OF COMMUNITY DEVELOPMENT Page 7 of 4 10. Oversees all development sites to ensure the developer of the subject property is in compliance with Chapter 6-88 Construction Site Management requirements of the City Code. 11. Oversees all close-outs of development sites, including site acceptance before the City Commission. 12. In conjunction with the City Attorney drafts and manages all approved development agreements between the City and potential developers. 13. Prepares written documentation for City Commission actions. 14. Makes presentations before formal boards and committees and may be responsible for coordination of activities of such boards or committees. 15. Regular in -person attendance during City and department business hours, since face- to-face interaction and coordination of work with other employees, outside colleagues, residents, or vendors, and all immediate access to documents or other information located only in the workplace is required. ' 16. Performs special studies on assigned subjects. Such studies may include, but are not limited to, formulation of the task, setting forth a work program, seeking necessary resources, working with citizen and staff advisory groups, preparation of final reports and formal presentation of findings. 17. Minimum Requirements: Graduation from an accredited four year college or university with a Master's Degree in Planning or a closely related field. A minimum of five (5) years in a director or supervisory role is required. Knowledge of planning theories, subdivision laws, site planning, zoning code, and comprehensive planning principles. Knowledge of the applicable building and zoning codes, ordinances, and regulations. 1. Acceptable eyesight (with or without correction) 2. Licenses, Certifications, or Registrations: Preferred: CPM (Certified Public Manager); or AICP (American Institute of Certified Planners); or PE (Professional Engineer), licensure as a Professional Engineer in the State of Florida Working Hours and Environment: Works inside in an office environment. Works extensively at computer terminals. The work is performed in an office environment with frequent visits to end user locations. Work with a variety of hand and computer diagnostic tools to identify, repair and solve problems. Tasks involve the ability to exert physical effort in sedentary to occasionally heavy work, which may involve some lifting, reaching, carrying, pushing, and/or pulling of objects and materials weighing between 0-50 pounds.
