TITLE
Third Generation Infrastructure Surtax - Project List
SUMMARY
On March 10, 2014 the City of Winter Springs entered into an Interlocal Agreement with
Seminole County, The School Board of Seminole County and the Municipalities
pertaining to the shared distribution and use of the one-cent local government
infrastructure surtax approved by the voters in November of 2014. The uses of this tax
are restricted to those defined as "Infrastructure" in section 212.055(2)(d). Florida
Statutes.
A reprioritization was presented to the Commission on July 13, 2020 Consent Agenda
Item 302. This schedule of infrastructure project was amended again with Consent
Agenda Item 302 on March 13, 2023. Regular Agenda Item 504 presented on July 10,
2023 reprioritized this list most recently after Hurricane Ian and an increased focus on
City Wide Stormwater repairs.
The project list presented does not reprioritize the estimated $19M as previously
approved, however, it provides clarity around the timing and allocation of the additional
proceeds and interest received. Both resurfacing and bridge repair projects have
obligated FEMA reimbursements awaiting funding distribution. These reimbursements
of approximately $1M will be added back to these projects once received.

RECOMMENDATION
Staff requests the City Commission use this item for discussion, no vote is necessary
unless the City Commission decides to amend the list.
