HomeMy WebLinkAbout2026 03 09 Consent 302 - Purchase of Parkson Corporation Filter Media & Rehabilitation ComponentsCONSENT AGENDA ITEM 302 CITY COMMISSION AGENDA | MARCH 9, 2026 REGULAR MEETING TITLE Purchase of Parkson Corporation Filter Media & Rehabilitation Components SUMMARY The City ’s East Wastewater Treatment Facility is experiencing challenges with its exis"ng ter"ary filters. Emergency inspec"on by filter manufacturer (Parkson C orpora"on) revealed that media replacement and rehabilita"on of cri"cal components is required for successful treatment at the facility. Three op"ons for remedy were evaluated by the contract operator, and include: 1. Media replacement and complete reconditioning of all filters. 2. Media replacement and partial reconditioning of all filters. 3. Rental of a disc filter (in lieu of using the existing sand filters). S taff recommends O p"on #1 due to lead "me and the vendor ’s schedule to replace the media. A lthough O p"on #1 is slightly more expensive than O p"on #2, it entails full recondi"oning /rehabilita"on of all filter components to ensure compliant wastewater treatment un"l the new East Facility is constructed. O p"on #3 is the most expensive and also does not include the addi"onal construc"on cost to install the filter (as modifications to the existing facility will be required). Option #1 has an estimated lead time of 3-4 weeks and an associated cost of $325,000. FUNDING SOURCE Utilities G/L #410-36-3600-560650 - Construction in Progress RECOMMENDATION Staff recommends the City Commission waive the formal purchase bid requirements due to the emergent nature of this repair and authorize Parkson Corporation to recondition the media filter for the estimated cost of $325,000.00 plus a 10% contingency for a total project cost of $357,500.00 Additionally, Staff recommends authorizing the City Manager and City Attorney to prepare and execute any and all applicable documents consistent with this agenda item. 18 Quotation NUMBER: B01501778 Rev 4 DATE: February 26, 2026 TO: City of Winter Springs 1560 Winter Springs Blvd Winter Springs, FL. 32708 Attn: Matt Prendergast Cell: 321-386-7921 Email: matthew.prendergast@woodardcurran.com REF.: Project Name: City of Winter Springs Project Location: Winter Springs, FL Original Serial #: 150267 Parkson Corporation proposes the reconditioning of your existing DynaSand® Continuous Backwash Sand Filters and is pleased to provide this Reconditioning Quotation for the following: ITEM 1 DYNASAND® CONTINUOUS BACKWASH SAND FILTER(S) # Existing Units: Eight (8) Modules Serial Number: 150267 Model: DSF-50 SBTF ITEM 2 PARTS • Eighty-Eight (88) Tons of Media • Fifty (50) Empty SuperSacks • Eight (8) Airlifts • Eight (8) Outer Wash Rings • Eight (8) Outer Wash Ring Gaskets • Four (4) Pressure Regulators • Eight (8) Reject Weir Sets • Four (4) Oil Water Seperators • Four (4) Back Pressure Gauges • Eight (8) Regulators • All new airline hoses ITEM 3 PARKSON SERVICE DSF CLEANING – (labor) scope of supply: • Removal of all necessary Grating (as required). • Clean/Flush media from reject lines • Pump sand/media from the Cell being worked on into storage bags. • Drain fluid (water) from Cell. • Inspect and clean all radial arms. • Clean lower cones of all solids/debris. • Adjust washer assemblies as required. • Fill Cell with clean Plant effluent. • Load new sand. • Re-installation of all Grating (as required). • Adjust regulators and flow meters as required. • Wash filtered media overnight with clean Plant effluent. • Open feed inlet for the Cell that has been cleaned. 19 The above process continues for all four cells ITEM 4 OFFERINGS - BUDGET PRICE 4.A Parkson Certified On-site Reconditioning & OEM Parts Replacement…$325,000.00 USD 1. Work performed by Parkson authorized field technicians, who will test run equipment at completion of services. 2. All parts listed in Item 2 above. 3. Parkson to supply forklift. 4. Parkson to supply crane. 5. Once all the sand is pulled out of the cells and placed in supersacks, it’s the customers responsibility to dispose of the old sand. 6. Taxes excluded. 7. Engineering drawings excluded. Rebuild / Start-Up Assistance - Included Parkson will furnish one certified crew as required to recondition unit, remove and replace components listed in item 2, provide start-up and operator training. Dates of service to be scheduled upon receipt of Buyer’s written request. Additional start-up service can be purchased for $1,850 per day plus travel and living expenses. ITEM 5 SCHEDULE, VALIDITY, PAYMENT TERMS 5.A Schedule • Submittal Phase: Not required on this project. • Parts availability: [8-10] weeks following receipt of acceptable written Purchase Order. • Field/on-site rebuild is expected to occur approximately [4-6] weeks after all replacement parts are delivered to the jobsite, subject to mutually approved scheduling. (Prior commitments may dictate schedule variations). However, in no event shall Parkson be the sole cause of delaying the scheduled start of the rebuild more than [90] days after parts delivery 5.B Validity: 1. Price is valid for ninety (90) calendar days from Quotation date, for shipment of Equipment within the timetable stated above. 5.C Payment Terms: 1. 25% with order, 65% upon shipment of parts; 10% upon rebuild completion, NTE 90 days after shipment should rebuild be delayed by other than Parkson. All payments are NET 30 days. Payment terms for parts only without any factory labor or field service is 100% net 30 days from shipment. 20 ITEM 6 WARRANTY, DRAWINGS & MANUALS 6.A Mechanical Warranty: 1. As defined in Section XVI (see link below under terms and conditions) Standard Conditions of Sale, Parkson offers a one (1) year mechanical warranty for all new parts installed on the DynaSand® Continuous Backwash Sand Filter by a) on-site certified reconditioning. 2. Installation labor of parts or parts not ordered as part of a rebuild package have a 90- day warranty. 6.B Drawings and Installation, Operation and Maintenance (IO&M) Manuals: 1. Approval Drawings: Not required 2. Certified Drawings: Not required 3. IO&M Manuals: Not required TIMETABLE GUIDELINE: Within ten (10) business days of receiving a written Purchase Order in Parkson’s office, if necessary, Parkson will submit a written Request for Additional Information requesting items including, but not limited to, full-scale drawings, specification sections, amendments and other documents necessary for Parkson to begin work on this Project. No work can be done on this project until all Additional Information is received by Parkson, thus beginning the Submittal Phase. If you do not receive such a Request for Additional Information within the stated ten (10) business days, then the Submittal Phase will begin on the eleventh (11th) business day following receipt of the written Purchase Order by Parkson. The Shipment Phase is thereafter contingent upon your final approval of all submitted Approval Drawings. Once said final approval is received by Parkson the Shipment Phase will begin. Once Shipment Phase is underway, manufacturing of parts will begin as stated above. After parts are produced Project Management will call for the unit to be pulled from channel and shipped to the Parkson factory to complete the rebuild and return with minimal out of service delay. If the Submittal Phase is waived, the Shipment Phase will begin on receipt of all requested Additional Information if necessary, or if not necessary, on the eleventh (11th) business day following receipt of a written Purchase Order by Parkson. Dates are subject to confirmation upon receipt of written Purchase Order. The costs for these items will be added to the scope of work. • Disposal of existing sand if replaced. • Walkway, platforms, handrails, grating, and access ladders/stairs unless stated otherwise. • Concrete and concrete design. • Chemicals, chemical feed systems and instrumentation other than those detailed above. • Automatic samplers or other test equipment and performance test. • Unloading of parts when they arrive on site (if applicable). • Readiness of the equipment before requesting [rebuild or start up] service. Non-readiness may result in additional charges. • Compatibility of equipment materials of construction with process environment. • Electrical connection and interconnecting wiring. Controls require 10 Amps at 110V. • Interconnecting piping. • Any other auxiliary equipment or service not detailed above. • Dumpster for all old parts [on site rebuild]. • Care and storage of rebuild components upon receipt at customer site.
