REQUEST: Public Works Department Requesting Authorization to Piggyback ofT of the
Seminole County contract for the Design of the Hayes Road and Moss Road
eastbound Deceleration Lanes
PURPOSE: The purpose of this Board item is to request authorization to Piggyback off of Seminole
County contract (PS-590-01IBJC) for the Design of the Hayes Road and Moss Road
eastbound Turn Deceleration Lanes with PEC, Inc. at a cost of $36,459.20.
CONSIDERATIONS:
This authorization is needed to perform the design work for the addition of the eastbound
deceleration lanes at Moss Road and Hayes Road. It is imperative that this work be performed
now so that appropriate adjustments to the S.R. 434 Improvement project can be made up to and
possibly including construction.
We are proposing to piggyback off of Seminole County's Minor Roadway contract (pS-
590-01IBJC) with PEC, Inc. of Orlando. The scope of work includes surveying, right of way
determination, auger borings, utility coordination, coordination with Seminole County and FDOT,
and preparation of construction plans and documents. The scope is to be completed within 60
days so as to not hold up the S.R. Improvement Project.
FUNDING:
The funding source for the design cost of $36,459.20 is from the Road Improvement
Fund. $40,000 would be transferred from the Traffic Calming project 115-65000-30012 to this
new Deceleration Lane project. This project would be eligible for reimbursement from the One
Cent Sales Tax. The funds for this project will be expended over the next 90 days.

RECOMMENDA TION:
It is recommended that authorization be given to Piggyback off of Seminole
County contract (pS-590-01fBJC) for the Design of the Hayes Road and Moss Road
eastbound Turn Deceleration Lanes with PEC, Inc. at a cost of $36,459.20 payable from
the Road Improvement Fund - (115-65000).
IMPLEMENTATION SCHEDULE:
The scope of services will be completed within 60 days of approval in order to minimize any
impact on the S.R. 434 Improvements schedule. Any costs associated with incorporation of this project
into the S.R. 434 Project will be brought for Commission consideration when appropriate.

Proposal for Professional Engineering Services
Dear Mr. Lockcuff:
Professional Engineering Consultants, Inc. (PEC) is pleased to present this proposal for
professional engineering design, analysis and permitting services for the State Road 434 /
Moss Road and Hayes Road intersection improvements project which consists of the addition
of eastbound right-turn deceleration lanes at both intersections.
The terms of this proposal are consistent with our continuous Seminole County Minor
Roadway and MSBU Design contract (PS-590-01/BJC) terms and conditions, including
manhours and hourly rates.
PEC staff has a great deal of experience in similar projects throughout Central Florida. This
experience includes the permitting process through the Florida Department of Transportation
District 5 and Seminole County.
SCOPE OF SERVICES
DesiQn. Construction Plans Preparation and PermittinQ
1 Design topographic survey to include locating all improvements and utilities as
evidenced by above ground features or as marked by the designated utility company
representative. The coverage/limits of this survey will be sufficient to construct the
proposed improvements.
2. Design right-of-way established based on existing right-of-way maps and
monumentation.
3. Execute a program of subsurface sampling and field testing. This includes performing
auger borings to a depth of 7 f~et for the proposed turn lane widening.

4. Visually classify and stratify representative soil samples in the laboratory using the
Unified Soil Classification System.
5. Collect groundwater level measurements and estimate normal wet seasonal high
groundwater levels.
6. Prepare complete construction plans in accordance with the latest design standards,
design manuals and policies adopted by FOOT and Seminole County as applicable,
and in accordance with the City of Winter Springs criteria and preferences.
7. Perform utility coordination. The cost for relocation design of water mains, force mains
or gravity sanitary sewer is not included in this proposal. If required, a separate
proposal will be provided for approval.
8. Submit the constructioh plans to FOOT and Seminole County for review and approval.
9. Coordinate with Seminole County for the proposed SR 434 improvements in order to
minimize conflicts.
10. Coordinate with the developer/engineer at SR 434/Hayes Road Intersection.
SCHEDULE
A sixty (60) day project schedule is anticipated to complete the construction drawings. This
time is exclusive of any review time by FOOT, and Seminole County and the utility owners.
Close coordination will be required in order to minimize the review time by the various
agencies.
