REQUEST: Update Commission on Status of the Public Works Department Mosquito Control
Program.
PURPOSE: The purpose of this Board item is to inform and update the Commission on seasonal
Mosquito Control Program by the Public Works Department.
CONSIDERA TIONS:
The West Nile Virus in Florida and the media attention has created the need for additional
control measures and more proactive approach in our Mosquito Control Program. The Florida
Department of Agricultural And Consumer Services - Division of Agricultural Environmental
Services - Bureau of Entomology and Pest Control allows for several methods of monitoring that
trigger the need for control measures. The methods consist of trap counts, complaint calls, and
landing counts. Trapping consists of baiting the mosquitoes with carbon dioxide, trapping and
counting, complaints calls logged and counted and landing counts which require human bait and
counting mosquitoes landing on the skin for specific period of time. Given the possibility in
transmission of West Nile Virus to an employee, the landing count method of monitoring is not"
desirable.
The Public Works Department piggybacked off of the County's contract with Clarke
Mosquito Control to place traps within the city to compile data that will aid us in developing more
effective and productive control program. We have placed traps in two locations in the City, one in
the west, at Water Treatment Plant #2 off of Sheoah Boulevard and one in the east, at Water
Treatment Plant #1 off of Northern Way. Traps were placed on August 11,2003 with collection
and identification of mosquitoes done every week until November 30,2003 and once a month for
December, January, and February and March with weekly collection resuming April 1, 2004. The
selection of trap locations is based on geographical area, proximity to wetlands, and complaint call

history. The trapping data in conjunction with the call log will allow us to monitor the number of
mosquitoes and complaints, before and after treatment, travel patterns of predominate species
collected, and reduction in population using larvacide and adulticide.
Clarke Mosquito Control has been sending trap data as indicated and the mosquito activity
up to June 14,2004 was negligible with no more than 5 mosquitoes in either trap with trap counts
at 55 and 10 respectively on June 21. Also to further monitor activity the Stormwater Division has
been placing additional traps in predetermined locations throughout the City to help with
identifying the source of mosquito breeding sites. As of June 23 the entire City has been sprayed
with spraying to continue on a fourteen day cycle which correlates with the breeding habits of the
predominate species (Culex Nigrapalpus) in our area. With the monitoring information from last
season and results from the end of this season we should have more definitive data that will help in
concentrating our efforts to specific areas where the mosquito activity is greatest and isolate
breeding sites which than can be treated with larvacide. In Fiscal Year 02/03 Public works
expended $14, 028.02 on chemicals, and $4,160.00 on surveillance for a total of 18,188.02. For
Fiscal Year 03/04, $4788.00 has been expended on chemicals and $10,240.00 spent on
surveillance. The estimated total expenditure for FY 03/04 is anticipated at $26,000 with the
remaining $12,000 for a one time aerial spraying of City with Seminole County if mandated.
FUNDING:
The mosquito control program is funded through Stormwater Management Utility Fund _
Mosquito Chemicals, 130-55280 with a budget of$38,000.OO
RECOMMENDATION:
It is recommended that the Public Works Department continue to monitor and log calls and
spray based on the approved methods of mosquito control.
IMPJLEMENTA TION SCHEDULE:
The Public Works Department is actively spraying based on mosquito complaint log and
trap counts.
