REQ1JEST: City Manager Office Requesting the City Commission Consider Scheduling the Next
OviedolWinter Springs Joint Work Session
PURPOSE: The purpose of this Board item is for the City Commission to Consider Scheduling the next Joint
Work Session with Oviedo and Review the Requested Subjects for Discussion.
. CONSIDERATIONS:
The City of Oviedo has requested the next joint work session be scheduled in very late August or
September. The enclosed letter from the Oviedo City Manager outlines three potential subjects as well as
several other issues of concern. The City calendar for August and September is attached.
RECOMMENDA TION:
It is recommended that the City Commission establish a meeting date and agenda items for
the joint work session with Oviedo.
IMPLEMENTATION SCHEDULE:
The City Managers office will respond to the City of Oviedo with the City Commissions
directives.

Joillt Wurk Session Meeting
Dear Mr. McLemore
I am ","riting to follow up on the joint work session meeting of our two City Councils that took place in late May.
Ncar the end of that joint meeting, the elected officials agreed to meet again in about three months and to develop
a short list of issues that might prove appropriate for the next joint meeting.
At its July 6, 2004 meeting, the Oviedo City Council had the opportunity to rcview its preferences regarding
issues that would be appropriate topic!> for discussion at ajoint meeting with their colleagues in Winter Springs.
Subsequent to its discus.'1ion ofthl.'SC issues, the <hiedo City Council has lil>1oo the following three (3) items as
potential subjects [or our next Work Session. These items arc:

A discussion of joint recreational or holiday celebration activities;
A review of our common interests in providing reliable sources of potable water supply to
address the demands of groMh while minimizing adverse environmental impacts; and
A discussion of the Black Hammock area and the potential (or cooperative effOI1S addressing
environmental preservation and future development within this area.

In addition to these three items. the Oviedo City Council has expressed an interc.!>1 in discussing several other
issues that we believe are abo of concern to both of our communities. These include the development of a
hospital or traUma facility to serve out residents, future fWlding for LYNX Route 47 that serves our area, and our
cooperative efforts v.ith the Florida League ()fCities concerning the proposed change in the homestead
c.~=mi='!i{}n.
At our recent meeting, the City Council also had the opportunity to discuss the SCheduling of the next joint work
session. Because of the demands facing our City Council regarding the annual budget and other matter9 Over the
next six weeks, it is suggested that our next joint work session be scheduled for sometime in very late August or
in September,
