PURPOSE: The purpose of this Board item is to request Authorization for a Change Order to Jones Brothers contract with Seminole County for Trail Bridge Lighting and Fence Upgrades at a cost of$129,150 and $21,600, respectively. CONSIDERATIONS: This agenda item is needed to provide for future lighting of the Cross Seminole Trail bridge over S.R. 434 and also to upgrade the bridge fencing from chain link: to welded wire. Seminole County is under contract with Jones Brothers of Lake Mary for the design build of the trail bridge at a cost of$3,065,000. The City Commission has previously agreed to contribute $241,687 from the 1991-2001 One Cent Sales Tax towards the construction of the bridge. Staffhas requested costs for functional and aesthetic lighting of the trail bridge based on the potential night time use as a key pedestrian link: in the Town Center and the desire to highlight this feature. Seminole County considers the trail to be closed at night and does not provide lighting for the trail. The original estimate for the bridge lighting was approximately $280,000. This included 18 pole mounted fixtures on the bridge approach ramps, 44 bollards on the bridge deck, and 16 uplights for the piers. Staff requested an estimate to install just the conduit for the bridge lighting and the uplights. That quote of$129, 150 is attached. It includes the design, labor and materials for the 16 uplights with fixtures, all conduit and puIlboxes with pull strings, anchor bolts, and securing and sealing for the future August 9,2004 Regular Agenda Item 504 Page 2 It is advantageous to install the conduit during construction so it can be imbedded into the deck and curbing concrete pours. Future installation of the conduit will be more difficult and require most of the conduit and pullboxes be exposed with no future penetrations of the bridge beam allowed. We estimate that the bridge lighting fixtures would be installed in 5 years. The future cost is projected to be $80,000 for the fixtures plus $80,000 for the wire and installation. Operation and maintenance expenses are projected at $300 per month when complete. The fencing included in the contract is chain link along both sides ofthe bridge. We have received a quote to upgrade the fencing to a welded wire fence with black vinyl coating at a cost of $21,600. The welded wire fence is what was used on the Conroy Road bridge over 1- 4. Staffis of the opinion the welded wire appearance is vastly superior in appearance and more consistent with the Town Center standards than the chain link. FUNDING: The cost for the lighting proposal and fence ~pgrades is $129,150 and $21,600, respectively. This expense would be eligible to be funded from the current One Cent Sales Tax. We had originally budgeted $50,000 for pedestrian bridge upgrades. The $100,000 additional needed for this authorization would transferred from unused funds in other projects or fund balance of the Road Improvement Fund (115). Future capital expenses to complete the project are projected at $160,000. RECOMMENDATION: It is recommended that authorization be given for a Change Order to Jones Brothers contract with Seminole County for Trail Bridge Lighting and Fence Upgrades at a cost of $129, 150 and $21,600, respectively, to be funded from the Road Improvement Fund (115-65000-30019) and reimbursed by the One Cent Sales Tax. IMPLEMENTATION SCHEDULE: The bridge deck concrete pour is scheduled for late August. The completion of the bridge is projected for December 15th. ATTACHMENT: 1. Lighting Proposal 2.
