REQUEST:
The Community Development Department requests the City Commission consider interpreting
the C-2 permitted uses, Section 20-252 ofthe City Code, provisions to allow coffee roasting and
distributing as a permitted use.
PURPOSE:
The purpose ofthis agenda item is for the City Commission to provide an interpretation of the
City Code to include coffee roasting and distribution, a use that appears to staffto fit within the
parameters of the existing pemlissible uses in the C-2 zoning district (e.g. (5) wholesale bakery,
(12) feed stores, (15) wholesale grocers, and (31) wholesale meat and produce distributors).

CONSIDERATIONS:
An applicant proposes to locate a coffee roasting and distributing operation within the City's C-
2 zoning district. In discussing their proposal with the DRC, they noted that they are similar to a
wholesale bakery (Section 20 - 252 permissible use # 5), but without the problems associated
with bakeries. The applicant states that neither rodents nor insects are attracted to coffee, in
contrast to bakery spillage and waste. Coffee beans come to the facilities in a washed condition,

are baked, ground, packaged, and distributed wholesale. Both bakeries and coffee roasting emit
an aroma that most people find pleasant.
STAFF RECOMMENDATION:
Staff recommends the City Commission interpret the existing permitted uses language addressing
wholesale bakeries to include coffee roasting, grinding, and distribution. This recommendation
is subject to the City Attorney's review and approval for consistency with applicable law.

Coffee Descriptions:
Alianza Estate. Nicaragua: This is a mild,
almost sweet coffee with a good body,
light acidity and excellent aroma.
Doka Estate Coffe'e. Costa Rica:
Considered by many experts one of the
best. from Costa Rica, good acidity, well
balanced body, a touch of wineness and a
superb aroma and bouquet.
Lerida Estate Coffee. Panama: One of the
best kept secrets in the world of coffee are
the coffees from Panama. This particular
Estate stands out as one of the best coffees
in the w~r1d with its superb acidity, excel-
lent body, unsurpassed bouquet a unique
nutty taste combine with a hint of floral
taste makes this coffee one in a league of
its own.
Boutet Estate Coffee. Panama. This estate
coffee is grown at high altitude, around
3500 ft above sea level. It is described as
having good body, medium acidity, ;:;weet
cup. An excellent coffee for darker roasts
due to its unsurpassed sweetness and deli-
cate aroma.
Dos Marias Estate Coffee. Guatemala.
This wonderfully processed coffee is one
of the top coffees out of Guatemala. Its
wineness and excellent aroma m~ke this
coffee an unique experience, Dos Marias is
a blend of good body and unique bouquet.
Kotowa Estate Coffee. Panama, grown
between 4200 and 5000 ft above sea level,
it is a mild aromatic coffee with well bal-
anced acidity, sweet cup and a touch of
wineness.
Kauaii Estate. Hawaii. US. . this coffee from
the northernmost island of the Hawaiian chain
has an unique blend of sweetness and mild
bouquet. The mildness and lite body makes
this coffee an excellent choice for darker roasts.
Don Bosco Estate. Panama. this is coffee
grown at 5,500 ft above sea level on volcanic
soils. Under this conditions, this coffee have
medium acidity, well balance body, excellent
bouquet and winey taste.
Origin Coffees
Colombia Supremo. Colombian coffees are
mown for their softness, sweetness and aroma
The mild acidity and good body make it a
good blender and an excellent cup by itself.
Kenya AA ,this coffee is considered the top
coffee in the world as an origin coffee. Excellent
acidity, medium body, superb aroma and
winey taste.
Tanzania Kilimanjaro, this is a milder version
of the Kenya AA, acidity is not as high but its
fuller'body makes this coffee an enjoyable one.
Ethiopian Harrare. famous for its spiciness
and unique chocolaty taste. Its winey taste and
excellent body compliments this coffee.
Sumatra Mandhelin. the outstanding qualities
of this coffee are its unsurpassed body and
unique nutty and fruity notes.
Indonesia Java. Java coffees are known for
their good acidity and medium body, sweet
taste and aroma. A rare combination of charac-
teristics found also in Sumatras and Central
Americas.

Blends and Roasts
House Premium Blend. Continental Roast: this is a blend of coffees from Kenya,
Sumatra, Central and South America. It is mild but yet with a combination of the full
body of the Sumatran, the acidity and wineness of the Kenyans and Central Americans
and the aroma of the Colombians. .
Special Blend. Continental Roast: a blend of Central and South American coffee. Well
balanced body, good acidity, well balanced bouquet and wineness.
Dinner Blend: a blend of roasts. Special Blend Coffee roasted to a'Continental Roast
blended with Special Blend roasted to a Dark European Roast, for a fuller body.
European Roast.Espresso: a blend of Central and South American beans roasted to a
light blond Espresso roast. Excellent for Espresso drinks.
American Espresso: A traditional west coast dark roast. This Central and South
American beans are roasted to a deep dark brown. It is best for Cappuccinos and Lattes.
French Roast: This medium roast European Espresso is a blend of Central and South
American Beans, Roasted to a medium brown European Roast. It makes an excellent
espresso and a superb Cappuccinos and Lattes.
Italian Espresso: This is a blend of Central American and Brazilian beans roasted to a
blond lite European Roast. Its crema is unsurpassed.

A brief history about a family tradition
Coffee has been a tradition in the Lamastus
Family for more than 70 years, three generations.
Robert Lamastus, born in Kentucky, was
part of the many people that went to Panama to
work in the construction of the Canal. He fell in
love with the land and the hills and bought a prop-
erty in Boquete in 1915.
After retirement from the Canal, My
Lamastus, turned the land into a coffee plantation.
His wife continued with the plantation after his
passing. In the 30's she began exporting coffee to
United States.
Today, Thatcher Lamastus and his sons,
Leonard included, continue to produce coffee in the
same tradition. Improving the quality and increas-
ing the production.
First Roasters of Central Florida cO'uld very
well be the only, or one of the few corporations
imlolved in all phases of the .coffee industry.

First Roasters of Central Florida has been roasting coffee in Orlando for the
past 17 years specializing in gourmet and specialty coffee; however our
experience has been a family tradition since my grandfather started a coffee
plantation in 1915, he was succeeded by my grandmother, and then by my
father, who is still involved today in daily operations.
Our customers include, Disney World, Bailey's Coffee Service, Diplomat
Coffee, Paradise Bakeries & Cafes, Maison & Jardin Restaurant and.a long
list of other fine establishments in the Central Florida area; for whom we
roast and package according to their individual requirements.
In lieu of increase business in the past 3 years, we are expanding our
operations with new and state of the art processing equipment, in order to
supply the increasing demand and to provide consistency in our products.
This new investment boasts our roasting capacity to over 500,000 pounds of
coffee per month.
Our plans are to move our operations from downtown Orlando to Winter
Springs to a large warehouse that includes a showroom and coffee bar. This
will allow us to supply the Central Florida market with the latest espresso
machines and brewing equipment. This convenient building located at 863
HWY 17-92 in Winter Springs gives us enough room to install our new
roasting and packaging equipment, and a place for our customers to relax
and enjoy our specialty coffees.
