REQUEST:
The Community Development Department requests the Commission consider a conceptual development
plan for a 170 unit town-house development on 11 acres in the a county enclave of the Town Center,
located on the south side of SR 434, between the Winter Springs Automotive site and Tuskawilla Road
(the site does not extend east to Tuskawilla Road).
NOTE: Information was not provided on time and therefore a thorough review could not be provided
this proposal.
PURPOSE:
The purpose of this Agenda Item is for the Commission to consider, provide comment on, and approve,
approve with conditions and/or modifications, or disapprove a conceptual development plan for a 170
unit town house development on 11 acres within the a portion of the Town Center that has not yet been
annexed into the City. The developer has submitted a concept subdivision plan with a brief description
and requests direction from the City Commission before proceeding.
Annexation, a Future Land Use amendment, rezoning, and subdivision plan approval are required before
the project may be permitted or commence construction.

CONSIDERATIONS:
Overview
The 11 acre site is a mixture of treed and vacant property, with some structures. It is located within a
county enclave, just east of the [Miranda] Winter Springs Automotive site, between Tuskawilla Trail and
SR 434. The applicant proposes 170 rear loaded (garage entrances in the rear, with access from an alley)
town house units, a recreation facility with a pool, a pocket park, and a 1.45 acre storm water pond that
doubles as an amenity feature. The subdivision is planned so that the adjacent town houses face the
pond. Some of the units do not front on a street, but instead front on common open space (not
considered a problem). Utilities and garbage collection, as well as access to the garages, are proposed
from the alleys.
The Town Center Code addressed this property in its Squares, Parks, and Streets Map. This map depicts
the site with a frontage roadway and 3 roadways intersecting that frontage road at approximately 90
degree angles. The proposed plan depicts one roadway that is generally aligned with Cliffrose Drive
(actual location and angle may need to be modified with subdivision plan). While Dover Kohl has
commented that more connection should be made from the site to either SR 434 or a frontage road, their
comments are generally favorable (see below and attached memo). The applicant states that the street
types are proposed to be different from that depicted in the Town Center Code.
The original Town Center plan considered master planned stormwater management for the entire Town
Center - which has not proven practical. Therefore, on-site stormwater had to be planned into the
subdivision. The site has central water and sewer available, with adequate capacity.
Dover Kohl Comments
Dover Kohl was generally supportive of this concept plan. They made a verbal comment that they
preferred more vehicular connection to either SR 434 or to a frontage road. They also stated verbally
that they felt enhanced plantings would be superior to a wall between the subdivision and Tuskawilla
Trails (code calls for a 6 foot masonry wall). Their attached August 9 memo states there are no apparent
back to front conflicts. They do comment that the applicant should ensure the y do not create a long
vista of uninterrupted garage doors in the alleys, providing examples of how to avoid this situation.
FINDINGS:
1. The proposed development is not presently located within the City of Winter Springs, although it
is within a county enclave that was planned to become a part of the Town Center when it is annexed.
2. Any deviations from the Code must be addressed through a development agreement, special
exception, or some other appropriate mechanism.
RECOMMENDATION:
Staff recommends the City Commission consider the applicant's proposal in light of the Town Center
Code and Dover Kohl and Partners comments, mindful that the property has not been annexed into the
City.

Project Description:
An 11 acre parcel located within the City of Winter Springs Town Center District on SR
434. The parcel has been planed to comply with the intent of the design principles and
guidelines of the City of Winter Springs Town Center District Code.
The plan provides 170 rear loaded town homes arranged in urban blocks keeping the
recommendations for traffic circulation and building disposition as reviewed with the
City of Winter Springs Planning staff and the City of Winter Springs traffic and planning
consultants.
Main Plan Characteristics are:
. Units facing a double aIle of trees fronting SR 434.
. Connectivity to the proposed frontage road on the North West comer of the site
plan.
. Connectivity to other proposed SR 434 intersections, and to other,future Town
Center District streets as planned on the Town Center District Code.
. The use of the Urban Boulevard, Town Center Street, Neighborhood Street and
Edge Drive Street Sections in addition or substitution of the existing proposed
sections shown on the City of Winter Springs Town Center District Code.
. The allocation within the site of the required storm water retention. (About 13%
of the total site area), conforming a beautiful urban pond.
. The use of the existing abandoned ROW on the South West property boundary as
a rear lane (alley) that will effectively create a buffer to the adjacent property
while providing future connectivity to it, in the event the parcel ever redevelops.
. Rear lanes (alleys) to all town homes.
Proposed Changes to current City of Winter Springs Town Center District Code;
. The use of other street sections in addition to the one allowed already on the
location of the 11 acre parcel.
. The use of the abandoned ROW on the South West parcel boundary.

Regarding the 11 acre parcel adjacent to S.R.434:
The plan for this parcel is looking quite good. The block structure is looking logical and there
do not appear to be any fronts-backs conflicts. The lake is fhecd by the fronts of buildings,
and the small square bctwcen S.R.434 and the lake looks like it will be a cOll1pelling space.
Ont: f~lir1y small critique: Care should be takt:n to reduce views of long rows of garage doors
from the alley entrances. One way this can be done is by creating a slight jog (10 feet 01' so)
in the alleys halfway down their Itmgth. This will create a deflection to interrupt the view.
This could also be accoll''iplished with strategically placed trees and landscaping in the alleys.
Regarding the t 7.15 acre purcel adjacent to Orange Avenue:
Our main conccrn with the plan for this parcel continues to be connectivity_ The Town Center
will only add up to morc than a sum of its pUlis irparccls are allowed to interconnect. This
plan currcntly appear~ to show only onc cntrance into the project. Thc project would
distribute trafl'ic better amI seem like less or an isolated enclave with additional vehicular
conncctions onto Orange AvenLlc to the north. Strccts could easily be extended to thc north to
create up to four additional connections to Orange Avenue. The project should also
accommodate the p(Js~ibility for future connections to the parcel to the cast with strcct stub-
outs.
The plan for this parcel would also bcnefit from thc suggestions above for avoiding views of
long rowS of garage doors from the alley entrances.

Comments:
1. The overall concept plan for the II-acre parcel looks good, and we recommend approval.
2. Regarding the street types identified, we have the following comments (illustrated on the
attached plan):
- The entrance road should be labeled "Urban Boulevard";
- The extension of that entrance road could be either "Neighborhood Street", or "Town
Center Street", due to it's prominent location in the plan ("Neighborhood Street" is
typically a quieter, more intimate street);
- "Edge Drive" should only be used in locations that have open space along one side
of the street (such as around the retention pond).
