REQUEST: Public Works Department Requesting the City Commission Adopt the Right Turn
Deceleration Lane Prioritization Table
PURPOSE: The purpose of this Board item is to request the City Commission adopt the Right Turn
Deceleration Lane Prioritization Table to be incorporated as part of the Deceleration Lane Study.
CONSIDERATIONS:
The City Commission adopted the right turn deceleration lane study on April 12, 2004 with the
request to combine the two different sections of SR 434 into a single prioritization table for comparison
purposes. Professional Engineering Consultants (PEC) utilized the percent to which the existing turning
movement counts exceed the threshold as the parameter for prioritization.
The combined table lists the following priority from highest to lowest; Vistawilla Drive, Hayes
Road, Winding Hollow Boulevard, Tuscora Drive, Moss Road, and Courtney Springs Apartments.
RECOMMENDATION:
It is recommended that the City Commission adopt the combined Right Turn Deceleration
Lane Table as a supplement to the report.
IMPLEMENTATION SCHEDULE:
Hayes Road and Moss Road are currently under review to determine what changes can be
incorporated into the SR 434 Improvement Project.

REQUEST: Public Works Department Requesting Authorization to Piggyback ofT of the
Seminole County contract for the Winter Springs Boulevard Preliminary
Engineering Study and Pavement Evaluation Report
PURPOSE: The purpose of this Board item is to request authorization to Piggyback off of
Seminole County contract (PS-590-01/BJC) for the Winter Springs Boulevard
Preliminary Engineering Study and Pavement Evaluation Report with PEe, Inc. at a
cost of$45,697.80.
CONSIDERA TIONS:
This work is needed to evaluate and subsequently budget for the reconstruction of
Winter Springs Boulevard. Limits of the study will be Winter Springs Boulevard from
Tuskawilla Road to the eastern City limits, a distance of three miles. Many sections of this
road are rapidly deteriorating including the asphalt, road base and underdrains.
The study will evaluate possible causes for pavement distress and propose remedial
solutions to repair the pavement. The remedial solutions may consist of milling/resurfacing to
total reconstruction to extend the service life of the road. Once the Preliminary Study is
complete, final construction plans can be prepared although that is not part of this
authorization.
We are proposing to piggyback off of Seminole County's Minor Roadway contract
(PS-590-01/BJC) with PEC, Inc. of Orlando. The scope of work includes thirty auger borings,
thirty pavement cores, ten piezometers, geotechnical report, three sets of traffic counts, cost
estimates and preparation and presentation of the final report.

FUNDING:
The funding source for the design cost of$45,697.80 is from Road Improvement Fund
Winter Springs Boulevard Reconstruction Project Account (115-65000-30020) which is
primarily funded from the One Cent Sales Tax. The funds for this project will be expended
over the next 180 days.
RECOMMENDA TION:
It is recommended that authorization be given to Piggyback off of Seminole
County contract (PS-590-0l/BJC) for the Winter Springs Boulevard Preliminary
Engineering Study and Pavement Evaluation Report with PEC, Inc. at a cost of
$45,697.80 payable from the Winter Springs Boulevard project account of the Road
Improvement Fund - (115-65000-30020).
IMPLEMENTATION SCHEDULE:
The scope of services will be completed within 180 days of approval in order to measure the
groundwater impact on the road throughout the summer rainy season.

professional engineering services for the Winter Springs Boulevard Preliminary
ngineering Study and Pavement Evaluation Report (phase 1). The project limits are
form Tuskawilla Road to the City limits for an approximate length of three (3) miles. The
terms of tl)is proposal are consistent with our continuous Seminole County Minor
oadway and MSBU Design contract (pS-590-01/BJC) terms and conditions, including
hourly rates.
The study will evaluate possible causes for pavement distress and propose remedial
solutions to repair the pavement. The remedial solutions may consist of
milling/resurfacing to total reconstruction in order to extend the service life of this
roadway by ten (10) years. Once this Preliminary Engineering Study is completed, final
construction plans (phase 2) will be prepared based on the recommendation of the Study.
This proposal does not include phase 2 of the project.
The existing typical section consists of2-lane urban divided section with a raised grassed
median. It also includes bike lanes and sidewalks. Based on our visual observations,
the pavement appears to range from fair to poor condition along the alignment. The
project will be divided into three (3) segments as follows:
Segment I:. From Tuskawilla Road to Northern Way (0.50 mile)
Segment 2: From Northern Way to Bridge over Howell Creek (1.0 mile)
Segment 3: From Bridge over Howell Creek to City limit (I. 5 miles)

SCOPE OF SERVICES
I. Stake boring locations and notify utility companies to help avoid any underground
utilities at the site.
2. Perform thirty (30) auger borings to an average depth of 5 feet along the
alignment.
3. Obtain up to thirty (30) pavement cores of the existing pavement section.
4. Install ten (10) piezometers to a depth of5 feet along the alignment.
5. Perform visual classification and required laboratory testing of the soil samples
obtained from the borings. Laboratory testing may include grain size and/or
Atterberg limit analysis to verify visual classification of soil types.
6. Prepare a geotechnical engineering report addressing existing field conditions,
exploration, testing, sampling methods, subsurface soil conditions encountered
and soil classification, depth of groundwater at the time of the exploration and
estimated seasonal high groundwater levels, and a discussion of causes of the
observed pavement distress and repair options.
7. Collect traffic data along the roadway. This includes three (3) 24-hour machine
counts and three (3) classification counts.
8. Conduct field investigations and collect data.
9. Evaluate the need for remedies at localized drainage ponding areas within this
roadway.
10. Coordinate with pavement contractors for suggested remedies.
II. Conduct pavement analysis and develop alternatives matrix.
12. Review the City's Land Development Codes with respect to pavement design.
Make recommendations to the City for any Code modifications or update.
13. Prepare the study report and preliminary plans.
14. Provide probable cost estimates for the different alternatives.

SCHEDULE
A one hundred twenty (120) day schedule is anticipated to complete phase 1 (Preliminary
Engineering Study) of this project.
