Bright House Networks
Hurricane Frances Restoration 9-6-04
. Bright House Networks is assessing the damage to its network from
Hurricane Frances and is beginning initial restoration efforts. During this
assessment phase, the company is identifying affected areas and assigning
response teams accordingly. Where possible crews are making immediate
repairs, .
. In hard hit areas, crews are ready to begin work where power has been
restored and it is safe for them to enter.
s The out-of-town restoration crews brought in for Hurricane Charley have been
retained and materials are on hand to restore service,
. The company understands that there are customers without service. Please
be aware that several factors influence restoration efforts:
. Loss of power to network devices, which may not be COa
located near a particular home or neighborhood.
. Debris or downed lines due to the storm
. Weather conditions that make it unsafe for our crews to work
. We will first allow emergency and power crews into affected areas to expedite their
jobs as safely and efficiently as possible before Bright House Networks crews can
repair cable lines to affected custoxrers.

. Please know that Bright House Networks is working diligently to restore
service to its affected customers in the aftermath of the storm.

not touch any line that may be doWn. While cable lines do not carry electricity,
they may be in contact with power lines.

Progress Energy Hurricane Frances Power Restoration Update
As part of our commitment to keep you informed, we wanted to share this information regarding Hurricane
Frances.
Our crews made tremendous progress yesterday and overnight in the areas where it was safe to work. We
expect to make even more headway today as working conditions have improved. Unlike Hurricane Charley,
Frances has affected our entire service area - 34 counties and 20,000 square miles. Nearly 9,000 workers are in
the field restoring powe.r. This number includes Progress Energy crews, contract workers and personnel from
other utilities. This is a larger workforce than was brought in for Hurricane Charley, when we had more than
7,300 line and tree personnel in the field restoring power. In addition, we have hundreds of other personnel
involved in staging, logistics and other storm support roles.
Our current estimated restoration times are as follows:
. East Orange and Seminole Counties - midnight Saturday (September 11)
. West Orange (Apopka) and Lake Counties (except Eustis) - midnight Sunday (September 12)
. Eustis (Lake County) - midnight Monday (September 13)
. Volusia -- midnight Tuesday (September 14)
Please keep in mind these are approximate restoration dates and.are subject to change.
Customers are encouraged to report their outage through our automated outage line which is 800-228-8485.
Outage reporting helps us determine where to send crews to repair damage and restore power.

FIRE DEPARTMENT REPORT ON HURRICANE
FRANCES 9/7/2004 at 6:30 PM to the City
Commission
The Fire Department responded to 83 reported calls for service and
numerous unreported calls in the four (4) day period of Hurricane Frances.
Calls for service were similar to the one s responded to during Hurricane
Charley:
A reminder for anyone leaving their home they should double check to see if
they left on any appliances and shut down the main disconnect to their home
when leaving if they did not have power.
Again, we would like to caution those working from ladders and roofs to be
very careful and to abide by safety rules when using power equipment like
saws and generators.
The Fire Stations suffered minor structural damage including roof flashing
and gutters removed by the wind and carpet and drywall being wet by
driving rain.
The same identified problems that occurred during Charley resurfaced with
Frances including not enough generator capacity, fuel resources, radio and
cellphone malfunctions. On the other hand, we were better prepared. Some
new equipment had been purchased for the EOC at the Police Department
including an ice machine, refrigerator, washer and dryer and the rental of a
radio system for a backup to our existing radio system that we had to use on
a limited basis, In addition, the Police Department purchased enough
generators to power the intersections and free up Police officers for calls.
Power Outages:
Highlands from Third Street North, Wildwood, Tuskawilla Trails,
Greenbriar, Country Club Village, Tennis Villas, Duncan Drive, Deer Run,
Leopard Trail, Lynx Trail, Puma Trail, Pheasant Circle, Ermine Avenue,
Cheetah Trail, Tuscora Drive, Blue Spruce Court, White Oak Drive, Dunmar
Estates.
Seven Lift Stations of the 38 are down,
Sandbags:
11,000 were distributed to City residents at Central Winds Park - Everyone
pitched in and done a great job. Parks and Rec, Public Works, Fire Marshal,
Fire Explorers.
Building Damage Estimates are approximately 5 to 8 Million Dollars of
damage. The largest impact was the fa<;ade at the Badcock Plaza and other
damage included roof damage from fallen trees, fences down, roof damage,
etc.
Debris Collection update:
Continued until Friday 9/3 and resumed today 9/7
Sewer backup in 110 South Moss Road. Contacted the resident and
immediately notified our insurance carrier of the situation. Occupant also
advised to contact their insurance company and to register with FEMA.
Flooding Issues - No homes reported to be flooded by rising water. The
County has completed a Reverse 9-1-1 to specific addresses in St Johns
Landing, Parkstone, Spring A venue, Orange Avenue, and Barrington Estates
that backup to Lake Jesup, This was a voluntary evacuation order.

September 8th at 8 am

Florida Hurricane Relief
There is a Hurricane Relief effort underway to help your fellow Floridians in need. To
give to the Florida Hurricane Relief Fund, established by Governor Jeb Bush citizens
may call1-800-FL-HELP-l, or visit www.FLAHurricaneFund.org . These dollars will
be distributed by Volunteer Florida to each county effected by Hurricane Charley and
Frances for distribution.

Closings and Openings
. Seminole County offices, including the courts, and constitutional officers are
closed Tuesday, but will be open on Wednesday.
. Seminole County Schools are closed Tuesday and Wednesday.
. Sanford City Hall is closed Tuesday.
. All Lake Mary City Offices will reopen on Tuesday at 8 a.m.
. Altamonte Springs city operations will resume Tuesday.
. Seminole Community Colle2:e will be closed on Tuesday. Classes are expected
to resume on Wednesday.
. The Seminole County Parks and Trails will be open Wednesday except for Big
Tree Park, Overlook Park, Lake Mills Park, and the Cross Seminole Trail.
. The Seminole County Libraries will reopen Wednesday depending on power.
. The Orlando Sanford International Airport is open and plans for some
domestic & international flights to operate Tuesday and Wednesday to make up
previously cancelled flights. It is hoped that Thursday will operate according to
original airline schedules. All passengers need to contact their airline or tour
operatordirectly for information about when their specific flight may resume
before coming to the Airport.
Curfew (UPDATED ON 9/7/04)
There is no longer a curfew.
Debris / Garbage Collections
. City of \\'inter Springs will have regular garbage collection Tuesday.
. City of Lake Mary's regular garbage collection will resume Tuesday on it's
nomlal schedule.
. City of Altamonte Springs regular garbage collection will resume Tuesday.
. Normal garbage collection will resume Tuesday for unincorporated Seminole
County Residents.
. Yard waste collection will resume Wednesday.
. The Landfill and the Transfer Station will be open on Tuesday from 7:30 am to
7:30 pm. The Jetla Point site is closed to the public permanently.
. Debris Collection will resume as soon as it is safe and crews are assembled.
. On Friday, Saturday and Sunday (September 10, II, and 12th), there will be no
charge for self-hauled loads of storm debris from citizens of Seminole County,
including city residents, at the Landfill and Transfer station. Individuals will be
asked to show proof of residency. Only loads delivered in residential type
vehicles will be accepted.

Donations
Seminole County has arranged to accept donations through:

Seminole County needs donations of non-perishable food items for citizens. Those
critically needed items include: canned stews, peanut butter, jelly, canned meats such as
chicken and salmon, tuna, cereal, packaged snacks, canned pasta, canned spaghetti sauce,
canned fruit, assorted canned vegetables, canned protein beans such as pinto or baked,
powdered milk, sugar, coffee, toothpaste, shampoo, diapers, dish and laundry detergent,
all cleaning products, paper goods, wipes, hand sanitizers, personal care products,
feminine hygiene products, baby wipes, formula, baby food and grocery type paper bags.
Items will be accepted and distributed at the Christian Sharing Center located at 600
North Highway 17-92 Suite 158 in the Fairmont Plaza in Longwood Monday through
Friday between 9 AM and 5 PM. (407) 260-9155
Donations of building supplies will be accepted at Harvest Time International, 131
Maritime Drive in Sanford. Donations will be accepted Monday through Friday from
9:00 am to 4:00 pm.
Emergency Repair Work
For unincorporated areas, emergency repair work may be started before obtaining a
permit. Fees for Seminole County Building Permits have been temporarily waived for
EMERGENCY REPAIR WORK ONLY. Permits are still required for non-emergency
work. Jfyoulive within a city, check for permit requirements. Citizens with questions
may contact Seminole County Building Permitting at 407-665-7050.
When you hire a contractor, IT IS IMPORTANT TO KEEP COPIES OF ALL
PAPERWORK. Do not hire unlicensed contractors. Verify it's a "State Contractors
License" and not just an "Occupational License". Do not give money up front to
contractors. To report unlicensed contractors or price gouging, call the Sheriffs Office at
407-665-6650.

The Florida Department of Business & Professional Regulation (DBPR) will be in the
area and have stated that any work that requires a permit requires a license. It is a felony
to do contractor work without a license. The following was posted on their web site:

The City of Winter Springs has approved waivers of building permit fees related to storm
damage. The requirement for the permits was not waived. In other action, the City of
Winter Springs waived all permit fees for the removal of trees damaged by the storm.
Flooding / Damage
We are experiencing some flooding along the St. Johns River. Residents need to be aware
of a VOLUNTARY evacuation alert advising that they may wish to seek shelter.

Power Outages
Citizens without power may go to their local fire station for assistance in an emergency.
We remind citizens to contact their power companies to report outages and only use 911
if the outage is life threatening. Power outages throughout the cities and County have
caused some wastewater lift stations to not properly operate. Please conserve potable
water and limit sewer usage to avoid backups. This means you should limit the flushing
of toilets, running of dishwashers, and length of showers for the duration of the storm.
