REQUEST: Public Works Department is advising the City Commission of the status of various
Capital Improvement Projects
PURPOSE: This agenda item is to update the Commission on the status of current Capital
Improvement projects.
CONSIDERA TION:
TRAFFIClTRANSPORTATION IMPROVEMENT
SR 434 Improvements (Village Walk) - The preconstruction meeting was held on May 11th with the
contractor, APAC, and CEI, American Bridge/WCG Joint Venture. The Notice to Proceed issued August
8th. Project completion for the 270 day project is anticipated to be May 2005. The issue of the turn lanes at
Moss Road and Hayes Road was discussed with FDOT on August 4 with the first priority being the mast
arms location so they do not conflict with the planned decal lanes. FDOT voice no objections to the
preliminary design. Tentative schedule as of August 24 construction meeting was for the Stationing
and control survey to have begun on August 30 with completion mid-September. The milling of
payment was to have begun the third week of September. Update on the project as of the
September 21 progress meeting has the survey and milling pushed back by at least two weeks due to
the hurricanes. AU of the Landscape easements, with the exception of the Winter Springs
Elementary School, have been received. The contractor has yet to provide a detailed construction
schedule. Progress Energy has provided the preliminary design for burying the power. We have reviewed
the plans and walked the site with Progress Energy representative for some proposed changes. We are
still waiting for Progress Energy to provide a cost estimate and so the other utilities (power, phone,
cable, county fiber) can price their work. (9/22/04)
Main Street / Hickory Grove Streetscape - This $850K project for the installation of sidewalks,
irrigation, and landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town
Center is complete. Final Payment is being processed. Landscape maintenance is underway. (9/20/04)
SR 434 Town Center Corridor Analysis - A stakeholders meeting was held on May 12th with
consultants, property owners, and FDOT to review opportunities and alternatives available to redefine
434. Glatting Jackson will be consolidating the input into a recomwended plan of action. (5/24/2004)

SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPR Engineers and PEC, Inc.
the project involves installation oftraffic signal at Doran Drive and SR 434, with asphalt stamping similar
to the intersection of Tuskawilla Road and Winter Springs Blvd, and adding an additional right turn out of
the Town Center at Publix. The City Rall/Tuskawilla Trails median opening will be required to be
changed to a directional only to get signalization at Doran Drive. On site test digs have been performed to
determine location of mast arms for traffic signals. Permit applications have been approved by FDOT.
Project was advertised for bid on August 15 with the bid opening on September 15. Two bids were
received. Both are under evaluation by CPR and PEe. A recommendation is expected to be brought
to the Commission with 30 days of bid opening. (9/20/04)
SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed
issued March 2003 for 12 month construction period with a 6 month extension for the conflict with the
trail bridge. Irrigation is complete and plant installation is 95% complete, awaiting completion of trial
bridge. Work being performed by Public Works and Utility Department staff with a completion of
summer 2004. (4/26/04)
SR 419/ Moss Road Turn Lane - The scope of this project includes the installation ofa west bound turn
lane from SR 419 onto Moss Road with changes to the associated storm drains, roadway striping and lane
widening. This project was bid with a bid closing date of30 June 2004. The JPA to take advantage of the
FDOT cost sharing of $100,000 was brought before Commission for approval August 9 along with the
recommendation for contract award. The signed JP A has been received by FDOT and has been
forwarded for signature and funds to be transferred. No estimate on the time for the signing and
funds transferred to the city has been given. Allstate Paving, Inc was selected as the lowest responsible
bid. A pre-construction meeting was held on 15 September 2004. The Notice to Proceed with a start
date of October 4 has been issued. The contract has a 120 completion date from issuance of the Notice
to Proceed. (9/20/04)
Cross Seminole Trail (Gee Creek to Town Center/Bridge to Gardena Avenue) - Project was bid as of
May 10th. Contract was approved by the County Commission on 10 August to Schuller Contractors, Inc of
Orlando for $1,589,000.00. The proposed construction limits for the paved trail are from Gee Creek to
approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved
portion of the trail and paved portion in the middle of the Schrimsher property impacted by the eagle are
not included in the project. Construction is projected to begin in August 2004 with a 9 month construction

Pedestrian Bridge - Cross Seminole Trail- Construction by the designlbuild team of Jones Bros./Mactec
underway. We have requested revisions to the $240,000 proposal for lighting the bridge to only include
the conduit at this time. A proposal for upgrading the fencing is pending. Both proposals will be brought
to the City Commission when finalized. The deck pour will require some traffic detours. Scheduled deck
pour was delayed in mid-July due to concrete delivery delays. Deck pour was scheduled for 22
September. The design/build contract is scheduled to be completed November 2004. Approval of the
fence fabric and lighting was approved by the commission on 9 August. (9/20/04)
Cross Seminole Trail (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis
was presented by the County and VHB. City Manager is working on garnering financial support for the

City preferred alignment north of the industrial park versus the County preferred alignment through the
industrial park. (4/26/04)
Fisher Road - Project is complete. Signage to be added to allow left turns in front of the circles for
oversized vehicles/trailers. Some of the modifications (adding rumble stones) to the turn radius have
been completed with others still pending. Additional landscaping still ongoing. Landscaping work
being performed by the Public Works Department (9/20/04)
Central Winds Park Way - Final road design ongoing by CPR. Additional right of way has been
requested from the Leerdam property. (8/11/04)
Deceleration Lane Study - Final amended report adopted by the City Commission with the consolidated
project priority lists on May 10th. Ordinance adopted 14 June 2004. (6/28/04)
Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs
was approved on May 10th. Pavement analysis will begin in June. Geotechnical work will be conducted
in September - October to capture the rainy season ground water table information. (9/20/04)
UTILITY
SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. Waiting for Casscells to
execute the utility easement. Schrimsher easement is pending. (11/10/03)
Utility / Public Works Compound - Design 70% complete. Plan review process ongoing. Met on May
25th with FDEP to review the impact of wetlands on site. Site study has been performed on 22 June, by
Environmental Services, Inc, (ESI) with report issued for wetlands impact. Options for possible
mitigation requirements for permits by Army Corp of Engineers and FDEP being explored by SRI
in conjunction with ESI and Cycorp Engineering. (9/20/04)
Well #4 - Driller at 300 feet and is 70% complete. Drawdown tests for volume and water quality were not
satisfactory. Test well #1 stopped. Test well #2 complete. Staff and geotechnical consultant reviewing
information from test well #1 and #2 to identify better production zones ongoing for
recommendation of alternative site for best location of well. Sunshine Building and Development is
contractor for this $271,956 project. (9/20/04)
Reclaimed Water Augmentation - Final report will be delivered by CPH end of September. (5/24/04)
West Water Reclamation Facility Roof Replacement - This $41,787.00 project replaces the existing roof
with a gabled truss shingle roof. The contract was awarded to Ernest and Hutch Contracting with a Notice
to Proceed issued for 8 June 2004. This 90-day construction project with a scheduled completion date
of 6 September 2004 is complete awaiting final payment. (9/20/04)
PARKS and RECREATION
Central Winds Park Expansion Contract A (Sitework) - Clearing, grubbing and grading complete.
Certificate of Substantial Completion has been issued. Final Payment has been made. (9/20/04)

Central Winds Parkway Stormwater Piping - Bid award approved by the City Commission. Notice to
Proceed issued 12 July. Sunshine Building and Development has completed installation of storm
structures, piping and underdrain. Project is substantially complete awaiting final density reports and
As-built Plans. (9/20/04)
Central Winds Park Expansion Contract C - I"igation - Design is complete. Pump station installation
complete, Progress Energy power connection for pump station complete. Project was advertised for bid on
1 August with a bid opening date of 17 August. Recommendation for contract award presented to
Commission at the 20 September Commission Meeting. (9/20/04)
Central Winds Park Expansion Contract D - Grassing - Project was advertised for bid on 1 August with
a bid opening date scheduled for 7 September. Bid Opening was extended one week to 14 September
due to the hurricane. No bids were received. Researching why no bids were received and evaluating
on how to proceed. (9/20/04)
Moss Park Buffer Wall- Project is complete. (8/11/04)
POLICE
Public Safety Building Expansion - This $185,000 contract by Tim Williams Builders is complete with
punch list items remaining. (5/24/04)
