Jff/DEPT j% Authorization REQUEST: Public Works Department is advising the City Commission of the status of various Capital Improvement Projects PURPOSE: This agenda item is to update the Commission on the status of current Capital Improvement projects. CONSIDERA TION: TRAFFIC/I'RANSPORTATION IMPROVEMENT SR 434 Improvements (Village Walk) - The Notice to Proceed was issued August 8th. Project completion for the 270 day project is anticipated to be May 2005. The issue of the turn lanes at Moss Road and Hayes Road was discussed with FDOT on August 4. The first priority is approval of the mast arms location so they do not conflict with the planned decal lanes. All of the Landscape easements, with the exception of the Winter Springs Elementary School, have been received. The contractor has yet to provide a detailed construction schedule. Progress Energy has provided the preliminary design for burying the power. We have reviewed the plans and walked the site with Progress Energy representative for some proposed changes. We are still waiting for Progress Energy to provide a cost estimate and time line so the other utilities (phone, cable, county fiber) can price their work. Contractor began setting survey and control points on 9/27/04. Traffic control signs and barricades are an issue that is impacting FDOT projects statewide. PEC plans for the deceleration/turn lanes provided to the contractor at the October 19 progress meeting (10/25/04) Main Street / Hickory Grove Streetscape - Project is complete. (9/20/04) SR 434 Town Center Corridor Analysis - A stakeholders meeting was held on May 12th with consultants, property owners, and FDOT to review opportunities and alternatives available to redefine 434. Glatting Jackson will be consolidating the input into a recommended plan of action. (5/24/2004) SR 434/ Doran Drive Traffic Signal - This is a joint design project with CPH Engineers and PEe, Inc. the project involves installation of a traffic signal at Doran Drive and SR 434, with asphalt stamping similar to the intersection of Tuskawilla Road and Winter Springs Blvd, and adding an additional right turn out of the Town Center at Publix. The City Hall/Tuskawilla Trails median opening will be required October 25, 2004 Information Item 304 Page 2 to be changed to a directional only to get signalization at Doran Drive. On site test digs have been performed to determine location of mast arms for traffic signals. Permit applications have been approved by FDOT. Project was advertised for bid on August 15 with the bid opening on September 15. Two bids were received. Bids were rejected as they both came in higher than the amount budgeted. Decision was made to investigate piggybacking off the Seminole County Contract for the signal installation and investigate doing the same for the road construction. The stamped asphalt will be made an alternate bid. Considering adding only a colored brick paver crosswalk rather than stamped asphalt. FDOT approval being sought for the colored paver crosswalk. The right out turn lane in front of Publix in the Town Center will be constructed separate from the intersection improvements. (10/25/04) SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed issued March 2003 for 12 month construction period with a 6 month extension for the contlict with the trail bridge. Irrigation is complete and plant installation is 95% complete, awaiting completion of trail bridge. Work being performed by Public Works and Utility Department staff (4/26/04) SR 419/ Moss Road Turn Lane - The scope of this project includes the installation ofa west bound turn lane from SR 419 onto Moss Road with changes to the associated storm drains, roadway striping and lane widening. This project was bid with a bid closing date of30 June 2004. The JPA to take advantage of the FDOT cost sharing of $100,000 was brought before Commission for approval August 9 along with the recommendation for contract award. The signed JP A has been received by FDOT and has been forwarded for signature and funds to be transferred. Allstate Paving, Inc was selected as the lowest responsible bid. A pre-construction meeting was held on 15 September 2004. The Notice to Proceed with a start date of October 4 has been issued. The contract has a 120 completion date from issuance of the Notice to Proceed. Contractor set survey points week of Oct 1. Storm water structures scheduled for delivery the week of October 18. Physical work will commence with delivery of the storm structures. (10/25/04) Cross Seminole Trail North (Wade Street to Town Gardena Avenue) - Project was bid as of May 10th. Contract was approved by the County Commission on 10 August to Schuller Contractors, Inc of Orlando for $1,589,000.00. The proposed construction limit for the 3.5 miles of paved trail is from Gee Creek (500 feet east of Wade Street) to approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena Avenue. The portion of the trail in the middle of the Schrimsher property impacted by the eagles nest is not included in the project. Construction projected to begin in August 2004 with a 9 month construction period has been delayed due to administrative issues with FDEP. Project is expected to start construction mid- November. (10/25/04) Pedestrian Bridge - Cross Seminole Trail - Construction by the design/build team of Jones Bros./Mactec underway. Deck pour was completed as scheduled on 22 September. The $240,000 design/build contract was scheduled to be completed November 2004. Approval of the fence fabric and lighting was approved by the commission on 9 August. Painting of the bridge curbing and panels is being planned. Color changes required prior to October 22. Project completion date delayed due to storm related delivery and supply issues and design of the electrical. New estimated completion date is January or February 2005. (10/25/04) Cross Seminole Trail Connector (Wade Street to Wekiva Trail) - The Preliminary Design and Corridor Analysis was presented by the County and VHB. City Manager is working on garnering financial support October 25, 2004 Infonnation Item 304 Page 3 for the City preferred alignment north of the industrial park versus the County preferred alignment through the industrial park. The design of the 6.5 mile portion of the trial is approximately 90% complete according to the Seminole County project manager with scheduled completion in December 2004. The ROW acquisition is planned to be complete in January 2005 and construction estimated to start in February 2005. The estimated completion date is February 2006 (10/25/04) Fisher Road - Project is complete. Some of the modifications (adding rumble stones) to the turn radius have been completed with others still pending. Additional landscaping still ongoing. Landscaping work being performed by the Public Works Department (9/20/04) Central Winds Park Way - Final road design ongoing by CPH. Additional right of way has been requested from the Leerdam property. Sunshine Building has been asked to provide a cost estimate for completing the paving of the interior park road adjacent to the Cross Seminole Trail. The Parks and Recreation Department will no longer be able to use the portion of the trail to enter and exit the park leading to the soccer fields when construction begins. On site meeting held with Sunshine, CPR and Seminole County on 14 October. (10/25/04) Deceleration Lane Study - Final amended report adopted by the City Commission with the consolidated project priority lists on May 10th. Ordinance adopted 14 June 2004. (6/28/04) Winter Springs Boulevard Reconstruction - Proposal for phased pavement analysis and scope of repairs was approved on May 10th. Pavement analysis will begin in June. Geotechnical work completed early October to capture the rainy season ground water table information. Analysis of field findings is ongoing. (10/25/04) UTILITY SR 434 Water Main (Vistawilla Road to Spine Road) - Design is 90% complete. Waiting for Casscells to execute the required utility easement. Schrimsher easement is pending. (11/10/03) Utility / Public Works Compound - Design is 90% complete. Plan review process ongoing. Site development concerning wetlands mitigation ongoing. (10/25/04) Well #4 - Sunshine Building and Development is contractor for this $271,956 project. Test well #1 complete. Test well #2 complete. Staff and geotechnical consultant reviewing information from test well #1 and #2 to identify better production zones ongoing for recommendation of alternative site for best location of well. (9/20/04) Reclaimed Water Augmentation - Final report pending by CPH. (5/24/04) West Water Reclamation Facility Roof Replacement - This $41,787.00 project replaces the existing roof with a gabled truss shingle roof The contract was awarded to Ernest and Hutch Contracting with a Notice to Proceed issued for 8 June 2004. This 90-day construction project with a scheduled completion date of 6 September 2004 is complete. (9/20/04) October 25, 2004 Information Item 304 Page 4 PARKS and RECREA TlON Central Winds Park Expansion Expansion Contract A (Site work) - Clearing, grubbing and grading complete. (9/20/04) Central Winds Parkway Stormwater Piping - Bid award approved by the City Commission. Notice to Proceed issued 12 July. Sunshine Building and Development has completed installation of storm structures, piping and underdrain. Site is being surveyed to determine damage caused by hurricane and subsequent rains. Sunshine Building and Development will provide cost to re-grade site prior to beginning Contract D - Irrigation construction (10/25/04) Central Winds Park Expansion Contract C - Irrigation - Design is complete. Pump station installation complete, Progress Energy power connection for pump station complete. Project was advertised for bid on 1 August with a bid opening date of 17 August. Contract awarded to Water Systems Irrigation. Notice to proceed will be issued in late December or early January. (10/25/04) Central Winds Park Expansion Contract D - Grassing - Project was advertised for bid on 1 August with a bid opening date scheduled for 7 September. Bid Opening was extended one week to 14 September due to the hurricanes. No bids were received. Parks and Recreation Division is considering doing the grassing in house with grass vendor. (10/25/04) POLICE Public Safety Building Expansion - This $185,000 contract by Tim Williams Builders is complete with punch list items remaining. (5/24/04) COMMISSION ACTION:
