REQUEST:
The Community Development Department requests the City Commission hold a Public Hearing
for aesthetic review of the Barclay Woods town house units.
PURPOSE:
To ensure new town home development at the eastern gateway to our City conforms to the
City's Aesthetic Review Standards set forth in Ordinance No. 2003-43. Specifically, at its
October 25,2004, meeting, the City Commission voted to approve the aesthetic review of the
subdivision, but that the applicant bring architectural renderings of the SR 434 side of the 2
buildings that abut SR 434.
APPLICABLE LAW AND PUBLIC POLICY:
Ordinance 2003-43, Aesthetic Review Standards, City of Winter Springs (attached)
CHRONOLOGY:
Jan. 26, 2004 City Commission adopted Ordinance 2003-43, establishing minimum community
appearance and aesthetic review.
June 14,2004 City Commission voted to approve final engineering/site plan.
Oct. 25,2004 City Commission approved the aesthetic review of Barclay Woods, subject to
approval ofSR 434 side of the 2 buildings abutting that ROW.
CONSIDERATIONS:
The site work has been in progress and the builder submitted master plans for the buildings.
Building Division staff have provided detailed comments to the builder and awaits revisions. The
sanitary sewer has been completed and taps into both the force and water mains have been
scheduled for November 1. The engineer of record has recently proposed changes in the fire
protection system, which are currently being reviewed by staff.

At its regularly scheduled meeting of October 25,2004, the City Commission approved the
aesthetic review of Barclay Woods, subject to approval of the rear (SR 434 side) elevations of the
2 buildings that back up to SR 434. The applicant was directed to provide renderings of the rear
of these 2 buildings, first to the City Manager and, after his review and approval, to the City
Commission.
The attached rendering was reviewed by the City Manager. He requested that the applicant
modify the plans to depict how the buildings would look with rear porches, the proposed
landscaping, and the fence. No re-submittal had been provided by the time packets were due.
RECOMMENDATION:
Staff recommends that the City Commission determine whether or not the rear elevation of the 2
buildings abutting SR 434 (front faces the internal street) is acceptable. The plans should depict
what the buildings will look like with the porches, landscaping, and fence.

these 2 buildings, to make it look like the front of the building?"

PH 400 - Revised Architectural Renderings for Barclay Woods
The attached is a supplement to Public Hearing Number 400. In response to the City Manager's
review of the architectural renderings of the SR 434 side of the two rows of town home buildings
that abut the SR 434 right-of-way, the applicant has revised the drawings (received 11/04/04 at
approximately 5:00 PM). The rendering and plan depict the east side of the entrance road, with
the west side to be a mirror image of the east. The attached landscape plan is included to
demonstrate that a fence and landscaping will also be provided between the units and SR 434
(staff is reviewing this for consistency with the approved landscape plan).
