REQUEST:
The Community Development Department requests that the City Commission schedule a
workshop to discuss the application of the Seminole County land development regulations on
the existing telecommunications tower site on this particular parcel within the City of Winter
Springs.
PURPOSE:
At its regularly scheduled meeting of November 22, 2004, the City Commission voted 4-0 to
schedule a workshop for February to fully address the application of the county's land
development regulations within this parcel, which was annexed into the City, but retains its
county Future Land Use designation and county zoning. The Commission will reschedule a
public hearing to address the co-location on the existing tower and additional ground
equipment within the 100' x 100' lease site, after adequately reviewing the process for
applying the county regulations within the City.
CHRONOLOGY:
June 26, 2000 - Seminole County approved the special exception for a telecommunication tower at this
site.
August 26, 2004 - City received plans for the co-location
October 8, 2004 - City Attorney's office received information from Seminole County and provided
direction to planning staff about processing the special exception
November 4, 2004 - BOA recommended the special exception be approved
November 22, 2004 - City Commission voted to schedule a February 2005 workshop
STAFF RECOMMENDATION:
Staff recommends that the City Commission schedule a workshop to discuss the application of
the Seminole County land development regulations for co-location on this existing
telecommunication tower at this site within the City.

Presents To The City Commission A Request For A Special Exception To Allow An
Additional Telecommunications Co-Locator To Place Ground Equipment
(Associated With Co-Locating Additional Antennae On An Existing
Telecommunications Tower) Within A 100' X 100' Lease Site, Pursuant To Chapter
30 Of The Seminole County Code.
Mr. Richard Shirah, 109 Thompson Cove, St. Simons Island, Georgia: addressed the
City Commission on this Agenda Item.

Discussion.
Mayor Bush opened the "Public Input" portion of the Agenda Item.
Ms. Robin Germillion, 1570 Wescott Loop, Winter Springs, Florida: spoke on this
Tower being pleasing to the eye, and inquired as to how many additions there could be.
Further discussion.
Mayor Bush closed the "Public Input" portion of the Agenda Item.
"I WOULD LIKE TO MAKE THE MOTION THAT WE TABLE THIS
APPLICATION AT THIS TIME, WITH THE UNDERSTANDING THAT WE
WILL SCHEDULE A WORKSHOP, I THINK IT IS PROBABLY GOING TO
TAKE STAFF SOME TIME TO GET ALL THAT TOGETHER, SO I WOULD
LIKE SCHEDULE A WORKSHOP 'IN - FEBRUARY, TO REVIEW THE
COUNTY'S ZONING AND LAND USE LAWS, SPECIFICALLY AS THEY
PERTAIN TO THE PARCEL THAT THIS APPLICATION IS ON; AND AFTER
THAT TIME, THEN WE WILL RESCHEDULE THE PUBLIC HEARING."
