REQUEST: Council of Local Governments (CALNO) requesting the Commission to
consider approval of $17,059 from the law enforcement confiscation fund for the City's
share of construction of a new county-wide law enforcement driver training facility at
Geneva.
PURPOSE:
This agenda is needed to determine the Commission's willingness to participate in funding the
facility.
CONSIDERATIONS:
Law enforcement driver training is currently conducted at the Lake County and Volusia County
test driving facilities.
Sufficient time is not available at these facilities to handle the number of law enforcement
officers in Seminole County.
Grant funds are available to pay for 50% of the$500,000 estimated cost of construction of the
facility if the matching funds are committed by January 31, 2005.

The facility will be owned and operated by Seminole Community College
Winter Springs' share of the on-going operating cost of the facility is estimated to be $1,500 per
year.
FUNDING:
As shown on page "3" of the attachment the City's share of the matching funds would be
$17,059.
The source of funds for the City's share would be the law Enforcement Confiscation fund.
RECOMMENDATION:
Staff recommends that the City approve funding its $17,059 share of the cost of constructing the
facility on two conditions:
1. That a portion of time would be set aside for training of City employees operating
vehicles other than police.
2. That a portion of time be set aside for qualifying City employees for CDL licensing.

Introduction - The Vision
Guns, bombs, and chemical, biological, radiological, and nuclear weapons are no longer distant
dangers' existing elsewhere. They are now part of American daily discourse and a potential threat
to American lives.' The current world situation and the recent events within our borders have
caused our nation to re-examine our homeland security efforts and identify the challenges not
currently being met by conventional public safety training.
Se~inole Community College and Seminole County emergency respondent partners are
pro actively seeking avenues to increase local emergency training by implementing plans to re-
enforce our public safety defenses and preparations.
We have identified an immediate and critical need in Seminole County for:
· A comprehensive training complex that will serve all local, emergency first respondent
personnel. .
· Real world training and refresher training in an environment that is instructive and
challenging, yet safe.
· A driver training track for defensive and emergency vehicle operations.
· A training site for handling hazardous mateiials and explosive devices:
Documentation of Need
According to the Florida Department of Law Enforcement, there are more than 850 current
emergency officers annually in Seminole County who are required to undergo tactical refresher
training each year. ill addition, in order to meet the demand for new public safety/law
enforcement officers in our region and state, Seminole Community College trains approximately
200 new officers each year.
In less than 20 years, Serninole County will experience a 40 percent population growth. This
explosive growth means that the challenges for the legion of law enforcement, correctional
officers, fire, and emergency medial personnel charged with protecting our community will
continue to increase exponentially.
To ensure the protection of our citizens, there is ,a critical need for more comprehensive tactical
training and in-service skill building.

Presently, Seminole County law enforcement officers must travel to neighboring Orange,
V olusia, or Lake Counties for. access to tactical driving training. There is. no such facility in
Seminole County. Not only must Seminole County law enforcement officers leave the county
for this training, thereby detracting from their ability to respond quickly to emergencies that
might arise, but they are also afforded time on the neighboring tracks on a space-available basis,
after local officers from those counties are seIVed.
Proposal to Address the Problem
Seminole Community College proposes to address. Seminole County's current and projected .
public safety training needs in several phases. As the first step, Seminole Community College is
requesting $1 million to construct the driving track in order to 1;rain law enforcement personnel
.and students in emergency vehicle operations and defensive driving. This track wiUprovide a
real world, high quality, cost effective advanced and specialized training environment for law
enforcement, fIre service, correctional, and emergency medical service personnel throughout
Seminole County.
Benefits to the Community
Our community will benefit by gaining stronger Emergency Response Teams that:
· Understand physiological & psychological factors that impact their performance III
vehicle operation and control.
· Have mastered the basic components of defensive driving, emergency vehicle operation,
maintenance and inspection.
· Understand the various environmental concijtions that impact vehicle operation.
Our community will also benefit by having a locally available driving track dedicated to meeting
Seminole County needs, thus improving the flexibility of local agencies in scheduling their
itaining and s,aving on travel time.

Good News! It now appears likely that SCC will receive $1 million in state
PECO funds next year to construct the driving track in Geneva!
We believe that we will be able to secure an additional $1 million in state funding for the training
complex during fiscal year 2006-2007.
What will probably not be available is the $500,000 in PEC() monies needed to construct a
classroom building on the site.
If we can raise $250,000 in local donations, we can claim $250,000 in state matching funds and
build the building.
Following is a revised chart showing the county and municipal contributions that would be
needed to raise the remaining $250,000. SCC will contribute up-front planning and development
costs.
