REQUEST:
The Community Development Department- Planning Division requests the City Commission
hold a Public Hearing for the revised Parkstone PUD Master Plan (with the revised entry
location) and aesthetic review of the Landings at Parkstone townhome development.
PURPOSE: The purpose of this agenda item is twofold:
1- To recommend approval of the revised Parkstone PUD Master Plan showing the revised entry
location off of Parks tone Blvd.
2- To ensure that the new town home development conforms to the City's Aesthetic Review
Standards set forth in Ordinance No. 2003-43.

CHRONOLOGY:
Apr. 21, 1995- City received rezoning application package (RU to PUD) and master plan
Aug. 28, 1995- City approved master plan
Sept. 25,1995- City approved rezoning to PUD
Sept. 03, 1997- City approved master plan revision reducing Tract C from 13 to 2 acres and redesignating
tracts C & D from Flexible land use to Neighborhood Commercial & Professional Office
Jan, 26, 1998- City approved preliminary engineering and final subdivision plan
Nov. 23, 1998- City approved final engineering (except for 43 lots)
July 12, 1999- City approved final engineering for remaining 43 lots
Jan. 12,2004- City adopted of Ordinance No. 2003-35, the large scale comprehensive plan amendment
from Low Density Residential to High Density Residential

Jan. 26, 2004- City Commission adopted Ordinance 200343, establishing minimum community
appearance and aesthetic review.
Feb.13, 2004- City received PUD amendment package and associated engineering/subdivision documents
July 07,2004- P&Z Board recommended approval ofPUD master plan amendment and
engineering/subdivision plans
July 26,2004- City Commission held a Public Hearing and recommended approval of the Parkstone PUD
master plan amendment.
July 26, 2004- City Commission recommended approval of development agreement, preliminary and final
subdivision/engineering plans, and restrictive covenants.
CONSIDERATIONS:
The submittal requirements for aesthetic review are set forth in Section 9-605 and include the
following: (a) a site plan; (b) elevations illustrating all sides of structures facing public streets or
spaces; (c) illustrations of all walls, fences, and other accessory structures and the indication of
height and their associated materials; (d) elevation of proposed exterior permanent signs or other
constructed elements other than habitable space, if any; ( e) illustrations of materials, texture, and
colors to be used on all buildings, accessory structures, exterior signs; and (f) other architectural
and engineering data as may be required. The procedures for review and approval are set forth
in Section 9-603. The City Commission may approve, approve with conditions, or disapprove
the application only after consideration of whether the following criteria have been satisfied:
(1) The plans and specifications ofthe proposed project indicate that the setting, landscaping,
proportions, materials, colors, textures, scale, unity, balance, rhythm, contrast, and simplicity are
coordinated in a harmonious manner relevant to the particular proposal, surrounding area and
cultural character of the community.
The project is located within the SR 434 Overlay District. Three buildings with 4 units
each back up onto SR 434. An existing wrought iron fence with brick columns and
landscaping buffer units from SR 434 and the proposed Cross Seminole Trail. Just east of
this project and across the street is Heritage Park which also has wrought iron fencing with
brick columns and landscaping to buffer the units from SR 434.
The applicant has indicated that there will be no screen enclosures protruding from the
rear of the units.
Staff has recommended that the cabana and pool be flip-flopped (from what is shown on
the site plan) in order to create a nicer effect along SR 434 and privacy for the pool users.
(2) The plans for the proposed project are in harmony with any future development which has
been formally approved by the City within the surrounding area.
No other formal submittal has been received by the City for any future development within
this area. Parkstone is an existing development.
(3) The plans for the proposed project are not excessively similar or dissimilar to any other

building, structure or sign which is either fully constructed, permitted but not fully constructed,
or included on the same permit application, and facing upon the same or intersecting street within
five hundred (500) feet of the proposed site, with respect to one or more of the following features
of exterior design and appearance:
(A) Front or side elevations,
(B) Size and arrangement of elevation facing the street, including reverse arrangement,
(C) Other significant features of design such as, but not limited to: materials, roof line,
hardscape improvements, and height or design elements.
There are basically 4 unit types which can be flip-flopped to create 4 additional variations.
Building masses are composed of 4, 5, and 6 units. The various combinations of the eight
unit types into these buildings will create the diversity required under the aesthetic
ordinance. Each utilizes the same footprint to allow for this diversity.
(4) The plans for the proposed project are in harmony with, or significantly enhance, the
established character of other buildings, structures or signs in the surrounding area with respect
to architectural specifications and design features deemed significant based upon commonly
accepted architectural principles of the local community.
The massing of each building is designed to appear similar to a single family home with
variation in height and roof line and has attractive detailing on the front. Additionally, the
color of the stucco will vary somewhat within a range of neutral tones, similar to the colors
utilized within Parkstone.
(5) The proposed project is consistent and compatible with the intent and purpose of this Article,
the Comprehensive Plan for Winter Springs, design criteria adopted by the city (e.g. Towne
Center guidelines, SR 434 design specifications) and other applicable federal state or local laws.
The project is attractive and will be an asset to the community.
(6) The proposed project has incorporated significant architectural enhancements such as
concrete masonry units with stucco, marble, termite-resistant wood, wrought iron, brick, columns
and piers, porches, arches, fountains, planting areas, display windows, and other distinctive
design detailing and promoting the character of the community.
The project has incorporated certain features from this list into the subdivision.
FINDINGS:
1- Staff has reviewed the applicant's request for the revised PUD Master Plan and finds that the only
change is the location of the entryway off of Parkstone Blvd.
a- The change is consistent with the purpose and intent of the PUD district;
b- The concept, land uses, densities and phasing of the approved master plan have not been
altered; and
c- The change is consistent with all pertinent ordinances and regulations;

2- Staff has reviewed the applicant's request for aesthetic review and finds that the proposed
development including the variety of buildings, meets the intent of Ordinance 2003-43.
RECOMMENDATION:
1- Staff recommends approval of the revised Parkstone PUD Master Plan.
2- Staff recommends that the City Commission determine if the applicant meets the intent of the
aesthetic review ordinance (2003-43).

RE: Proposed plans for The Landings at Parkstone
Morrison is excited to introduce an affordable and unique blend oftownhome product to
the City of Winter Springs. The product offering is comprised of four unique floor plans
that offer the same versatility and style typically found in single family residences. In
these floor plans you will find spacious master suites with large walk in closets and
beautifully designed master baths, individual indoor laundry areas, and two-car garages
in each unit. No screen enclosures will be offered in this community, building colors will
"be one color palette per building and Morrison includes window blinds in all units to
maintain a consistency in appearance in the community.
The building unit combinations may vary based on market demand but provided are
several examples of buildings ranging in combination from 3 unit to 6 unit so that you
can see the flexibility and diversity of design that will be offered in this community. In
addition, this community will have a community pool and cabana bath that will be
located near State Road 434. During the asthetic review presentation to the City Council,
Morrison will display a large color rendering that shows how the rear elevation of one
four unit building looks from State Road 434 with the existing black wrought iron
perimeter fence as well as front and sides, We will also present photos of a similar
townhome building on which construction has recently been completed as well as photos
of a Cabana Bath and Gated Entrance which are standard offerings in this type of
community. All exteriors are stucco with banding as shown in the attached artists
renderings. Colors are limited to 3 color palettes which will also be displayed at the
Council meeting.
Morrison's goal is to provide quality homes not only to potential residents of the City of
Winter Springs, but also add to the quality of the community as a whole.
