REQUEST: The Public Works Department is advising the City Commission on current
progress of the Beautification .Division.
PURPOSE: This agenda item is to update the Commission on status of Beautification
projects and activities within the City of Winter Springs.
CONSIDERA TION:
BOARDS
Tuscawilla Lighting and Beautification District - Beautification improvements are continually
underway consisting of landscaping and lighting enhancements. Entrance lighting located at
Tuscora and SR 434 has been upgraded to low voltage lighting that requires less maintenance than
previous lighting. Tuscora completes the entrance lighting upgrade program for Tuscawilla. The
street lighting study with Progress Energy is underway to determine cost feasibility of installing
lighting along roadways on Northern Way, Shetland, Tuscora, Howell Creek, Deer Run, and
Seneca. Upgraded street signage is also being considered, bringing the estimated total capital
project cost to $350,000.00. The Advisory Board expects to bring this project to the Commission
in late 2005 for review. A matching state grant ($17,500.00) for the installation of tree canopy
along Winter Springs Boulevard has been awarded to Winter Springs. Construction shall begin
second quarter of 2005. The grounds maintenance contract for T.L.B.D. will be going out for
public bid in early 2005. The current annual grounds maintenance contract with P&L Lawn
Service was renewed on June 1 S\ 2004, with a current contract value of $ 101,626.20. Hurricane
storm damage cleanup was substantially complete in early November with plant and tree
replacement to restore the entrances and medians completed by mid 2005.
Oak Forest Wall and Beautification District - The landscaping and irrigation capital project
along the Oak Forest wall is going out for public bidding and should be presented to the
Commission for approval in February 2005. The Advisory Board is reviewing plans for the Lone
Taylor Memorial Garden to be installed at the first Winter Springs Boulevard median (from
Tuskawilla Road) in Oak Forest. Eastwood Tuff Turf, grounds maintenance contractor, is
performing to standard and communicating with staff The annual grounds maintenance contract

was renewed on May 1st, 2004, with a current contract value of $ 8,004.00. Hurricane storm
damage cleanup was substantially complete in early November.
Beautification of Winter Springs - The contractor installed Phase 1 of George Street landscaping
and irrigation improvements project is complete. Staff, in mid 2005, will be installing native
frrebush and crape myrtle in select areas on George Street. The Beautification Coordinator, City
Arborist, and The Beautification of Winter Springs Advisory Board are working on the
Community Grant Project; the completed package will be presented to the Commission for
approval in early 2005. Beautification currently has $ 15,000.00 (line code 4411-58000-30077)
earmarked for this project. The Advisory Board is currently organizing the next Arbor Day event
at the Town Center. Grants for the installation of bat houses are being researched in an effort to
promote natural mosquito control methods. Tree replacement in Rights-of-Way areas necessitated
by the hurricane damages will begin in early 2005 and continue for several years; as the
replacement budget allows. The Beautification Board will be prioritizing installation locations for
replacement trees throughout 2005.
FACILITIES
Our facilities consist of City Hall, Public Safety Building, Public Works Building, the Fire
Stations, the Water Plants, and the Reclaimed Water Plants. The appearance of our facilities
continues to be upgraded with minor landscape enhancements at each location. Eastwood Tuff
Turf, the grounds maintenance contractor, is performing to standard. The annual grounds
maintenance contract was renewed on February 1 st, 2004, and is currently valued at
$ 37,790.16 per year.
TUSKA WILLA ROAD
Additional tree canopy was installed in mid August 2004 consisting of Winged Elm, Live Oak,
and Sycamore trees. Eastwood Tuff Turf, the grounds maintenance contractor, is performing to
standard and communicating with staff The annual grounds maintenance contract was renewed
on May 1st, 2004, with a current contract value of$ 40,875.00 per year.
CITY RIGHTS OF WA ~ MEDIANS. AND PONDS
DawnaLee Corporation, grounds maintenance contractor, is performing to standard and
communicating on a weekly basis with staff The annual grounds maintenance contract, which
started September 1st, 2004, is currently valued at $ 105,216.75 per year.
SR 434 RIGHTS OF WA~ MEDIANS. AND PONDS
Plantings and sod installations were completed in August for the SR 434 medians between
Tuskawilla Road and SR 419. DawnaLee Corporation, the grounds maintenance contractor, is
performing to standard and communicating with staff The annual maintenance contract, which
started October 1 st, 2004, is currently valued at $ 85,260.00 per year.

TOWN CENTER DISTRICT
The Town Center District currently consists of Market Square, Magnolia Square, and Blumberg
Boulevard; including rights-of-way areas in the vicinity. Fountain maintenance of the Market and
Magnolia Square fountains is now being performed by Staff as of December 1, 2004 due to quality
of service issues. Various pole mounted banner designs are being reviewed for the Town Center
District seasonal street banner program with banner rotation of up to three times per year.
Markham Woods Landscaping, grounds maintenance contractor, is performing to standard. The
annual grounds maintenance contract, which started October 1st, 2004, is currently valued at $
12,868.00 per year.
PROJECTS
SR 434 Beautification Project (Grant) - Funding amount $ 214,079.03 with installation by the
Public Works and Utility Departments. Installation of irrigation 98% complete, landscaping 90%
complete, with hurricane related replacement plants and the area directly around the Seminole
County Bridge remaining. Project deadline has been extended due to the Seminole County Bridge
Project and hurricane damages until April 13, 2005.
Forestry Grant: The City of Winter Springs has been awarded (2) grants: one for the hiring of a
tree worker ($ 32,000.00), and one for tree installations along Winter Springs Boulevard
($ 17,500.00). The grants are a 50% match and must be completed by September 2005.
Holiday Tree Lighting: The tree lighting held on November 20, 2004 was a success. A 30'
Southern Red Cedar tree was installed in the Market Square median for the event. Future plans are
to relocate the tree to a permanent home in Magnolia Park when the project is complete.
Street Lighting Upgrade Projects: The following areas are either in process or being considered
for future decorative street lighting upgrades. Many are a direct replacement for current baseline
Progress Energy owned and maintained roadway poles and light fixtures. The City currently
allows a monthly amount of$ 10.32 (baseline cost) per streetlight toward upgraded costs.
