REQUEST: Public Works Department Requesting Authorization to accept the proposed
change order for the regrading of the Central Winds Park Expansion
property.
PURPOSE: The purpose of this Board item is to request Authorization to approve the
proposed changed order to the Central Winds Park Expansion Stormwater Piping
Contract to regrade the Central Winds Park Expansion site damaged by the
hurricanes at a cost of$35,640.00 plus a 10% contingency.
CONSIDERA TIONS:
This change order is required to re-grade the entire park expansion site due to
storm damage from the three hurricanes. The regrading is required prior to the installation
of the park expansion irrigation and sodding. There are numerous areas across the site
that has wash outs and rutting caused by the run off of the rain received during the
hurricanes. The retention/detention pond slopes have washed out and the banks eroded.
The soil washed into the ponds must be dug out and the slopes repaired.
The site grading was performed under the Central Winds Park Expansion Contract
A - Clearing Grubbing and Grading. The grading was accepted and the project was
complete. The current contractor, Sunshine Building and Development Corporation, is
performing the installation of the stormwater piping and is capable of regrading the site
and has presented a proposal for time and materials to complete the work in an estimated
two weeks.
The scope of work includes excavating any soil washed in the agricultural drainage
ditch on the western edge of the property, repairing washouts along the slope, excavating
all retention/detention ponds to proper depth, repair washouts along the banks and

regrading the slopes; grading all ball fields to proper slope; re-grading drainage swales and
slopes to original grade.
Staff is pursuing reimbursement from FEMA for these damages. Although FEMA
does not reimburse for damages for construction in progress, we are taking the position
that the original regrading contract was completed prior to the hurricanes.
FUNDING:
The funding for the Central Winds Parkway stormwater piping project is from the
Road Improvement Fund - (115-65000-30018). The original contract amount for the
stormwater piping was $254,716.35 plus 10% contingency. To date, two change orders
have been executed for $23,795.00 bringing the current total amount of the contract to
$278,511.35. Authorization to accept the proposed change order will bring the total
contract amount to $314,151.35. A transfer from the Road Improvement Fund balance of
$40,000 in the current budget is needed to fund the improvements.
RECOMMENDATION:
It is recommended that authorization be given to approve the proposed
change order for $35,640.00 plus 10% contingency to regrade the park expansion
area and transfer $40,000 from the Road Improvement Fund balance to the 115-
65000-30018 project line code.
IMPLEMENTATION SCHEDULE:
The scope of work will be completed within 30 days of approval. The irrigation
contract previously authorized by the Commission will be started in mid January and the
sod contract under consideration would begin in February. The park expansion should be
complete by April 1, 2005.
