Dear Resident:
Your health and safety is the top priority of the Winter Springs Water and Sewer Department. To ensure your
health and safety, the Winter Springs Water and Sewer Utility is operated in conformance with all applicable
State, Federal, and Industry Standards that are designed to ensure safe and efficient operations of your City's
water and sewer systems. As a result, your water and sewer utility is in top condition, providing potable water
and sewer services that meets all applicable standards.
. Recently, your received a letter from Esterson Construction Company. Esterson Construction Company is the
construction company under contract with the City to construct water, sewer, roads, and storm drainage for the
Town Center. During the life of the project, Esterson and the City have had a number of ongoing disputes
regarding the Contractor's performance, and several hundred thousand dollars in contractor claims to which
the City does not agree the Contr~ctor is entitled. This letter was warning you of an alleged health hazard
related to that portion of the City Water and Sewer Utility serving your area. This hazard, as alleged by the
Contractor, results from the relative proximity of water and sewer lines serving your area. The City staff has
reviewed this matter in conjunction with the Florida Department of Environmental Protection.
Although the review is ongoing, neither the City nor State believes that the issue raised by the
Contractor in any way represents a danger to the public health and safety of our resident's.
The water and sewer lines\ in question were installed in 1996 to serve St. John's Landing and Tuskawilla
Trace. The plans and specifications approved for the project reflected the standard ten (10) foot separation
between water and sewer lines. During the reconstruction of Tuskawilla Road it was discovered that a short
section of the piping was less than 10 feet in separation as provided for in the plans, specification and
guidelines established by the Florida Department of Environmental Protection. The as-built construction
drawing completed at the end of the project and certified by the developer's engineer represented that the lines
were constructed in accordance with plans and specifications. Therefore, it is not clear if the pipes were
installed improperly, settled after construction, or were impacted by the reconstruction of Tuskawilla Road.
Once the State completes its evaluation a decision will be made relative to the need to reinstall the piping to
regain the full ten (10) foot separation.
If the City, our Utility Consultants, State, or Federal Officials determine that any health concerns exist, you
will be advised. In the unlikelihood that a need is determined to reinstall the piping, that work will be
undertaken as required.
