REQUEST: The Parks and Recreation Department requesting the City Commission
approval for staff to bring back a Short-Term Property Lease Agreement
With the L.D. Plante Family and also to consider during this FY03/04 budget process
a request for $ 15,000 to construct a Temporary Paw Park on the Plante Property.
PURPOSE: To obtain Commission approval to bring back a Short-Term Property Lease
Agreement from L.D. Plante for a Temporary Paw Park and to consider during the
FY03/04 budget process a request for $ 15,000 to construct a Temporary Paw Park
on said property.
CONSIDERATION:
. At the Tuesday, April 2, 2002, special meeting of the City Commission Resolution 2002-
16 which established the creation of the Paw Park Committee was approved.
. The Paw Park Advisory Committee presents its report and recommendation to the City
Commission at a workshop on January 27,2003. The commission consensus was for the
committee to continue their work regarding temporary alternate sites and come back with
costs and also look at raising funds to defer costs.
. The Paw Park Advisory Committee discussed temporary alternate sites, costs for a
temporary facility and raising funds to defer costs at 2 meetings and support this request.
. The Plante Family is receptive to a Short-Term Property Lease Agreement at a cost of $
200.00 per month.
. The Paw Park Advisory Committee and Friends of Leash Optional Parks decided not to
have a Fund Raising Event at Central Winds Park in June because ofthe hot weather and
location. They prefer to conduct several events at the actual location of the Temporary
Paw Park. This item was pulled from the 3/24/03 agenda.

RECOMMENDATION:
Approval of the request to bring back a Short-Term Property Lease Agreement with the L.D.
Plante Family and also to consider during the FY03/04 budget process a request for $ 15,000 to
construct a Temporary Paw Park at the L.D. Plante Property.

Dog Park Fund Raising Proposal
For the City of Winter Springs
Proposed by: Friends of Leash Optional Parks
Date: March 2th, 2003
The members of the organization "Friends of Leash Optional Parks" wish to support the
installation of an off leash dog park in the City of Winter Springs Florida. "Friends of Leash
Optional Parks" proposes to support this effort by methods of fund raising that include, but are not
limited to the following:
. Holding periodic fund raising events throughout each year.
. Continually selling items where the profit goes to the dog park fund.
. Soliciting large organizations that support animal related non-profit organizations.
The following information and estimates are based on the fund raising that was accomplished by
the Sanford not for profit group "Friends of our Paw Park". This organization continues to raise
funds for the Sanford Paw Park where all the profits go into a special fund established by the City
of Sanford.
"Friends of our Paw Park" was established as a committee early on, to raise funds for the park.
The City of Sanford established a special account in their finance department, so they could
collect the donations. The City is non-profit, so any monies received must go into the City fund.
The City controls this account, and has the final say for any purchases for the Paw Park, and
must go through the City's purchasing process. Whenever an event is held, the City must be
named as co-sponsor, so any money can be collected legally. This also allows the City to waive
costs associated with rental of a City park, (Insurance, Fire/Police Protection, etc.). "Friends of
our Paw Park" also assists the City with the many questions that are raised in the everyday
operation of the park. The group continues to work with the Parks Dept. to solve problems and
discuss future enhancements for the park.
Sanford receives donations throughout the year from people who support the Paw Park.
Pamphlets can be found in the park with instructions on how to donate. Sanford also sells T-
shirts and hats displaying the Sanford Paw Park Logo at local pet supply shops. People who
donate significant amounts are recognized on a plaque that is displayed in the park. "Friends of
the Paw Park" has raised over $16,500 since the park's inception. Raising $10,000 the first year
by holding four events. Due to the park's overwhelming popularity and the City's increased
budgeting for the facility (which provided the installation of lighting), "Friends of the Paw Park"
now only host two events a year, the park's birthday party in May, and the doggie dress up at
Halloween.
We the members of "Friends of Leash Optional Parks" propose to emulate the efforts and
methods that have been so successfully implemented by "Friends of the Paw Park" in Sanford.
The proposed park in Winter Springs could increase the fund raising potential because of its
unique features and location. Features such as a training area and ample parking can support
various organizations such as obedience, agility and rescue groups, which will generate an on
going source of revenue. At least four rescue groups and two trainers are currently interested in
this facility. This location can also serve to educate and entertain the public as it can be used for
various shows such as agility, Frisbee, and ground game competitions, as well as specialty breed
and small show and go exhibitions.
These are only a few of the potential fund raising opportunities that can be provided should this
park come to fruition. "Friend of Leash Optional Parks" with the cooperation of the City of Winter
Springs looks forward to exploring these and other opportunities for this much needed park.
