REQUEST: Public Works Department is advising the City Commission of the status of
various Capital Improvement Projects
PURPOSE: This agenda item is to update the Commission on the status of current Capital
Improvement projects.
CONSIDERATION:
TRAFFICITRANSPORTATION IMPROVEMENT
SR 434 Improvements (Village Walk)- Final design is complete and copies of the 100% plans have
been received. The County is waiting for FDOT to execute the LAP (funding) agreement and will
proceed to bid when received. This expected to occur within two weeks. The County is receiving
proposals for construction administration on August 6, 2003. The $3.8 million dollar project
includes medians, landscaping, signalization upgrades, decorative stamped asphalt at the
intersections, milling and resurfacing. Additional landscaping will be provided along the corridor
where adjacent property owners provide landscape easements. To date we have received 8
easements. The project is scheduled to be bid in September 2003 with construction commencing in
January 2004. Project completion is expected to be at the end of2004. (8/11/03)
Tuskawilla Road / SR 434 Traffic Signal- Construction proceeding. Foundations set. Ship date
for mast arms 8/8. Estimated Completion September 15, 2003. (8/11/03)
Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and
landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center.
Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contractor installing
irrigation and electrical conduits. Underground piping for the Market Square parcel fountain is
complete. Projected completion is January 2004. (8/11/03)
SR 434/ Wagner's Curve Traffic Signal- Foundations installed. Mast arms to be installed by 8/8.

SR 419/ Edgemon Traffic Signal - Seminole County to administer per LAP Agreement due to
FDOT funding up to $211,000 for the signalization and turn lane improvements. County issued
work order to Chinchor Electric in March for the signals. Awaiting FDOT approval mast arm shop
drawings. Turn lane construction authorized by the County under separate contract. Turn lane
construction will commence after the mast arms are installed. Projected construction completion
October 2003. (8/11/03)
SR 434/ Doran Drive Traffic Signal - FDOT conditional approval of the signal warrant analysis
has been received. Design underway. The amount of additional right of way needed for the right
turn lane is being determined. The City Hall/Tuskawilla Trails median opening will be required to
be changed to a directional only to get signalization at Doran Drive. A public meeting discussing
these improvements is projected for October. Projected signal installation is August 2004.

SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to Proceed
issued March 2003 for 12 month construction period. Irrigation and plant installation underway 5%
complete. Conflicts with trial bridge being addressed. Work being performed by Public Works and
Utility Department staff. (8/11/03)
SR 419/ Moss Road Turn Lane - Design complete by PEC. Awaiting FDOT permit. Bid Date
September 15, 2003. Construction commence November. Construction completion projected

Cross Seminole Trail- Design complete by Inwood Consulting. I:inal approval from FDEP. The
proposed construction limits for the paved trail are from Wade Street to approximately 500 east of
Magnolia Park and from the SR 434 trail bridge to Gardena. The unpaved portion of the trail and
paved portion in the middle ofthe Schrimsher property impacted by the eagle are not included in the

Pedestrian Bridge - Cross Seminole Trail - Construction by the designlbuild team of Jones
Bros./Mactec began the week of 6/16. Proposal for upgrades to the fencing and lighting should be
received by 8/15. Importing of fill and stabilization will occur during August. Foundation work to
begin October 1,2003. The designlbuild contract is 18 months. (8/11/03)
Fisher Road - Bids to be opened on 8/6/2003. Bid award should be on the 8/25 City Commission
agenda. (8/11/03)
Central Winds Park Boulevard - Preliminary design ongoing by CPH in conjunction with Michael
Design Associates. Road configuration is being coordinated with park expansion grading plan.
Additional right of way is being requested from Leerdam property. Projected construction start date
is early 2004. (4/14/03)
Deceleration Lane Study - Study underway. Estimated completion date IS October 2003.

Winter Springs Boulevard Reconstruction - Reviewed project scope with consultant. PEe to
provide proposal for phased pavement analysis and scope of repairs required. (8/11/03)
UTILITY
East Water Reclamation Facility Filters - Project complete. Punch list items remain. (8/11/03)
SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. City Attorney
reviewing easement proposed by Casscells. Schrimsher easement is pending. (4/14/03)
Utility / Public Works Compound Force Main - Bid awarded on 7/14 to Prime Construction
Group. Notice to Proceed pending. (8/11/03)
Utility / Public Works Compound - Final review of conceptual site plan and building layouts based
on Needs and Space Analysis pending. Preliminary cost estimate at $2.8 million. Conceptual plan
to be finalized by September 15. (8/11/03)
Well #4 - Consumptive Use Permit received. Final changes to construction plans being made. Bid
projected for 8/24. The new proposed well location is adjacent to Northern Way in Trotwood Park.

Reclaimed Water Augmentation - CPR revising report to reflect new consumption data provided

PARKS and RECREATION
Torcaso Park Expansion - Project complete. Punch list items complete with the exception of lien
releases. Contractor having problems getting final lien releases from subcontractors to the
subcontractors. (8/11/03)
Central Winds Park Expansion - Notice to Proceed issued on May 19th for clearing, grubbing and
grading. Landscape and irrigation design is 75% complete. Construction progress to date is behind
schedule. (8/11/03)
