REQUEST:
The Community Development Department recommends approval of the proposed
architectural renderings for buildings 1 and 6 at the Tuskawilla Office Park and to allow
heat pumps and or other similar units on the sides of building 1, subject to the Dover
Kohl & Partners comments.
PURPOSE:
The purpose of this agenda item is to consider and approve the proposed architectural
renderings for buildings 1 and 6 and to allow heat pumps and/or other similar devices
along the sides of building 1, subject to the Dover Kohl & Partners comments.

CHRONOLOGY:
February 11, 2002 - City Commission approves final engineering/site plan and
development agreement for Tuskawilla Office Park (including
typical architectural renderings for one and two story buildings).
FINDINGS:
1. Staff believes the proposed renderings are more aesthetically appealing that the
typical renderings approved on the final engineering plans.
2. Given the location of building I in relation to the small park or plaza, just west of
buildings 1-3, locating the heat pumps on the sides of buildings 1-3 appears
logical, subject to adequate screening from Tuskawilla Road.

3. James Dougherty, of Dover Kohl and Partners, the City's Town Center
consultant, has reviewed the architectural renderings and although finding them
generally consistent with the Town Center Code's, provided comments for minor
modifications. Dover Kohl had no comments on Building 6.
STAFF RECOMMENDATION:
Building No.1: Staff recommends approval of the proposed renderings and of
locating the heat pumps or similar units on the sides of the building, subject to Dover Kohl
& Partners comments.
Staff would process the building permit applications and the applicant could commence
vertical construction (once the plans are approved and the wall and other related site
improvement requirements are completed), but the applicant would be fully responsible to
diligendy pursue the plan modifications and implement and complete them by the time the
certificate of occupancy is requested.
Building No.6:
Staff recommends approval of the proposed renderings.

Below are comments regarding the new elevations for the Tuskawilla Office Park.
Regarding the general character of the architecture:
The more formal and eclectic style of these' new elevations should fit in with the urban
character of the Town Center. The elevations appear to be a somewhat eclectic mix of
styles, including the medallion ornaments, vertical tower elements and grand central
entries of French Provincial, the cornice brackets and low sloping roofs of ltalianate, and
the arched colonnades and wrought iron balconies of Spanish Mediterranean
architecture. The architecture appears to be generally compliant with the requirements
of the Town Center District Code's architectural guidelines. The attached page contains
comments/suggestions regarding some of the elements of the design.
Regarding the location of heat pumps:
It should be appropriate to allow the heat pumps to be located on the sides of these
buildings instead of the rear, as both the fronts and backs of these buildings are visible
from public spaces. The heat pumps should ideally be concealed from view with
landscaping or housings/garden walls in keeping with the materials and architectural
character of the principal buildings.
All windows should be sub-
divided so .that the lights arc
vertically oriented (taller than
they are wide).
This central element would be architecturally
stronger without an awning in this location. (To
provide rain protection, a recessed doorway or a
curved awning directly over the door would be
more in keeping with the style of the building).

These faux balconies appear to cover the bottoms
of the windows behind them. This could be
resolved by projecting the balconies a bit further
so they are uscablc and using operable doors
instead of windows, or by using another form of
ornamentation for the an:a below [he windows
such as inset panels with medallions.
