REQUEST: Police Department requesting Commission approval and acceptance of a
donation from Tuscawilla Home Owners Association in the amount of $5,000 to purchase
a full service canine and ballistic vest.
PURPOSE: This agenda item is needed to acquire Commission approval of the above
mentioned donation.
CONSIDERATIONS: The Tuscawilla Home Owners Association is requesting to
make a donation to the Winter Springs Police Department in the amount of $5,000 to
purchase a full service canine and ballistic vest. With the implementation of a canine it
will enhance officer safety, promote community safety through awareness of the
additional services that we will be able to provide them. These are some of the services
that a canine unit will provide;
. Missing person searches
. Suspect searches
. Evidence collection
. Building searches
. Detecting narcotics
. Crowd regulation at large events
These services are currently only available to us by other agencies, providing they are not
busy on other commitments to parent agencies. By implementing our own canine program
the response times to our citizens and community for this service will not only be reduced
dramatically, but will be available to us when needed. We will also be able to provide
reciprocal service to other agencies. Currently, with our assigned vehicle program all
officers have assigned vehicles and we would be able to assign the handler to an existing
vehicle causing no impact on Department budget.

Dr. Jerry Eans of Winter Springs Veterinarian Clinic has offered to provide veterinarian
services at no charge to the City. The only charges would be for any medications or
vaccination required for the canine. Dr. Eans has offered that in the event the canine
becomes injured in anyway, that he would be on call for services in the event of
emergencies. He also would provide first responder training for the handler in the event
of injury during a tour of duty at no charge.
The Police Department will provide the training of canine and handler with current
funds available in the Police Education Trust fund. The additional funds required for this
new program for supplies and equipment would be taken from the Law Enforcement
Trust Fund with no impact on current budget.
Federal and State law requires that this agreement must be authorized by the Commission
of the City during one of its regularly scheduled meetings.
FUNDING: There will be no funding required for canine and vest, training and
associated equipment will come from existing trust funds.
RECOMMENDATION: Approve the donation from Tuscawilla Home Owner
Association for Police canine and ballistic vest in the amount of $5,000.00.
IMPLEMENTATION SCHEDULE:
Immediately upon approval by Commission.

· Yearly Vet medication and shots.
