The City Clerk respectfully requests that the remainder of Appointments be made
to the 2004 City of Winter Springs Districting Commission.
PURPOSE:
The purpose of this Agenda Item is to request that the Mayor and Members of the
City Commission make the remaining Appointments to the seven (7) member
Districting Commission prior to February 1, 2004, pursuant to the Charter of the
. City of Winter Springs.
CONSIDERATIONS:
Charter, Section 4.02. (b) - Districting commISSIon. "By the first day of
February, 1991, the first day of February, 1992, and every three (3) years
thereafter, the city commission shall appoint seven (7) city electors determined
from the registration of the last regular election, one (1) to be appointed by each
commissioner from his/her respective district, and two (2) appointed by the mayor
from the city at large, who shall comprise the districting commission. Electors
chosen shall not be employed by the city in any other capacity."
The last Districting Commission met in 2001.

By Code, the Districting Commission should be in place by February 1, 2004 -
therefore, if all of the seven (7) requested Appointments are not made by this
Meeting, then the remaining Appointments will need to be placed on the January
26, 2004 City Commission Agenda as an Agenda Item.
FUNDING:
$500.00 has been funded for Meetings related to the Districting Commission.
RECOMMENDA TION:
At the December 8, 2003 Regular Meeting of the City Commission,
Commissioner Edward Martinez, Jr. nominated Mr. Byron Giltz and
Commissioner Sally McGinnis nominated Mr. George Columbo. Both
appointments were ratified by the City Commission. The applicable Advisory
Board/Committee application has been sent to the new appointees.
At this time, Mayor John F. Bush is requested to make two (2) Appointments
"From the city at large".
The following City Commissioners are requested to make one (1) Appointment
each "From his/her respective district":
Commissioner Robert S. Miller
Commissioner Michael S. Blake
Commissioner David W. McLeod
COMMISSION ACTION:
