REQUEST: Inform Commission of Control Measures and Methods Utilized by the Public Works
Department in City's 2003 Mosquito Control Program.
PURPOSE: The purpose of this Board item is to inform and advise the Commission of additional mosquito
control measures and action by the Public Works Department this past year.
CONSIDERATIONS:
The City Commission approved an increase in the stormwater fee in 2002 some of which was for
a more comprehensive mosquito control program. This agenda item is an attempt to advise the
Commission as to the improvements that were implemented in 2003.
The West Nile Virus in Florida and the media attention has created the need for additional control
measures and more proactive approach in our Mosquito Control Program. The Florida Department of
Agricultural And Consumer Services - Division of Agricultural Environmental Services - Bureau of
Entomology and Pest Control allows for several methods of monitoring that trigger the need for control
measures. The methods consist of trap counts, complaint calls, and landing counts. Trapping consists of
baiting the mosquitoes with carbon dioxide, trapping and counting, complaints calls logged and counted
and landing counts which require human bait and counting mosquitoes landing on the skin for specific
period of time. Given the possibility in transmission of West Nile Virus to an employee, the landing
count method of monitoring is not desirable.
The State recommended during an annual inspection of the City program, a modification to our
complaint call trigger. The recommendation was to monitor the location of the calls by street, in a zone
and proximity to other zones and do area and street specific treatment in multiple zones, thus

concentrating the treatment to the areas of adult mosquito activity. The Public Works Department used
this modified call log trigger in FY2002 and FY2003.
To further advance the methodology of the City mosquito control program we have begun to
compile data on the effectiveness of our control measures. Prior to FY2002 Seminole County had no
mosquito control program which affected our program, as mosquitoes travel in search of blood meal.
Since the spread of WNV to Seminole County, the County has become active in the reduction of
mosquitoes and they are working with the municipalities in this effort. Seminole County started with the
call trigger method and found it, as we did, to be non-specific and too costly and went to the trap and
count method in FY2003.
The Public Works Department piggybacked off of the County's contract with Clarke Mosquito
Control to place traps within the city to compile data that will aid us in developing more effective and
productive control program. We have placed traps in two locations in the City, one in the west, at Water
Treatment Plant #2 off of Sheoah Boulevard and one in the east, at Water Treatment Plant #1 off of
Northern Way. Traps were placed on August 11, 2003 with collection and identification of mosquitoes
done every week until November 30, 2003. Counts for December, January, and February and March will
be done once a month with weekly collection resuming April 1, 2004. The selection of trap locations is
based on geographical area, proximity to wetlands, and complaint call history. The trapping data in
conjunction with the call log will allow us to monitor the number of mosquitoes and complaints, before
and after treatment, travel patterns of predominate species collected, and reduction in population using
larvacide and adulticide.
In Fiscal Year 02/03 Public works expended $14, 028.02 on chemicals, and $4,160.00 on
surveillance for a total of $18,188.02. For Fiscal Year 03/04, $4788.00 has been expended on chemical
and $10,240.00 will be spent on surveillance. The estimated total expenditure for FY 03/04 is anticipated
at $26,000 with the remaining $12,000 for a one time aerial spraying of City with Seminole County if
required.
FUNDING:
The current budget is $38,000 in the Stormwater Utility Management Fund. No additional
funding is needed at this time.
