Authorization
REQUEST: Public Works Department is advising the City Commission on current
progress of the new Urban Beautification Division.
PURPOSE: This agenda item is to update the Commission on the status of Urban
Beautification projects and activities.
CONSIDERATION:
BOARDS
Tttscawilla Lighting and Beautification District — The minor entry capital project at Dyson
Drive, Howell Creek Road, and Deer Run Drive are 95% complete except for sign lighting. A
program of landscape replacement on Winter Springs Boulevard medians and entrances is in
progress to maintain the quality of landscaping in the district. The power source for lighting
Seneca entry signs was recently separated from Chestnut Estates Homeowners Association and
power is now being billed separately to the district. Lighting upgrades are being installed at all
entrances converting lights from high voltage to low voltage power. This results in higher quality,
better appearance, and a significant maintenance cost savings. A study is currently underway with
Progress Energy to determine cost feasibility of installing globe lighting along roadways on
Northern Way, Shetland, Tuscora, Howell Creek, Deer Run, and Seneca. This project will mirror
the type of lighting currently on Winter Springs Boulevard. P&L Lawn Maintenance, the grounds
maintenance contractor, is performing to standard and communicating well with staff. The annual
grounds maintenance contract, which began June lst, 2003, is valued at $ 100,620.00.
Oak Forest Wall and Beautification District — The capital project involving landscaping and
irrigation installation is completed on Winter Springs Boulevard medians. Additional landscaping
and irrigation installations to the wall are being discussed and projected costs determined.
Lighting upgrades to all Oak Forest entrances on Tuskawilla Road are being discussed. Many
drake elm trees along the wall toward the north will be transplanted due to shade and location
issues. Irrigation systems for Oak Forest have been turned over to the grounds maintenance
contractor as of October V% 2003. Eastwood Tuff Turf, the grounds maintenance contractor, is
performing to standard and communicating with staff. The annual grounds maintenance contract,
which began May 1st, 2003, is valued at $ 6,900.00.

Beautification of Winter Springs — The City Hall landscaping project is 75% complete with native
installations in front beds as well as plant replacement in rear beds remaining. George Street
landscaping upgrades are being discussed in concert with plans for additional parking for
residents. The Board is currently working on an updated long term master plan for landscape
revitalization projects in the City. The original master plan was initiated in 1992.
FA CILITIES
City Hall — Sod is being replaced due to crabgrass infestations.
Police Department Bldg. — Plants have been installed into bed areas in front of the building
Irrigation systems at many facilities will be maintained by the grounds maintenance contractor as
of February 1", 2004. Eastwood Tuff Turf, the grounds maintenance contractor for facilities, is
performing to standard and communicating with staff. The annual grounds maintenance contract
for facilities, which began February ls`, 2003, is valued at $ 37,416.00.
TUSKA WILLA ROAD
Pear trees that continue to perish due to installation issues and climatic incompatibility are being
replaced with Magnolia trees on the roadway medians. Landscaping adjustments were made in
December 2003 per request to help resolve a reported sight distance problem for the Arbor Glen
Community. Automobile accidents on Tuskawilla Road claim approximately (1) tree per month
on roadway medians. Irrigation systems on Tuskawilla Road will be maintained by the grounds
maintenance contractor as of February I'`, 2004. Eastwood Tuff Turf, the grounds maintenance
contractor for Tuskawilla Road, is performing to standard and communicating with staff. The
annual grounds maintenance contract, which began May 1", 2003, is valued at $ 37,500.00.
CITY RIGHTS OF WAY, MEDIANS, AND PONDS
Landscape replacement project for many west area City.medians completed by Dawnalee in June
2003. Drought tolerant and native landscaping recently installed to beautify Hayes Road along the
right of way near Pearl Road. In addition, low maintenance crape myrtle trees were installed on
Pearl Road medians to beautify the area. Dawnalee Corporation, the grounds maintenance
contractor, is performing to standard and communicating well with staff. The annual grounds
maintenance contract, which began August ls`, 2003, is valued at $ 104,175.00.

SR 434 RIGHTS OF WAY, MEDIANS, AND PONDS
Automobile accidents continue to claim trees on State Road 434 medians at approximately (2)
trees per month. Previous grounds maintenance contractors, American Services and Ashton
Landscaping, were deficient in performance of services according to contract specifications and
were subsequently terminated. Dora Landscaping was then contracted for services and is our
current maintenance contractor. The grounds maintenance contractor is performing to standard
and communicating very well with staff. The annual grounds maintenance contract, which began
October 1", 2003, is valued at $ 72,000.00.
PROJECTS
SR 434 Beautification Project (Grant) — Funding amount $214,079.03 with installation by the
Public Works and Utility Departments. Installation of irrigation 98% complete, landscaping 75%
complete. Project deadline - July 29, 2004 - pending Seminole County Bridge completion.
MISCELLANEOUS
Reporting — Weekly progress reports detailing the quality and compliance of services rendered
from contractors are generated by staff.
Tree City U.S.A. — Application has been made in cooperation with the City Forester to remain
active in this organization and maintain nationally recognized status.
Florida Nursery and Landscape Association — Membership has been approved for the City of
Winter Springs in this organization which will greatly benefit the beautification efforts currently in
progress including the Town Center.
