REQUEST: Utility/Public Works Department Requesting Authorization for
Architectural/Engineering Design Services with Starmer Ranaldi Planning
and Architecture Inc. for the Utility/Public Works Compound on Old
Sanford/Oviedo Road at a cost of $161,000.
PURPOSE: The purpose of this Board item is to receive approval for A/E services for the
design of the new Utility/Public Works Compound on Old Sanford/Oviedo Road.
CONSIDERATIONS:
This agenda item is needed to provide professional design services for the
Utility/Public Works Compound on Old Sanford/Oviedo Road. The project includes the
disciplines of architecture, civil engineering, structural engineering, mechanical
engineering, and electrical engineering. SRI was previously approved by the City
Commission for general architectural services in response to RFP-008-99-KL on March
22, 1999. They have completed a concept plan of the proposed compound a summary of
which is attached.
The proposal for design services includes the site work and facilities for the
Utility/PW offices, vehicle maintenance facility, field employee building, and
carpentry/sign shop. Additional storage buildings will be planned for but constructed as
funds become available. Current funding is $2.4 million with a total buildout estimated at
$3.5 million. The cost for the design services is $161,000 or 6.7% of construction.

FUNDING:
The funding source for this expenditure of $161,000 are budgeted in the 1997
Construction Fund and 2000 Utility Construction Fund at $97,000 and $64,000,
respectively.
RECOMMENDATION:
It is recommended that the City Commission authorize
Architectural/Engineering Design Services with Starmer Ranaldi Planning and
Architecture Inc. for the Utility/Public Works Compound on Old Sanford/Oviedo
Road at a cost of $161,000 payable from the 1997 Construction Fund and 2000
Utility Construction Fund.
IMPLEMENTATION SCHEDULE:
The scope of services will be completed over the next 180 days.

enjoyed working with you and your staff on the Space Study and Master Plan, and offer the following
proposal for professional design services for your review and consideration.
Scope of Project

Development of a new Public Works Complex located on Old Sanford Oviedo Road in the City of
Winter Springs.
The project will be a multi phase project as funding becomes available with the initial phase
consisting of buildings 1, 2, and 3 below for a construction budget of approximately $ 2,400,000.
As the City's needs grow into the future, the complex will likely include all of the building
components listed below.
1. Public Works and Utilities administration offices
2. Vehicle maintenance facility
3. Field employee offices
4. Vehicle and equipment storage buildings / parking area
5. Carpentry and repair shop
6. Material and supplies storage building
7. Bulk material storage bins.
8. Flammable storage building
9. Fuel farm
II. Scope of Basic Services
sri shall provide complete professional design services for this project including civil engineering,
landscape architecture, architecture, structural engineering, mechanical engineering, fire protection
engineering, and electrical engineering suitable for obtaining building permits and construction
with the following tasks:

Purpose:
Utility / Public Works Complex
City of Winter Springs
Space Needs Study
This study was commissioned by the City of Winter Springs to evaluate the space
needs for a new facility that would combine all of the City's Utility and Public
Works services and functions into one central location. This new location is on
approximately 16 acres of land on Old Sanford Oviedo Road just off SR 419 in
the City.
Methodology:
In conducting this study, a brief site visit was made to evaluate the general
conditions of the property and we had an initial meeting with the Director of
Utility and Public Works department to obtain an understanding of the overall
departmental needs.
We then developed a survey questionnaire to help identify the needs of each area
within the departments, which was distributed to all of the team leaders followed
by meetings with each team leader to clarify and corifirm the results of the
questionnaire.
This information was then converted into a spatial bubble diagram, conceptual
floor plans, and finally a conceptual master plan.
Executive Summary:
The Utility and Public Works department of the City has grown to 59 employees,
over 150 vehicles, and is currently housed in two small buildings on North
Flamingo Avenue with some vehicles, equipment, and materials stored at the Old
Sanford Oviedo Road site, and 5 or 6 administrative offices in the City Hall
building.
The responsibilities of this division of the City's services encompasses complete
maintenance and repair of the City's landscaping and irrigation systems; water,
sewer, and stormwater systems; roads, signage, and buildings; as well as the
maintenance and repair of the City's various vehicles and pieces of equipment
from automobiles, to pick up trucks, and lawn mowers to heavy dump trucks,
tractors, and graders.
Existing facilities are inadequate in both size and function and a new centralized
facility is being considered to bring everyone together at one location with
facilities large enough and with modern technology to significantly improve the
department's ability to provide the quality services necessary in their day-to-day
tasks.
Based on our visit to the proposed 16 +/_ acre site located on Old Sanford Oviedo
Road just off SR 419, review of survey questionnaire responses, and interviews
with staff we have broken the Utility and Public Works space needs into thtte�
categories, "Administration" (department head and general support offices),
"Shop Facility" (maintenance of vehicles and equipment), and "Yard Facility"
(storage of all vehicles, equipment, materials, and supplies, with associated work,
locker, and training areas for field personnel), as follows:
1. Administration Offices 8,000 square feet
2. Shop Facility 7,500 square feet
3. Yard Facility 38,000 square feet
The description of individual spaces with in these three categories can be found in
greater detail in the enclosed tabular form labeled "Space Needs Program".
In addition to the analysis of size, type, and number of spaces to be planned for, in
a new facility, we developed a bubble diagram to demonstrate appropriate
adjacencies and proximities of the spaces to each other, in the enclosed typical
"Bubble Diagrams".
Our next step was to further developed the bubble diagrams into conceptual
building floor plans (see enclosed "floor plan" drawings) to identify a potential
building shape and size, so that we could see how the site might accommodate the
overall facility.
Finally we developed a couple of master plan options (see attached "master plans"
A and B) for the City to use as a planning tool to analyze the best site utilization
as .its development takes place.
Master Plan A shows the "Shop Facility" including the fuel farm towards the
front of the site along with the "Administration" building allowing light vehicle
repair and fueling operations to be easily accessed and separated from the larger
"Yard Facility" towards the back of the site. A summary of benefits for master
plan concept A is:

1. the site can easily accommodate the entire complex with room for future
expansion
2. provides clear separation of traffic, of the smaller passenger vehicles visiting
the "Shop Facility", fuel farm, and "Administration Facility", from the larger
construction vehicles using the "Yard Facility"
3. provides good security of stored construction vehicles, materials, and supplies,
from the frequent activities associated with refueling at the fuel farm and
public visitors to the "Administration Facility"
4. the administration building (likely the most aesthetically appealing of the r
buildings) is up front for easy access by visiting public as well as offering the
best street appearance
Master Plan B provides additional opportunity for separation of activities by
moving the "Shop Facility " and fuel farm back into the site slightly, offering
controlled access to each of the three areas, "Administration Facility", "Shop
Facility", and "Yard Facility". In addition to the same benefits as listed for master
plan A items 1 through 4 above, master plan B offers the following additional
potential benefits:
1. provides an additional layer of separation and security by creating three
separate site areas for control, the front of the site for the "Administration
Facility", the center of the site for the "Shop Facility" and fuel farm, and the
rear of the site for the "Yard Facility" and associated construction equipment,
materials, and supplies
2. provides more room and less congestion at the front of the site for future
administration expansion or a possible additional building for a future need
Closing Comments:
We believe the site can easily accommodate the entire Utility and Public Works
space needs for a centralized building complex, with room for future growth
needs.
This •study was prepared for planning purposes for the City and should be used as
a tool to help evaluate current and future needs. The resulting floor plans and
master plans are conceptual solutions only and should not be considered as a final
building design solution.
This master plan shows a total build out of all current City space needs and
subject to funding availability the City can certainly develop the complex in
phases. For an additional planning tool we estimate the total construction costs
(see attached opinion of construction value) as follows:
1. Administration Facility $ 1,025,000
2. Shop Facility $ 825,000.
3. Yard Facility $ 1,700 000
