REQUEST: Public Works Department is advising the City Commission of the status of
various Capital Improvement Projects
PURPOSE: This agenda item is to update the Commission on the status of current Capital
Improvement projects.
CONSIDERATION:
TRAFFIC/TRANSPORTATION IMPROVEMENT
SR 434 Improvements (Village Walk) - Final design is complete and copies of the 100% plans
have been received. The County is waiting for FDOT to execute the LAP (funding) agreement
and will proceed to bid when received. FDOT is still in the process of certifying the right of way.
The County has shortlisted consultants for construction administration on August 27,2003. The
$3.8 million dollar project includes medians, landscaping, signalization upgrades, decoratiye
stamped asphalt at the intersections, milling and resurfacing. Additional landscaping will be
provided along the corridor where adjacent property owners provide landscape easements. To date
we haye received 9 easements. The project is scheduled to be bid in November 2003 with
construction commencing in April 2004. Project completion is expected to be April 2005.

Tuskawilla Road / SR 434 Traffic S;gnal- Construction proceeding. Foundations set. Ship date
for mast arms 9/8. Estimated Completion September 30, 2003. (9/8/03)
Main Street / Hickory Grove Streetscape - This $850K project includes sidewalks, irrigation, and
landscaping on Tuskawilla Road, Blumberg Boulevard, and Doran Drive in the Town Center.
Magnolia Park size (0.64 or 0.79 acres) being negotiated with Schrimsher. Contractor working on
the Market Square and Magnolia Square fountains. Irrigation and electrical conduits complete.
Sidewalks underway. Projected completion is January 2004. (8/11/03)
SR 434 / Wagner's Curve Traffic Signal - Construction complete. Punch list items remain.

SR 419 / Edgemon Traffic Signal - Seminole County administering LAP Agreement due to
FDOT funding up to $211,000 for the signalization and turn lane improvements. Chinchor
Electric is scheduled to receive the mast arms 10/17/2003. County has received bids for the turn
lane construction which will be authorized under separate contract. Turn lane construction will
commence after the mast arms are installed. Projected construction completion is December 2003.

SR 434/ Doran Drive Traffic Signal - FDOT conditional approyal of the signal warrant analysis
has been received. Design 70% complete. The amount of additional right of way needed for the
right turn lane is being determined. The City Hall/Tuskawilla Trails median opening will be
required to be changed to a directional only to get signalization at Doran Drive. A public meeting
discussing these improvements is projected for October. Projected signal installation is August
2004. (9/8/03)
SR 434 Highway Beautification Grant - Funding amount approved $214,079.03. Notice to
Proceed issued March 2003 for 12 month construction period. Irrigation and plant installation
underway 15% complete. Conflicts with trial bridge being addressed. Work being performed by
Public Works and Utility Department staff (9/8/03)
SR 419/ Moss Road Turn Lane - Design complete by PEe. FDOT approval receiyed. FDOT
has offered $100,000 towards the project that will require the County to administer the project
through a LAP agreement. This will delay the project 4 to 6 months to get the agreements in
place. (9/8/03)
Cross Seminole Trail (Wade Street to Town Center/Brillge to Gardena Avenue) - Design
complete by Inwood Consulting. Final approyal from FDEP for the arsenic remediation plan
pending. The proposed construction limits for the paved trail are from Wade Street to
approximately 500 east of Magnolia Park and from the SR 434 trail bridge to Gardena. The
unpaved portion of the trail and paved portion in the middle of the Schrimsher property impacted
by the eagle are not included in the design. (9/8/03)
Pedestrian Bridge - Cross Seminole Trail - Construction by the design/build team of Jones
Bros./Mactec underway. Proposal for upgrades to the fencing and lighting should be received by
9/8. Northside piers to be complete by October 1st prior to eagle nesting season. Work will then
shift to south side. Spans projected to be set April 1, 2004. The design/build contract is scheduled
to be completed October 2004. (9/8/03)
Cross Seminole Trail (Wade Street to Wekiva Trail) - Preliminary Design and Corridor Analysis
underway by VHB. Alignments being considered along the rear/north side of the proposed
elementary school, auto recycler, Grove Counseling Center and the proposed UtilitylPublic Works
Compound. Weare discouraging an alignment to close to the City property because the yisibility
of the construction nature of the compound would detract from the trail experience. (9/8/03)
Fisher Road - Bid awarded on 8/25/2003. Notice to Proceed projected for 10/1. Project duration
is 180 days. (9/8/03)

Central Winds Park Boulevard - Preliminary design ongoing by CPH in conjunction with
Michael Design Associates. Road configuration is being coordinated with park expansion grading
plan. Additional right of way is being requested from Leerdam property. SJRWMD permit to be
submitted 9/2/03. Construction start date is spring 2004. (9/8/03)
Deceleration Lane Study - Study underway. Estimated completion date IS October 2003.

Winter Springs Boulevard Reconstruction - Reviewed project scope with consultant. PEC to
provide proposal for phased pavement analysis and scope of repairs required. (8/11/03)
UTILITY
SR 434 Water Main (Vistawilla Road to Spine Road) - Design 90% complete. City Attorney
reviewing easement proposed by Casscells. Schrimsher easement is pending. (4/14/03)
Utility / Public Works Compound Force Main - Notice to Proceed issued for 10/1/03. (9/8/03)
Utility / Public Works Compound - Final draft of conceptual site plan and building layouts based
on Needs and Space Analysis received. Comments back to SRI due by 9/15 for finalized concept
plan. Preliminary cost estimate at $2.8 million. (9/8/03)
Well #4 - Consumptive Use Permit received. Final changes to construction plans being made.
Bid advertisement projected for 9/14. The new proposed well location is adjacent to Northern
Way in Trotwood Park. (9/8/03)
Reclaimed Water Augmentation - CPH revising report to reflect new consumption data provided
by staff (4/14/03)
PARKS and RECREATION
Torcaso Park Expansion - Project complete. Punch list items complete with the exception oflien
releases. Contractor having problems getting final lien releases from subcontractors to the
subcontractors. (8/11/03)
Central Winds Park Expansion - Clearing and grubbing complete. Landscape and irrigation
design is 90% complete. Construction progress to date is behind schedule. (9/8/03)
POLICE
Public Safety Building Expansion - Plans have been reviewed by the Fire Marshall and Building
Dept. plans examiner. Bid advertisement is projected for 9/14.
COMMISSION ACTION:
