REQUEST:
City Manager and General Services Director providing the City Commission
with recommended changes to the City's Holiday Schedule.
PURPOSE:
To provide the City Commission with recommended changes to the City's
Holiday Schedule for consideration.
CONSIDERA TIONS:
The City Commission, at its November 28,2005 regular Commission meeting, asked the
General Services Director to review the City's current Holiday schedule and Personal Leave
Policy and make recommendations in regards to such. Further, the Commission asked staff for a
recommendation on the Seven/Three Proposal suggested by Deputy Mayor Blake. Discussion
also ensued on making Veteran's day a designated holiday, in lieu of the Day after
Thanksgiving. .

The Seven/Three Proposal w?~ld provide for the following City holidays:
1. New Year's Day
2. Memorial Day
3. Independence Day
4. Labor Day
5. Thanksgiving Day
6. Oay After Thanksgiving
7. Christmas Day
Plus (3) Floating/Personal Days
Total Holidays = 10.
For comparison purposes, a matrix of holidays observed by selected governmental entities is
attached (holidays to be observed under the Seven/Three Proposal are bolded).
This matrix provides collaboration for each of the seven holidays listed above. Additionally, it
indicates unanimous support for observation of Martin Luther King's birthday. Multiple entities
are also noted to observe the Spring Holiday and Veteran's Day. Utilization of the Birthday
Holiday is noted to be minimal.
Holidays are an employee benefit and contribute to the City's entire employee compensation
package. Holidays provide management with a tool to offer additional benefits to employees
without outlay of additional taxpayer funds. They also serve to ,increase staff moral and assist
with staff recruitment and retention.
Personal days in lieu of designated holidays can present a challenge for employers. Specifically,
scheduling of staff, especially for Police and Fire, can be problematic. Typically, in this type of
arrangement, multiple employees will request use of personal days during holiday periods, e.g.,
Day After Thanksgiving, Christmas time, etc., presenting supervisors with challenges in regards
to ensuring adequate staff coverage is in place to sufficiently maintain City operations.
Also, please note that any change to the currently approved holiday schedule would require
ratification by the Fire Union.
FUNDING:
No funding required.
RECOMMENDATION:
The City Manager and General Services Director recommend maintaining the currently approved '
City Holiday Schedule with the addition of Veteran's Day and the deletion of the Birthday
Holiday. No floating days are recommended. This change would become effective January 1,
2006. This recommendation would serve to:
1. Maintain consistency with other governmental entities.
2. Provide an excellent benefit for our employees.
3. Show City support for our nation's veterans via observance of
Veteran's Day.
This recommendation would require the ratification of the Fire Union. It is not anticipated that
this minor change would represent a problem.

SUBJECT: HOLIDAYS
22.1 Holiday Observance
Eligible full-time, part-time, and probationary employees are entitled to paid holidays,
which include the following:

According to the day of the week on which Christmas falls, an extra holiday will be
granted. The schedule is as follows:

22.2 Special Cases of Holiday Observance
When a holiday tRat occurs on a Saturday or Sunday, it will be observed the proceeding
Friday or following Monday for all employees who normally work Monday through
Friday.
If an employee is not scheduled to work on the day a holiday is observed, he/she will
receive an alternate day off as a substitute holiday or additional straight-time pay for
that work week equal to one of that employee's regular work shifts to a maximum of
eight hours.
22.3 Eligibility
To be eligible for holiday pay, the employee must be on the active payroll for his/her
scheduled workday before and after the designated holiday.
Temporary and seasonal employees and employees on unpaid leave of absence are
not eligible to receive holiday pay. Regular full-time, regular part-time and probationary
employees are eligible to receive their regular rate of pay, for his/her normally
scheduled hours, for each observed holiday.

22.4 Other Holidays not recognized by the City
The City recognizes some employees may wish to observe certain religious or
commemorative days which are not included in the City's holiday schedule. Accordingly,
employees who would like to take a day off for such reasons may be permitted to do so
if the employee's absence from work will not result in an undue hardship on the conduct
of the City's business and if prior approval has been obtained from the employee's
supervisor. Employees may use accumulated days of vacation time on such occasions,
or they may take such time off as unpaid, excused absence.
22.5 City's Right to Schedule Work on Holidays
While the City makes every effort not to schedule employees to work on an observed
holiday, that is not always possible. Work on an observed holiday will be paid twice,
once for the holiday and once for the hours actually worked.
