REQUEST: The Parks and Recreation Department requests that the City Commission review
information regarding the increased utility fee charges to Parks and Recreation for
gym use of Three Middle Schools by the Seminole County School Board.
PURPOSE:
The purpose of this item is to inform the City Commission about the
Seminole County School Board utility fee increase charged to Parks and
Recreation.
CONSIDERATIONS:
. On July 11, 2006 the Seminole County School Board approved a significant
increase in the utility fee we pay to the schools for gym usage from $ 8.00 per
hour to $ 30.00 per hour.
. The schools were notified in August, 2006.
. The Seminole City Recreation Council Liaison has been in discussion with the
School Board staff from September - November 2006.
. The School Principals at Indian Trials Middle School, Jackson Heights Middle
School, and Lawton Chiles Middle School insist on the $ 30.00 per hour rate.
. The City of Winter Springs per the agreement with the Winter Springs Basketball
League currently charges $ 105.00 per child to play.
. The fee is the highest in Seminole County. Oviedo charges $ 85.00 and provides
its own gymnasium.
. Parks and Recreation staff is currently trying to obtain the facts behind the
significant increase in the gym usage fee.

FUNDING:
The application of these new rates to Winter Springs would increase our cost by $27,012 for
Gym Usage for the Winter Springs Basketball League in the FY 07 budget as follows:

The additional $27,012 would require a $30 increase in the current participation rates raising
them from $105 to $135.
RECOMMENDATIONS:
We are continuing to explore the rationale for this increase through Seminole cities Recreation
Council.

Hourly Use Rate: for a single use up to 4.5 hours not more than one (1) day per week, the user will be charged an hourly rate
times the actual hours of use. Daily Use Rate: for use of up to 7.5 hours per day for not more than three (3) days in a single
week, a daily rate equal to 7.5 times the hourly rate will be charged. Weekly Use Rate: for use of up to 7.5 hours per day for
more than three (3) days in a single week, a weekly rate equal to three (3) times the daily rate will be charged. A week shall
consist of a period of seven (7) consecutive days starting with the first day of use.

Mr. Vogel,
This year the utility rates have gone from $8/hr to $30/hr as you are well aware of. This has crippled our ability to use the
Seminole County Schools for our Youth Basketball, Youth Football & Cheerleading programs. For example, we paid $8,000 last
year for gym rentals, based on the new fees will are now required to pay $30,000. You're a businessman, is this a reasonable
increase? We were not able to plan or budget for such an increase without any prior notification. In addition, we're in the same
business of providing a positive environment for the kids to learn. Can you please review the pricing for Government agencies
and let me know what can be done.
