PUBLICLY ANNOUNCE THE REQUEST
REQUEST: The City Manager is requesting that the City Commission hold a Public Hearing
relative to the approval of Resolution No. 2003-35, which establishes the Final Operating
Millage Rate for Fiscal Year 2003-2004 for the City of Winter Springs at 4.4196
which is 12.28% above the rolled-back rate of3.9362 and the Final Voted Debt Service Millage
Rate for Fiscal Year 2003-2004 for the City of Winter Springs at .2500.
PURPOSE: The purpose of this agenda item is to have the Commission approve Resolution
No. 2003-35, otherwise known as the Final Millage Rates for Fiscal Year 2003-2004.
CONSIDERATIONS:
The following four alternative millage rates are presented for Commission consideration. For
purposes of starting the discussion, staff has included the tentative millage rate of 4.4196 in the
resolution.

balance.
NOTE: We are approving the final millage rate - if there are any budget issues
that would affect the final millage rate - they need to be discussed Mllf. and the
final millage resolution will be amended before adoption.
RECOMMENDATION:
The Commission adopt Resolution No. 2003-35 establishing the Final Operating Millage for
Fiscal Year 2003-2004 and the Final Voted Debt Service Millage Rate at .2500 for Fiscal Year
2003-2004.
IMPLEMENTATION SCHEDULE:
Upon approval and adoption of Resolution No. 2003-35, the Millage Rates for Fiscal Year 2003-
2004 would be implemented and become effective on October 1,2003.

A RESOLUTION OF THE CITY OF WINTER SPRINGS, FLORIDA, ADOPTING
THE FINAL OPERATING MILLAGE RATE AND THE FINAL VOTED DEBT
SERVICE MILLAGE RATE FOR THE CITY OF WINTER SPRINGS FOR THE
FISCAL YEAR COMMENCING ON OCTOBER 1, 2003 AND ENDING ON
SEPTEMBER 30, 2004; ANNOUNCING THE PERCENTAGE BY WHICH THE
FINAL OPERATING MILLAGE RATE EXCEEDS THE ROLLED-BACK RATE;
PROVIDING FOR SEVERABILITY; PROVIDING FOR REPEAL OF PRIOR
INCONSISTENT RESOLUTIONS; AND PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City Commission of Winter Springs has held a public hearing on
the final millage rate pursuant to Florida Statute 200.065, Subparagraph (c); and
WHEREAS, the City Commission of Winter Springs desires to adopt the final
operating millage rate and publicly announce their percentage change by which
the final operating millage rate exceeds the rolled-back rate, and adopt the final
voted debt service rate.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, AS FOLLOWS:
Section 1. The City Commission adopts its final operating millage rate of
4.4196 mills and its final voted debt service millage rate of .2500 for the fiscal
year commencing October 1, 2003 and ending September 30, 2004.
Section 2. The final operating millage rate of 4.4196 mills is more than the
computed rolled-back rate of 3.9362 by 12.28%.
Section 3. Within thirty (30) days of the date of this Resolution, the Finance
Director shall certify compliance with Chapter 200, Florida Statutes by causing
the Certification of Compliance, along with all necessary documentation, to be
sent to the Division of Ad Valorem Tax of the Department of Revenue.
Section 4. Repeal of Prior Inconsistent Resolutions. All prior resolutions or
parts of resolutions in conflict herewith are hereby repealed to the extent of the
conflict.
Section 5. Severability. If any section, subsection, sentence, clause, phrase,
word or portion of this resolution is for any reason held invalid or unconstitutional
by any court of competent jurisdiction, such portion shall be deemed a separate,
distinct and independent provision and such holding shall not affect the validity of
the remaining portion hereto.

Section 6. Effective Date. This Resolution shall become effective
immediately upon adoption by the City Commission of the City of Winter Springs,
Florida.
