My name is Gregory Pike, I reside at 810 Shallow Brook Ave, WS, and I am the President of the
Winding Hollow Homeowners Association. During the last city council meeting the council voted to
table discussion regarding Item 502 of the agenda related to the WH HOA obtaining the upgraded
street lights, similar to the Town Center decor. This was to allow the City management to work on
several alternatives as to how to allow our community to proceed. Additionally, I made myself
available to answer questions relating to the process that the Board of Directors ofWH HOA and its
members used in coming forward to work with the City on this project.
Tonight, I am here again, to help re-enforce our commitment to enhancing our community, and our
desire to have the council vote affirmatively, in moving forward with adding this lighting schema to
our community in the same manner as the Tuskawilla area. Tonight I have with me the officers of the
BOD, our property manager from Vista Community management, as well as many of the residents of
WH that would ask you to move forward with this.
To date here are some of the things that the Board of Directors of the WH HOA have done to ensure
that this was the wish of the residents.
1. In June and as a part of our annual meeting we conducted a ballot (per our corporation bylaws)
to the homeowners to ensure that we had the support of the community. The vote was
overwhelmingly in favor of the lights (161 to 15, an over 10 to 1 ratio). We provided
certification from our property management company as to the validity of that balloting.
2. The community wanted to see if there were some alternatives to the current layouts. Since the
annual meeting the WH Board has worked with Progress Energy to determine some uniformity
changes as to where the lights can go. (WH now has an adjusted plan for Winding Hollow
Blvd. that is in line with the community wishes from the annual meeting, and is cost
conscious.)
3. We have signed the City of Winter Springs' contract to move forward with the lights, and hope
to move forward with the decorative signage upgrades in the coming months. (The Board
signed the contract, and has given the City management a check for $21 K to start the
construction process, once approved.)
4. Communicated to the community the WH Board's intention to move forward with this project.
(For ~ 18 months this has been discussed as an item at the BOD meetings, and within the
newsletters, soliciting feedback and ideas for the community and direction on the lighting
subject.) In hand I have the newsletter from XXX and the one after our annual meeting this
summer.
5. We have provided for annual funding of this project in our FY06 budget. Additionally, we
have allocated funding from our reserves that have been acquired over the past 10 years that
Winding Hollow has been a part of the Winter Springs community. I have that information
available with me tonight.
In closing, I would again ask that the council approve agenda item 508 this evening. This is a win-win
for the residents of WH, and Winter Springs. We believe that this will only help make our community
that much more attractive to families. It will now help surround the Town Center area in all directions
with the decorative lighting scheme, reinforcing it as the dominate part of our city community. Again,
