City Manager providing the City Commission the Holiday Schedule
from the Personnel Policy.
PURPOSE:
To provide the City Commission the current Holiday schedule to consider
substituting or adding other observed Holidays
CONSIDERATIONS:
The City Commission commented at the November 14, 2005 Commission meeting
about Veteran's Day not being an observed City Holiday. The current observed Holiday
schedule of 10 holidays, shown below, has been in place since the Personnel Policy was
adopted in 2000.

Holidays observed by others in 2006 include Presidents Day (February 20th), Yom
Kippur (October 2nd), Columbus Day (October 9th), and Veterans Day (November 11 th, off

SUBJECT: HOLIDAYS

22.1 Holiday Observance
Eligible full-time, part-time, and probationary employees are entitled to paid holidays,
which include the following:

. Martin Luther King's Birthday
. Spring Holiday
. Memorial Day
. Independence Day
. Labor Day
. Thanksgiving Day
. Day after Thanksgiving
. Christmas Day
. Birthday Holiday

Observed on the employee's
birthday, or with the approval of the
supervisor, within 30 days
thereafter.
According to the day of the week on which Christmas falls, an extra holiday will be
granted. The schedule is as follows:

22.2 Special Cases of Holiday Observance
When a holiday that occurs on a Saturday or Sunday will be observed the proceeding
Friday or following Monday for all employees who normally work Monday through Friday.
If an employee is not scheduled to work on the day a holiday is observed, he/she will
receive an alternate day off as a substitute holiday or additional straight-time pay for that
work week equal to one of that employee's regular work shifts to a maximum of eight
hours.
22.3 Eligibility
To be eligible for holiday pay, the employee must be on the active payroll for his/her
scheduled workday before and after the designated holiday.
Temporary and seasonal employees and employees on unpaid leave of absence are not
eligible to receive holiday pay. Regular full-time, regular part-time and probationary
employees are eligible to receive their regular rate of pay, for his/her normally scheduled
hours, for each observed holiday.

SUBJECT: HOLIDAYS
22.4 Other Holidays not recognized by the City
The City recognizes some employees may wish to observe certain religious or
commemorative days which are not included in the City's holiday schedule. Accordingly,
employees who would like to take a day off for such reasons may be permitted to do so
if the employee's absence from work will not result in an undue hardship on the conduct
of the City's business and if prior approval has been obtained from the employee's
supervisor. Employees may use accumulated days of vacation time on such occasions,
or they may take such time off as unpaid, excused absence.
22.5 City's Right to Schedule Work on Holidays
While the City makes every effort not to schedule employees to work on an observed
holiday, that is not always possible. Work on an observed holiday will be paid twice,
once for the holiday and once for the hours actually worked.
