REQUEST: Public Works Department Updating the City Commission on the Status of
the Town Center Roads project.
PU-WOSE:
The purpose of this agenda item is to update the City Commission on the progress
of the Town Center Roads project for December 2002.

Attached is the December 2002 monthly progress report for the Town Center
Roads project. The project which includes the reconstruction and const~~Hpn of
TuskawilIa Road and Hickory Park Grove Boulevard is 65% complete.
Rights of Way and sanitary sewer easements have not yet been received liuin
Schrimsher although he has indicated they are ready and we shall receive them "shortly".
We are also trying to finalize the Magnolia Park legal description for conveyance from
Schrimsher.
December rainfalls resulted in a request for 12 rain days extending the contract
completion date to March 5,2003.

MONTHLY PROGRESS REPORT

The following items reflect the .current status of work completed for the above listed project:
. 1) The block column subcontractor has completed the construction of the block columns
around the retention pond. The aluminum fence subcontractor is to begin his work once
the columns have been completed. The Contractor has not provided an exact date this
work is to begin. However, based on the weekly meetings, an approximate date for
installation to begin is mid January, 2003.
2) A final set of storm water as-builts for Hickory Grove Road and the retention pond have
been received by the Engineer. The as-builts have been reviewed by this author and
discussed with you. We understand there is still one section of storm pipe that has a
slight reverse slope. We have submitted to the water management district a request for
certification of completion of this system.
3) The Contractor has completed construction of Hickory Grove Park Road. However, the
final acceptance of the road is pending completion of the retention pond fencing and the.
punch list items for the road that have been provided to the Contractor in letter form, with
attached plans depicting the areas of concern.
4) The Contractor has completed installation of the main trunk line for the gravity sanitary .
sewer along Tuskawilla Road. The balance of the service laterals shall be installed
during the road construction and storm pipe installation. The Contractor has not
scheduled an inspection with the City and the Engineer to review this work. The
Engineer has received as-builts for this portion of the system and has received
certification of the sanitary sewer system from FDEP.
5) The Contractor has completed the installation of the water main along Tuskawilla Road
from SR 434 north to the tie in point at the school road. To date, the water line has not
been pressure tested in the presence of the City or the Engineer. A pressure test is
scheduled for January 7, 200~.
6) The Contractor is currently working on installing the storm water collection system along
Tuskawilla Road. The portion from Hickory Grove Park Road north to the existing
school retention pond has been installed. The box culvert crossing Tuskawilla Road
from the west to the east, near the school pond, has been installed and temporarily
plugged. The three large storm outfall structures that tie to the box culvert on the east

side of the road and the portion of the storm collection system from Hickory Grove Road
south have not been installed. The City is continuing to pump the water from the
temporary retention pond on the Publix site in an effort to assist the Contractor in
keeping the work area on Tuskawilla road dry.
7) To date there have been eight submittals for Change Orders. Currently, there may be a
change order for the redesign of the parking at the clock tower on Tuskawilla Road.
The following items are items that are in progress:
1 Florida Power is to be contacted by Esterson Construction in an effort to coordinate
the relocation of the existing power utilities from the west side of Tuskawilla Road to
the east side. The Power Company has begun installation of the new utilities along
the east side of the road. Once completed, the power company is then scheduled to
relocate the existing utilities from the west to the east side of the road. Esterson
Construction has not provided a date when the relocation work is to begin.

The City and the Engineer are still coordinating the dedication of additional right-of-
way from Mr. Schrimsher to the City. This additional right-of-way is along the east
side of Tuskawilla Road. Additionally, Mr. Schrimsher has requested additional
parking spaces be added to the east side of Tuskawilla Road just north of the
McDonalds property. This information has been added to the plans and may result
in additional costs to construct the road.

3 The Engineer is coordinating with the Seminole County Trail Engineer. Possible
additional costs may result in changing from brick to asphalt at the Trail Crossing.
4 Due to the existing elevations on the school road at the intersection of Tuskawilla
Road, additional work may be required of the Contractor, which may also result in
additional costs.
