REQUEST:
The Community Development Department requests that the City Commission (in its capacity as
DRC) establish a policy giving authority for temporary signage review and approval within the
Town Center to the staffDRC.
PURPOSE:
The purpose of this agenda item is to facilitate and expedite requests from Town Center tenants
relating to temporary signage associated with grand openings and other special occasions.
APPLICABLE CODE:
Town Center District Code, General Requirements.
All signs shall be subject to a Discretionary Aesthetic Appropriateness Review by the DRC in
order that signs are consistent and in harmony with the Winter Springs Town Center. The DRC
shall use graphics in this section as non-binding guidelines, but shall make a determination on
appropriateness on a case by case basis. (The Town Center Code is silent on temporary signage.)

(16) Temporary signs for special events,
a. Permits for temporary signs, such as pennant and banner signs, not otherwise prohibited are
allowed for such purposes as auctions, special events, notice of opening of new businesses, and
going-out-of-business sales. Permits for temporary signs shall authorize the erection of the signs
and maintenance thereof for a period not exceeding fourteen (14) days; and permits cannot be
renewed on the same sign, nor shall another temporary permit be issued on the same location,
within ninety (90) days from the date of expiration of any previously issued temporary permit.
b, Signs for special events shall be removed within two (2) working days after conclusion of the
event. A free-standing temporary sign shall be no larger than thirty-two (32) square feet, and
may be double sided. Banner signs may be sized to extend across roads.

Banner is any strip of cloth, plastic or other flexible material on which a sign is printed, painted
or otherwise displayed.

Banner signs shall require a permit, which shall be valid for fourteen (14) days.
CONSIDERATIONS:
Currently staffDRC reviews and approves permanent signage within the Town Center in cases
where the applicant conforms to guidelines of the Town Center Code. Temporary signage is
considered an exception and is not currently within the authority given by the Commission (in its
capacity as DRC) to the staffDRC. Applicants must currently come before the Commission for
review and approval of their request for temporary signage.
Grand openings and special events are temporary, short-lived events. Additionally, signage
requests are usually received at the "eleventh hour" which does not allow the necessary lead time
for consideration by the Commission. Delegating approval of temporary signage would facilitate
these requests more quickly without encumbering the tenants of the Town Center.
Example 1: Publix submitted an "eleventh hour" request to use flags, banners, strands of
pennants attached to light poles, and helium balloons for one week prior to and one week after
the November 7, 2002, grand opening, StaffDRC met and recommended approval by the
Commission of a special exception to allow the signage, subject to filing an application fee and
subject to fully describing the size and number of balloons, maintaining an adequate line of sight
for all internal and external vehicular movements, and complying with all other codes and
regulations.
Example 2: A request was just received today (Jan. 21, 2003) from Rachel Nicole's Salon, Inc.
for a Grand Opening banner sign. The Grand Opening is scheduled for February I O_15th, which
does not allow time to come before the Commission as an Agenda item.
RECOMMENDATIONS:
The staffDRC recommends that the City Commission, in its capacity as the DRC, expand the
staffDRC's authority to include approval of temporary signage within the Town Center as long
as the signage complies with all applicable codes and regulations and maintains an adequate line
of sight for all internal and external traffic movements.
