REQUEST: The Community Development Department- Planning Division, in cooperation with the Public
Works Department, request that the City Commission hold a Public Hearing to resolve an inconsistency in the
aesthetic review for Building 17 (Phase 1) of the Winter Springs Town Center.
PURPOSE: The purpose of this agenda item is for the City Commission to consider a modification to the
approved aesthetic review for JDC Building 17 in the Winter Springs Town Center. This modification resolves
an inconsistency in the original submittal to allow for an "at-grade" entrance to the building on the western
fac;ade.
CONSIDERATION:
The western elevation illustrated an elevated entrance on the building's western fac;ade. The approved final
engineering has this entrance at the same grade as the adjacent curbing for Cliff Rose Drive. The steps on the
front fac;ade will remain. The entrances on the south side of the building will also be at grade as shown on the
approved aesthetic review documents. Re-grading the site to accommodate steps at the western entrance will
necessitate significant grading changes that would not be appropriate for the site.

CHRONOLOGY:
January 24, 2005 - City Commission approved final engineering plans for 2 acre portion at
the NW comer of the existing 14+ acre Doran site (Buildings 3, 4, &
16)
March 15,2005 - Pre-construction meeting held for the 2 acre portion of the 14+ acre site
April 25, 2005 - City Commission approved revised final engineering plans (removed big oak -
Building 17 not included)
August 22, 2005 - City Commission postponed Building 17 concept review

September 12, 2005 - City Commission approved the concept plan for Building 17
August 28, 2006 - City Commission approved the Aesthetic Review and final engineering for
Building 17
FINDINGS:

The approved aesthetic review for Building 17 indicated a series of steps to an elevated
entrance on the western side of the building.
The final engineering was designed to utilize the existing grade on the western side of the
building in order to facilitate the placement of the building in such a manner as to comply with
the Town Center Code in terms ofthe build-to line.
3. Staff supports the installation of an "at-grade" entrance on the western fa9ade. This entrance
is to an exercise room and not to a living space.
STAFF RECOMMENDATION:
Staff recommends that the City Commission approve the modification to the Aesthetic Review for Building 17.
